Human Security in the Post-Conflict Situation and Two Koreas' Relationship: A Case Study of Cheonan ship and Yeonpyeong Island Incidents

남북 관계에 대한 기존의 지배적인 설명은 국가안보 패러다임에 기초하고 있다. 이 연구는 인간안보 패러다임을 활용하여 기존의 주류 시각이 무시해온 점들을 부각시키는 방식으로 남북 관계를 다시 쓰고 있다. 두 패러다임의 차이를 부각시키기 위해 분쟁 후 남북 관계를 다시 쓰고 있다. 두 패러다임의 차이를 부각시키기 위해 분쟁 후 남북 관계를 사례로 선정하였다. 천안함, 연평도 사태 이후 남북한 정부는 국가안보 패러다임에 의지해 상호 대응하였고 그 결과 한반도는 긴장에서 벗어나지 못하고 있다. 남한 내에서는 두 사건을 계기로 피해 지역주민들의 전반적인 인간안보는 물론 일반 대중의 개인, 정치 안보도 악화되었다. 본 연구사례에서 국가안보와 인간안보는 대립하는 것으로 나타났다. 그러나 이 둘이 항상 대립하는지는 보다 많은 사례연구와 이론적 논의가 필요하다.The existing dominant ways of explanation of the North-South relationship are based on the national security paradigm. This study is a rewriting of the relationship raising aspects, which has been disregarded by the existing approaches, through the lens of human security. Two Koreas relationship in the post-conflict situation is selected to bring the difference on the surface between national security and human security paradigm. The two governments on the Korean peninsula following Cheonan sinking and artillery shelling of Yeonpyeong Island have counted with each other depending on national security paradigm, therefore they could not be free from the political and military conflict. All aspects of human security of the people concerned and individual, political security of all the people in South Korea were threatened in the aftermath of the two incidents. In this case study, it seems that national security and human security confront with each other. However, whether the both paradigms are always in conflict remains to be observed

The Anti-War and Anti-Nuclear Peace Thought of the Late Lee Young Hee

리영희 선생은 한국을 대표하는 평화사상가이다. 이 글은 선생의 일생을 평화주의 관점에서 반추하여 그의 사상이 오늘에 주는 의미를 생각해보는 데 목적이 있다. 선생의평화사상은 반핵 평화주의, 동아시아 분단체제론, 한반도 평화체제 이론 등 크게 세 부분으로 구성된다. 선생은 한반도 평화체제의 길로 남북 화해는 물론 정전체제의 평화체제로의 전환과 군축을 제안하였다. 또 선생은 통일의 조건으로 평화조약 체결, 자주적 태도, 민주주의 공고화 등을 언급하며 한반도 평화가 소극적·적극적 평화를 포괄하는 총체적인 성격임을 보여주었다.The late Lee Young Hee, a principled journalist and scholar, is one of sages who represent Korea society. This paper is to reflect his life and sayings and draw out their implications for the future of Korea from the perspective of pacifism. His pacifist thought is consisted of a series of theories such as anti-nuclear pacifism, division system in East Asia, and peace system on the Korean Peninsula. He had proposed the transformation of armistice into peace system and disarmament among parties concerned not only as a way for building peace on the peninsula, but also as a core in realizing peace in East Asia. Three Questions on the Situations of Cooperation among Three Countries, North Korea, China and Russia

The purpose of this paper is to understand the situations and characteristics of relationships among three countries, North Korea, China, and Russia in the 2000s. This paper presents the answers to three questions related to relations of three countries. The first question is whether the cooperation of three countries could be viewed as multilateral cooperation. The second is whether North Korea has recovered the partnerships with China and Russia. The third is whether the cooperation among North Korea, China and Russia accompanies a conflict with South Korea, the United States and Japan. The following results were discovered: Firstly, the recent collaboration among North Korea, China and Russia is the summation of three bilateral partnerships rather than multilateral cooperation among the three countries. The relationships between North Korea and China, and between North Korea and Russia are focused on the North Korean nuclear issue and economic cooperation. Secondly, North Korea, China, and Russia are not close allies but an amicable cooperative relationship is maintained based on mutual needs and strategic understandings. Thirdly, the relationship between NK-China-Russia and SK-US-Japan is dependent on the situation rather than being structural. It is true that there have been conflicts between NK-China-Russia and SK-US-Japan since the sinking of the Cheonan naval vessel and the incident on Yeonpyeong island. However, these relations are temporary for several reasons. A question for the future is to explore the conditions for Northeast Asian countries to maintain harmony and sustainable cooperation.이 글은 2000년대 북한, 중국, 러시아 사이의 협력관계 실태와 그 성격을 파악하는데 목적이 있다. 이와 관련하여 다음 세 가지 질문을 던지고 답을 구해보고자 한다. 그 질문 은 첫째, 북중러 협력을 다자간 협력이라 말할 수 있는가, 둘째, 북한은 중국, 러시아와 동맹관계를 회복하였는가, 셋째, 북중러 협력은 한미일과의 갈등을 동반하는가이다. 분석 결과 다음과 같은 점을 발견할 수 있었다. 첫째, 최근 북중러 협력은 삼자간 협 력이라기보다는 세 양자간 협력관계의 합으로 파악되었다. 특히, 북중, 북러관계는 북핵 문제, 경제협력을 중심으로 진행되고 있다. 둘째, 북중러 사이의 관계는 동맹관계가 아니 라 상호 필요와 전략적 이해에 따른 일종의 우호협력관계이다. 셋째, 북중러가 한미일과 맺는 관계는 구조적이기보다는 상황의존적이다. 물론 천안함, 연평도 사건 이후 북중러 가 한미일과 대립하는 양상을 보인 것이 사실이지만, 그것은 여러 이유들로 인해 일시적 이다. 동북아 국가간 관계가 상호조화를 이루며 역내 지속가능한 협력이 가능한 조건을 살펴보는 일은 향후 과제이다
