Yangyang-gun was distant from large urban cities and relatively underdeveloped. But since the early 2010s, surfing culture has been introduced and has gained popularity in and out of the local community for more than a decade. Unlike the local government-led process in which place marketing generally takes place, people with cultural capabilities voluntarily flowed into the region, and local governments supported the surfing culture after it gained popularity. With attention given to this specificity, this study analyzed whether issues criticized in place marketing in peripheral regions were implemented the same or not, and derived implications for place marketing in peripheral regions. Place marketing, which requires discovering distinctive place assets and gaining the comparative advantage with other regions, is prone to be misled by the territorial trap, which considers the territory as an unchanging, and fixed entity, thereby overlooking that the territory continues to be organized through various events. As the surfing culture gained popularity and gradually dispersed in neighbouring regions, competition among local governments intensified, and Yangyang-gun strategically acted by granting its iconic brand as the โ€˜surf cityโ€™. This shows that the culture, even the one driven by the emergent nature, inevitably faces the territorial trap in the process of being incorporated into the current structure of tourism development. However, the paper proposes that surfing culture spreading to the east coast can be viewed as a process of gaining popularity and spreading rather than an outflow of human capital and assets and suggests the introduction of a network-centric tourism development strategy as a concrete implementation. It was judged that the network-centric tourism development strategy could seek a transition to a more multi-layered governance structure, which could help the culture itself revive beyond regional boundaries.
