인도네시아(인니)의 군대와 정치

印尼의 歷史에서 軍隊가 政治에 介入하기 始作한것은 상당한 歷史的 背景을 가지고 있다. 約 三百年동안의 「화란」植民地統治期間, 그리고 獨立을 선포한 1945年以後의 初期 革命 期에 있어서 軍隊는 곧 獨立運動의 최선봉에선 獨立運動團體였다. 印尼에 있어서의 獨立運動은 政治的 運動이며 同時에 軍事的 活動이기도 하였다. 이것은 軍隊로 하여금 政治와 不可分의 관계를 맺게 한 歷史的 契機가 된다. 1949年 「화란」으로부터 完全한 獨立을 爭取한 直後에 軍隊는 原則的으로 國內의 政治不于涉原則을 잠정적으로 취했으나 그 이후 民間政治人들이 中心이 되어 구성된 議會制度가 혼란에 빠져 派爭과 對立으로 인한 政局의 혼미 상태가 계속되면서 軍隊는 軍隊內部의 여론과 國民들의 기대를 背景으로 서서히 政治表面에 나서기 시작하였다. 결국 議會制度가 붕괴되면서 政府는 1957年에 戒嚴令을 선포하게 되고 이때부터 軍隊는 積極的으로 國內政治 一線에 나오게 된다

A Study of Community Revitalization Movement in Rural Japan

This study clearly shows that the utmost effective utilization of existing resources made it possible to modernize and enrich the communities. In a sense, the community revitalization movement can be said to create a new type of rural people, i.e, the rural people with self-confidence, strong solidarity and creative mind. This was in a degree supported by the strong tradition of solidarity and cooperation among community members in Japanese rural communities. Frequent meetings and discussions, and persistent studies among community members made it easy to cope with many problems generated by the process of modernizing the communities. Especially, the role of the local elites must be emphasized. Existence of well educated local elites made it possible to draw up the master plan to develop the community and implement the plan effectively. Well educated local elites are one of the most important assets of rural communities in Japan today
