Road pricing in the Netherlands
This chapter presents an overview of policy intentions in the Netherlands related to road pricing since 1988/1990 and will discuss dominant factors for not implementing any road pricing policy so far. The contribution is limited to the payment of road use, excluding taxes on fuel and parking policies. The main conclusion is that, although the Netherlands was the first to support a national road pricing system, real world implementation failed about three decades ago, mainly due to a lack of political, social and actor support. The most important factor was that Dutch political parties were afraid to lose this vote. Uncertainty about ICT (costs, reliability) also played a role. What does this imply for the future of road pricing policies in the Netherlands? The fact that the system is going to be revolutionary change, a big bang implementation, makes implementation difficult. A more evolutionary âstep by stepâ implementation would have more chance of survival. If Germany and/or Belgium (and perhaps Luxemburg) were to impose a kilometre charge, this would increase the likeliness that the Netherlands would also do this.Transport and Logistic

Transport Modes and Accessibility
Accessibility by distinguished transport modes is probably the most important concept in transport geography and transport planning: it expresses that the transport system aims to provide access to places where people want to carry out activities. But it is also a concept for which many definitions and indicators are available, each characterized by their own pros and cons. This contribution discusses types of indicators and how to choose between indicators for as specific case. In addition, it explains that information and communication technology (ICT) increasingly plays a dominant role in people's life as far as (travel to) activities are concerned, and consequently the importance of ICT for accessibility analyses also increases. Viewpoint: Toward a new generation of land use transport interaction models
Land use transport interaction (LUTI) models are often developed to model the interaction between the land use and transport systems for relatively large-scale spatial developments, like new residential or office areas, new main roads, or railway lines. In this paper I argue that we need a next generation of LUTI models that model trends such as peak car; decline in population, shops, services, etc.; impact of information and communications technology (ICT) on activity patterns and travel; and cycling policies. The current generation of LUTI models cannot adequately answer the policy questions raised by these trends. However, a major problem is that the future of these trends is uncertain, and we lack empirical research into the dynamics between these trends and their wider impact on land use and transport systems. Nevertheless, LUTI models can, by utilizing what-if calculations, help explore future trends and their implications. Other challenges for LUTI models include the calculation of a wider set of accessibility indicators, the inclusion of interactions between key actors in the transport and land-use systemâserious gaming may prove a useful way to explore these interactionsâand the development of dynamic visualizations.Transport and Logistic
Accessible accessibility research challenges
Accessibility is a key concept in the field of transport geography. There is a rich, though not very mature, body of literature on this topic which is largely application-driven. The focus in the literature is generally on methods and concept and/or on applications. Applications generally focus on ex ante or ex post evaluations of the implications for accessibility of (candidate) policy plans. An important question is which are the main challenges in the area of accessibility research? This paper aims to examine this question and provide a research agenda for the coming one or two decades or so. The focus is on putting relatively new topics on the agenda, rather than making suggestions for improvements of given accessibility indicators. The paper does not aim to provide a complete list, but rather proposes avenues for future research focusing on (1) indicators to express accessibility, and (2) evaluation. In the area of indicators the challenges include the impact of ICT on accessibility; the inclusion of the robustness of the transport system in indicators; comparing perceptions of accessibility and traditional accessibility indicators; the option value; and the indicators of accessibility for goods transport, air transport, and slow modes. In the area of evaluation the paper discusses the pros and cons of the logsum as an accessibility measure, ethical aspects, comparisons of accessibility indicators to evaluate a specific case, and the needs of the clients of accessibility research.Accepted Author ManuscriptTransport and Logistic
The Need for a Code of Conduct for Research Funders: Commentary on Values in University-Industry Collaborations: The Case of Academics Working at Universities of Technology
In addition to a code of conduct for researchers, it is desirable to implement a code of conduct for funders of research. This is because researchers often behave unethically as a result of direct and/or indirect pressure from funders. The paper provides an expansion of the first proposal for such a code of conduct and includes several elements such as âpolicy relevant research should not be contracted and supervised by a client with an interest in the outcomesâ, and âpolicy relevant research should always be examined by an independent instituteâ.Transport and Logistic

COVID-19 is zeer snel een hot topic geworden in de wetenschappelijke literatuur over mobiliteitsgedrag. Er zijn inmiddels honderden papers over dit onderwerp verschenen. Ook in Nederland en Vlaanderen krijgt het onderwerp veel aandacht. Zo heeft het Kennisinstituut voor Mobiliteitsbeleid onder meer gepubliceerd over thuiswerken tijdens en na de coronacrisis (Hamersma et al., 2020), over de mobiliteitseffecten tijdens de pandemie (De Haas et al., 2020) en over de mogelijke impact op de toekomstige mobiliteit (Franke en Knoope, 2020). In Vlaanderen voert de Universiteit van Antwerpen periodiek grootschalig onderzoek uit over hoe mensen omgaan met de coronacrisis (Universiteit van Antwerpen, 2021). In het Tijdschrift Vervoerswetenschap is eerder gepubliceerd over mogelijke lange-termijn effecten op activiteiten- en mobiliteitsgedrag (Van Wee, 2020). Dit themanummer publiceert de resultaten van 8 recent in Nederland uitgevoerde onderzoeken. Vijf van de onderzoeken gaan over personenmobiliteit, en vloeien voort uit een interuniversitair onderzoeksprogramma (TU Delft en VU Amsterdam), gefinancierd door ZonMw (zie www.zonmw.nl). Kosten-BatenAnalyse voor transportbeleidsopties: Een overzicht van kritieken vanuit een ethisch perspectief
In veel westerse landen, waaronder Nederland is de KBA de standaardmethode om beleidsopties voor transport ex ante te beoordelen. Ondanks de populariteit van de KBA, is deze methode vaak bekritiseerd. Dit paper geeft een overzicht van kritieken vanuit een ethisch-filosofisch perspectief. Kritieken betreffen onder meer de utilistische basis van de KBA, het negeren van distributieeffecten, het feit dat vele (ethisch relevante) effecten moeilijk monetariseerbaar zijn, het feit dat welvaart niet het enige is dat relevant is, het feit dat de belangen van mensen met hogere inkomens meer invloed hebben op de uitkomsten dan die van mensen met lagere inkomens, en het negeren van procesaspecten. De auteur verwerpt de KBA niet, maar concludeert wel dat onderzoekers zich terdege bewust moeten zijn van de beperking van de KBA.
