    Creating a healthy Public Administration, well structured and effective, constitutes a balance and stability factor, the essential elements in strengthening the state of law, in promoting the principles and guidelines to ensure the progress and prosperity in all economic and social sectors. Creating a modern and efficient system for the Public Administration, although it was considered a priority for the governments of Romania, however, numerous cases have braked the real reform application in the administration : the absence of appropriate reform strategy; the continuing financial constraints , the insufficient training and experience of the politicians and of the civil servants in order to meet then needs and demands of the reform; the utilization of the too old regulations on administrative structures, personnel, functions and pays calls, and , at last but not least, the government focus on the economic reform issues disregarding that they can not be solved without reforming the Public Administration.     The European funds do not represent an inward purpose, but instruments in reaching the objectives established at the level of the European Union, of the EU member state, based on the implementation documents. The access to Social and Cohesion Funds offers Romania a possibility to develop the regions which are lagging behind, to modernize transport and environment infrastructure, to support rural development, to create new employment opportunities, to sustain social policies which will lead to the growth of the standard of life. The non-reimbursable structural assistance is more the support replaces an important part of the financial effort that should be done by a state on its own, the more helpful and precious is.     Spectral Thresholds in the Bipartite Stochastic Block Model

    We consider a bipartite stochastic block model on vertex sets V1V_1 and V2V_2, with planted partitions in each, and ask at what densities efficient algorithms can recover the partition of the smaller vertex set. When V2V1|V_2| \gg |V_1|, multiple thresholds emerge. We first locate a sharp threshold for detection of the partition, in the sense of the results of \cite{mossel2012stochastic,mossel2013proof} and \cite{massoulie2014community} for the stochastic block model. We then show that at a higher edge density, the singular vectors of the rectangular biadjacency matrix exhibit a localization / delocalization phase transition, giving recovery above the threshold and no recovery below. Nevertheless, we propose a simple spectral algorithm, Diagonal Deletion SVD, which recovers the partition at a nearly optimal edge density. The bipartite stochastic block model studied here was used by \cite{feldman2014algorithm} to give a unified algorithm for recovering planted partitions and assignments in random hypergraphs and random kk-SAT formulae respectively. Our results give the best known bounds for the clause density at which solutions can be found efficiently in these models as well as showing a barrier to further improvement via this reduction to the bipartite block model.Comment: updated version, will appear in COLT 201

    Hyperuniform disordered phononic structures

    We demonstrate the existence of large phononic band gaps in designed hyperuniform (isotropic) disordered two-dimensional (2D) phononic structures of Pb cylinders in epoxy matrix. The phononic band gaps in hyperuniform disordered phononic structures are comparable to band gaps of similar periodic structures, for both out-of-plane and in-plane polarizations. A large number of localized modes is identified near the band edges, as well as, diffusive transmission throughout the rest of the frequency spectrum. Very high-Q cavity modes for both out-of-plane and in-plane polarizations are formed by selectively removing a single cylinder out of the structure. Efficient waveguiding with almost 100% transmission trough waveguide structures with arbitrary bends is also presented. We expand our results to thin three-dimensional layers of such structures and demonstrate effective band gaps related to the respective 2D band gaps. Moreover, the drop in the Q factor for the three-dimensional structures is not more than three orders of magnitude compared to the 2D ones
