    Australia’s water security part 2: water use

    This report argues that Australia has a need for greater water use efficiency and the identification and utilisation of alternative water resources to avoid potential conflict between users. Summary Australia is one of the highest per capita water consumers in the world. Understanding the way that a country uses its available resources and where demand is likely to rise is important when assessing the long-term likelihood of a supply-demand gap. In Australia, growing urban populations, economic growth led by industry expansion and a goal of increasing agricultural production, will all contribute to rising water demand to 2050. Most basins in the country, however, have reached their allocation limits. Users will increasingly compete for water allocations and trade-offs will be necessary. There is a need for greater water use efficiency and the identification and utilisation of alternative water resources to avoid potential conflict between users. Key points Water use in Australia has led to the full allocation of much of its available surface water. The agriculture sector is the largest water consumer, accounting for just over half of all water consumed in Australia. Population growth and industry expansion will require greater water access in the future. This will likely lead to trade-offs between water users and increased competition for limited water resources. Groundwater, in particular, requires greater management and regulation to ensure more equitable and environmentally sustainable water use. To meet future water demand alternative water resources will be required. This includes increased water recycling, desalination, groundwater extraction and demand-side management

    Movie indexing via event detection

    The past number of years has seen a large increase in the number of movies, and therefore movie databases, created. As movies are typically quite long, locating relevant clips in these databases is quite difficult unless a well defined index is in place. As movies are creatively made, creating automatic indexing algorithms is a challenging task. However, there are a number of underlying film grammar principles that are universally followed. By detecting and examining the use of these principles, it is possible to extract information about the occurrences of specific events in a movie. This work attempts to completely index a movie by detecting all of the relevant events. The event detection process involves examining the underlying structure of a movie and utilising audiovisual analysis techniques, supported by machine learning algorithms, to extract information based on this structure. This results in a summarised and indexed movie

    Associating characters with events in films

    The work presented here combines the analysis of a film's audiovisual features with the analysis of an accompanying audio description. Specifically, we describe a technique for semantic-based indexing of feature films that associates character names with meaningful events. The technique fuses the results of event detection based on audiovisual features with the inferred on-screen presence of characters, based on an analysis of an audio description script. In an evaluation with 215 events from 11 films, the technique performed the character detection task with Precision = 93% and Recall = 71%. We then go on to show how novel access modes to film content are enabled by our analysis. The specific examples illustrated include video retrieval via a combination of event-type and character name and our first steps towards visualization of narrative and character interplay based on characters occurrence and co-occurrence in events

    MPEG-4 tools and applications: an overview

    In this paper we present an overview of the software tools currently available for the creation and display of MPEG-4 content. We first describe tools for encoding raw video into MPEG-4 compliant bitstreams. We then describe how this content may be used to create a complete MPEG-4 scene containing both graphical and interactive elements in addition to the more usual video and audio elements. Clearly, MPEG-4 content cannot be viewed without appropriate decoders and players and these are addressed in the third section of this paper. Finally, we demonstrate how these tools may be combined together to create MPEG-4 applications by presenting the details of two sample applications we have developed

    Dialogue scene detection in movies using low and mid-level visual features

    This paper describes an approach for detecting dialogue scenes in movies. The approach uses automatically extracted low- and mid-level visual features that characterise the visual content of individual shots, and which are then combined using a state transition machine that models the shot-level temporal characteristics of the scene under investigation. The choice of visual features used is motivated by a consideration of formal film syntax. The system is designed so that the analysis may be applied in order to detect different types of scenes, although in this paper we focus on dialogue sequences as these are the most prevalent scenes in the movies considered to date

    "SEN's Completely Different Now": Critical Discourse Analysis of Three "Codes of Practice for Special Educational Needs"

    Regardless of the differing shades of neo-liberalism, successive governments have claimed to champion the cause of “special educational needs and/or disability” (SEND) through official Codes of Practice in 1994, 2001 and 2015. This analysis and comparison of the three Codes of Practice aims to contribute to the debate by exploring aspects of the documents themselves. Each Code of Practice aims, or at least claims, to overcome past barriers and the 2015 version explicitly heralds a radical overhaul of the SEND system. In this article,elements of critical discourse analysis (CDA) are used in exploring the three documents, with particular emphasis on the 2015 Code. The conclusion is reached that while the fundamental stance on SEND remains unchanged in 2015, radical change is present and is all the more radical for being hidden in plain sight, delivering commissioning and procurement and a potentially arms-length approach to provision. As an integral part of the overall school system, the 2015 context for SEND is one of school diversity and choice and the model is of private sector competition and entrepreneurship in a context of austerity

    Indexing of fictional video content for event detection and summarisation

    This paper presents an approach to movie video indexing that utilises audiovisual analysis to detect important and meaningful temporal video segments, that we term events. We consider three event classes, corresponding to dialogues, action sequences, and montages, where the latter also includes musical sequences. These three event classes are intuitive for a viewer to understand and recognise whilst accounting for over 90% of the content of most movies. To detect events we leverage traditional filmmaking principles and map these to a set of computable low-level audiovisual features. Finite state machines (FSMs) are used to detect when temporal sequences of specific features occur. A set of heuristics, again inspired by filmmaking conventions, are then applied to the output of multiple FSMs to detect the required events. A movie search system, named MovieBrowser, built upon this approach is also described. The overall approach is evaluated against a ground truth of over twenty-three hours of movie content drawn from various genres and consistently obtains high precision and recall for all event classes. A user experiment designed to evaluate the usefulness of an event-based structure for both searching and browsing movie archives is also described and the results indicate the usefulness of the proposed approach

    The recent past has seen a proliferation in the amount of digital video content being created and consumed. This is perhaps being driven by the increase in audiovisual quality, as well as the ease with which production, reproduction and consumption is now possible. The widespread use of digital video, as opposed its analogue counterpart, has opened up a plethora of previously impossible applications. This paper builds upon previous work that analysed digital video, namely movies, in order to facilitate presentation in an easily navigable manner. A film browsing interface, termed the MovieBrowser, is described, which allows users to easily locate specific portions of movies, as well as to obtain an understanding of the filming being perused. A number of experiments which assess the system’s performance are also presented

    Automatic indexing of video content via the detection of semantic events

    The number, and size, of digital video databases is continuously growing. Unfortunately, most, if not all, of the video content in these databases is stored without any sort of indexing or analysis and without any associated metadata. If any of the videos do have metadata, then it is usually the result of some manual annotation process rather than any automatic indexing. Thus, locating clips and browsing content is difficult, time consuming and generally inefficient. The task of automatically indexing movies is particularly difficult given their innovative creation process and the individual style of many film makers. However, there are a number of underlying film grammar conventions that are universally followed, from a Hollywood blockbuster to an underground movie with a limited budget. These conventions dictate many elements of film making such as camera placement and editing. By examining the use of these conventions it is possible to extract information about the events in a movie. This research aims to provide an approach that creates an indexed version of a movie to facilitate ease of browsing and efficient retrieval. In order to achieve this aim, all of the relevant events contained within a movie are detected and classified into a predefined index. The event detection process involves examining the underlying structure of a movie and utilising audiovisual analysis techniques, supported by machine learning algorithms, to extract information based on this structure. The result is an indexed movie that can be presented to users for browsing/retrieval of relevant events, as well as supporting user specified searching. Extensive evaluation of the indexing approach is carried out. This evaluation indicates efficient performance of the event detection and retrieval system, and also highlights the subjective nature of video content
