    Climate change implications for water resources in the Limpopo River Basin

    This paper analyzes the effects of climate change on hydrology and water resources in the Limpopo River Basin of Southern Africa, using a semidistributed hydrological model and the Water Simulation Module of the International Model for Policy Analysis of Agricultural Commodities and Trade (IMPACT). The analysis focuses on the effects of climate change on hydrology and irrigation in parts of the four riparian countries within the basin: Botswana, Mozambique, South Africa, and Zimbabwe. Results show that water resources of the Limpopo River Basin are already stressed under today�s climate conditions. Projected water management and infrastructure changes are expected to improve the situation by 2030 if current climate conditions continue into the future. However, under the four climate change scenarios studied here, water supply situations are expected to worsen considerably by 2030. Assessing hydrological impacts of climate change is crucial given that expansion of irrigated areas has been postulated as a key adaptation strategy for Sub-Saharan Africa.     Water allocation policies for the Dong Nai River Basin in Vietnam: an integrated perspective

    Recent water sector reforms, increased scarcity and vulnerability of existing water resources, combined with declining public funding available for large-scale infrastructure investment in the sector have led to an increased awareness by the Government of Vietnam for the need to analyze water resource allocation and use in an integrated fashion, at the basin scale, and from an economic efficiency perspective. This paper presents the development, application, and results from an integrated economic-hydrologic river basin model for the Dong Nai River Basin in southern Vietnam that attempts to address these issues. The model framework takes into account the sectoral structure of water users (agriculture, industry, hydropower, households, and the environment), the location of water-using regions, and the institutions for water allocation in the basin. Water benefit functions are developed for the major water uses subject to physical, system control, and policy constraints.     Projections of global food supply and demand to the year 2020 indicate that food production in the aggregate is likely to keep pace with growing populations and incomes, and that real food prices will be stable or slowly declining. This article examines the possible environmental and resource constraints to long‐term food production growth and explores the implications of these possible constraints for food and resource policies.     The competition for limited water resources between agriculture and more highly valued domestic and industrial water uses is rapidly increasing and will likely require the transfer of water out of agriculture. This paper reviews and synthesizes the available evidence of the effects of water transfers from agricultural to urban and industrial areas on local and regional rural economies; and analyzes the potential impacts of a large reallocation on global food supply and demand. It concludes with a discussion on the potential for water policy reform and demand management to minimize adverse impacts when water is reallocated from agriculture. It is argued that comprehensive reforms are required to mitigate the potentially adverse impacts of water transfers for local communities and to sustain crop yield and output growth to meet rising food demands at the global level. Key policy reforms include the establishment of secure water rights to users; the decentralization and privatization of water management functions to appropriate levels; the use of incentives including pricing reform, especially in urban contexts, and markets in tradable property rights; and the introduction of appropriate water-saving technologies.Agricultural resources., Resource allocation., Water resources, Water use Management.,

    Mapping South African farming sector vulnerability to climate change and variability: A subnational assessment

    "This paper analyzes the vulnerability of South African farmers to climate change and variability by developing a vulnerability index and comparing vulnerability indicators across the nine provinces of the country. Nineteen environmental and socio-economic indicators are identified to reflect the three components of vulnerability: exposure, sensitivity, and adaptive capacity. The results of the study show that the region's most vulnerable to climate change and variability also have a higher capacity to adapt to climate change. Furthermore, vulnerability to climate change and variability is intrinsically linked with social and economic development. The Western Cape and Gauteng provinces, which have high levels of infrastructure development, high literacy rates, and low shares of agriculture in total GDP, are relatively low on the vulnerability index. In contrast, the highly vulnerable regions of Limpopo, KwaZulu Natal and the Eastern Cape are characterized by densely populated rural areas, large numbers of small-scale farmers, high dependency on rainfed agriculture and high land degradation.
