This article seeks to examine the degree to which eight major donors implement Rights-Based Approach to Development (RBA) in their policies on international development. Furthermore, it explicates the factors that might have led to the differences among the donors using the Boolean Analysis. In an effort to measure the degree of RBA implementation, we consider the ratios of aid to the least developed countries (LDCs), untied aid, humanitarian aid, and aid for participatory development and good governance. We then consider several political, social, and cultural processes that might be associated with the degree to which donor countries consider and implement RBA. The findings suggest that there are three tiers among donors that correspond to the differences of their commitment to RBA; the first tier (UK, Sweden, Canada), the second tier (US, Germany), and the third tier (France, Japan, Korea). Our analysis indicates that aid delivery structure, foreign policy framework, and the strength of civil society might be the major factors explaining the division among the countries especially in the first and the third tiers. This study provides a crucial policy implication for how to mainstream human rights in the field of international development cooperation

It analyzes 8,407 newspaper articles with mentions of ODA related keywords collected from six major South Korean newspapers and examines how main topics of media coverage have evolved during the period, 1993~2016. The Latent Dirichlet Allocation (LDA) analysis suggests that first, South Korean media have paid greater attention to the topics related to South Koreas economic and political interests than global norms or recipient countries needs; secondly, the topics examining ODA delivery structure and governance received an increasing attention and it reflects the consolidation of South Korean ODA; and lastly, liberal media are much less likely to cover ODA related issues than their conservative counterparts. This article presents a new way of thinking in approaching an increasingly popular topic in international development cooperation, the public-private partnership (PPP). Our alternative model of PPP, lies in the principle of shared value, which involves creating both economic and social values via companies core values, and aims to reduce poverty and promote development in developing countries. We first theorize or justify the four major principles of the CSV model of PPP; 1) utilizing companies core skills, 2) creating new values, 3) corresponding to the Country Partnership Strategy (CPS), and 4) collaborating across various stakeholders. Second, we categorize the currently available global models of PPP into the US led corporate social responsibility (CSR) model and the European model of fund-raising. Third, we analyze the implemented PPP projects in South Korea using the newly suggested framework. Fourth, we reflect on both global and domestic examples of PPP with promising elements of the new model. Finally, we discuss pivotal conditions under which the suggested model can be realized and make several policy suggestions crucial in revamping the current PPP policies and programs in South Korea
