Results of this study may be summarized as follows: First, American decision-makers were deeply concerned about the erosion of the U.S. prestige which both political crises might bring about. Yet, American military leaders tended to give priority to military security over the issue of prestige in the former crisis. Second, although American government considered the possibility of military means to solve the former crisis, the plan never materialized. In the latter incident, they mobilized only diplomatic means. Third, there was serious conflict between military and civilian leaders in the former crisis. However, there existed little dispute among two groups over the latter crisis. Fourth, while they attempted to maneuver covertly in the former crisis, they intervened almost publicly in the latter crisis. Fifth, while excluding hard-liners, they tried to maintain soft-liners within Syngman Rhee regime in both crises

This paper examines Syngman Rhees strategy of national survival by U.S. diplomacy
from 1875 to 1953. Even though his U.S. diplomacy could not show visible outcome during the Japanese colonial period, he succeeded in establishing the Republic of Korea under the unfavorable conditions and securing a U.S. guarantee of Koreas national security in writing by singing the R.O.K.-U.S. Mutual Defense Treaty with the U.S. in 1953. Accordingly, his strategy was successful. The method he used in conducting his US diplomacy was to persistently point out the betrayal of U.S. failure to live up to the Treaty of Amity and Commerce of 1882, which stipulated the duty to exert good offices to help the other in need
