35% magnetocurrent with spin transport through Si

Efficient injection of spin-polarized electrons into the conduction band of silicon is limited by the formation of a silicide at the ferromagnetic metal (FM)/silicon interface. In the present work, this "magnetically-dead" silicide (where strong spin-scattering significantly reduces injected spin polarization) is eliminated by moving the FM in the spin injector from the tunnel junction base anode to the emitter cathode and away from the silicon surface. This results in over an order-of-magnitude increase in spin injection efficiency, from a previously-reported magnetocurrent ratio of ~2% to ~35% and an estimated spin polarization in Si from ~1% to at least ~15%. The injector tunnel-junction bias dependence of this spin transport signal is also measured, demonstrating the importance of low bias voltage to preserve high injected spin polarization

Actuarial risk assessment tools increasingly have been employed in jurisdictions across the U.S. to assist courts in the decision of whether someone charged with a crime should be detained or released prior to their trial. These tools should be continually monitored and researched by independent 3rd parties to ensure that these powerful tools are being administered properly and used in the most proficient way as to provide socially optimal results. McLean County, Illinois began using the Public Safety Assessment-CourtTM (PSA-Court or simply PSA) risk assessment tool beginning in 2016. This study culls data from the McLean County Jail to test whether the PSA-Court has been successful with respect to Failure To Appear (FTA) in the 2 ½ years since its implementation

Verhalen van kosten van bezwaar en beroep via legestarieven

De laatste jaren staat de legesheffing door gemeenten veelvuldig in de publieke belangstelling. Er is veel aandacht besteed aan de vraag welke kosten mogen worden doorberekend, de wijze waarop kosten worden doorberekend, eventuele kruissubsidiëring en de verschillen in tarieven tussen gemeenten. Er zijn in de loop van de jaren diverse onderzoeken gedaan op het terrein van de legesheffing door gemeenten. Ook het Erasmus Studiecentrum voor Belastingen van Lokale overheden (ESBL) heeft hier onderzoek naar gedaan, wat heeft geresulteerd in het rapport ‘Bouwleges, een fiscaaljuridische kijk op bouwgerelateerde leges’.1 Ook zijn initiatieven ontplooid om de kostentoerekening bij leges meer transparant en inzichtelijk te maken. In oktober 2004 is het ‘Model transparantie bouwgerelateerde leges’ tot stand gekomen.2 Later is door het Ministerie van Binnenlandse Zaken de opdracht gegeven tot het schrijven van de ‘Handreiking kostentoerekening leges en tarieven’, die in juli 2007 is verschenen.3 De concrete aanleiding voor het onderhavige onderzoek is de vraag van het Ministerie van Binnenlandse Zaken aan het ESBL om helderheid te verschaffen omtrent de (fiscaal)juridische mogelijkheden voor het verhalen van de kosten van bezwaar- en beroepsprocedures via legestarieven. In het voor u liggende rapport wordt verslag gedaan van dit onderzoek. Allereerst zal worden geschetst tegen welke achtergrond dit onderzoek is verricht (1.2) en op welke onderzoeksvragen antwoord is gezocht (1.3). Vervolgens zal in onderdeel 2 worden ingegaan op de legesheffing in het algemeen (2.1), het begrip ‘dienst’ (2.2), de belemmering van de rechtsbescherming (2.3) en de kostentoerekening (2.4).
