    Crowd-sourced legislation and politics: the legitimacy of constitutional deliberation in Romania

    Constitutional reform is a tedious process that requires long periods of time, a relatively broad consensus among political actors, and, often, popular approval. In spite of these, Romania has changed its constitution once (2003) and witnessed several unsuccessful revisions. The most recent attempt, in 2013, introduced a deliberative dimension in the form of a constitutional forum. This article investigates the legitimacy of this deliberative practice using a tri-dimensional approach: input, throughput, and output legitimacy. Our qualitative study relying on direct observation and secondary data analysis concludes that, although input and throughput legitimacy were achieved to a great extent, the output legitimacy was low

    Changing borders, stable attitudes: The national and European identity before and after the most recent EU enlargements

    This article investigates whether changes occur in the national and European identities of the citizens from the old and new Member States following the 2004 and 2007 enlargements. Complementary, it seeks to identify the major attitudinal determinants of national and European identities for the EU citizens. The analysis focuses on the 27 EU Member States and uses individual level data from the 2002-2009 Candidate Countries and Standard Eurobarometers. The descriptive statistics and multivariate quantitative analyses reveal that no relevant changes occur in the levels of national and European identities. The two types of identities coexist and are shaped at various levels. Their determinants appear to be quite stable over time, thus indicating no major alterations after the enlargement

    Direct democracy and subjective regime legitimacy in Europe

    While much research focuses on the causes and consequences of direct democracy and regime legitimacy, little attention has been paid to the potential relationship between them. In an attempt to fill this void, this paper focuses on the legal provisions for direct democracy and its use. The key argument is that possibilities for the public’s direct involvement reflect high importance given to citizens, openness of the regime towards different modes of decision-making, and ways to avoid unpopular institutions. Consequently, citizens are likely to accept and support the regime, improving or maintaining its legitimacy. The cross-national analysis includes 38 European countries ranging from transition countries to established democracies.     Organized for parliament? Explaining the electoral success of radical right parties in post-communist Europe

    Over the last three decades a great deal of research has been carried out in an attempt to explain the electoral performance of radical right parties in Europe. Most approaches concentrate on demand-side determinants and have some limitations. We compensate for these shortcomings and focus on the context of party competition and supply-side determinants (consistency of ideological discourse, functioning party propaganda, the continuity of the leader in office and strong party organization) to explain the electoral success of radical right parties in post-communist Europe. We conducted our analysis at party level in nine radical right parties in four countries from Central and Eastern Europe (Bulgaria, the Czech Republic, Hungary and Romania) between 1990 and 2014.     Convergence or replacement? Attitudes towards political and religious institutions in contemporary Romania

    Unlike other Post-Communist countries, Romania displays three clear individual-level trends related to political and religious institutions. The Romanians are the most supportive for the EU and Church, and the most critical towards national political institutions in the region. By conducting an empirical longitudinal study on the Romanian population, we aim to understand the linkages between these two trends and to identify what can explain the high level of trust vested by the Romanian citizens in the Orthodox Church in the post-Communist period. In doing so, we test two alternative explanations and we employ bivariate and multivariate statistics. The results indicate that there is weak evidence for the relationship between trust in political and religious institutions, with a stronger emphasis on the EU aspect. Whenever the attitudes are linked, they are consistent: positive attitudes towards the national government and Parliament trigger positive attitudes towards the Church

    Linking democratic preferences and political participation: evidence from Germany

    An extensive body of literature discusses the disaffection of citizens with representative democracy and highlights increasing citizens’ preferences for political decision-makers beyond elected politicians. But so far, little research has been conducted to analyse the relations between citizens’ respective preferences and their political behaviour. To address this void in the literature, our article investigates the extent to which citizens’ preferences for certain political decision-makers (politicians, citizens or expert) have an impact on their retrospective and prospective political participation. Our analysis draws on data from a survey conducted in autumn of 2014 on a probability representative sample in Germany. Results indicate that respondents favouring politicians as decision-makers focus mainly on voting. Those who favour citizens as decision-makers are more willing to get involved in participatory procedures, while those inclined towards expert decision-making show mixed participation

    When who and how matter: explaining the success of referendums in Europe

    This article aims to identify the institutional factors that make a referendum successful. This comparative analysis seeks to explain the success of top-down referendums organized in Europe between 2001 and 2013. It argues and tests for the main effect of three institutional factors (popularity of the initiator, size of parliamentary majority, and political cues during referendum campaigns) and controls for the type of referendum and voter turnout. The analysis uses data collected from referendums and electoral databases, public opinion surveys, and newspaper articles. Results show that referendums proposed by a large parliamentary majority or with clear messages from political parties during campaign are likely to be successful

    Committee chair selection under high informational and organizational constraints

    This article draws on major theories of committee organization to explain committee chair selection in contexts with high informational and organizational constraints. We test our theoretical expectations through a series of fixed effects conditional logit models ran on an original data set which includes all legislators who have served in the Romanian Chamber of Deputies from 1992 to 2012. The findings indicate that sector knowledge matters more for committee chair selection in the first post-communist terms, while chair seniority and party credentials acquire relevance later on. The effect of sector knowledge is stronger than that of chair seniority for the committees that the members of parliament perceive to be the most important, while party leaders have privileged access to the chair position irrespective of how salient the committee is

    How political parties use referendums: an analytical framework

    Extensive research has shown how political parties use referendums to achieve their goals. Most studies use either a policy-oriented or an institutional based approach to explain parties’ actions. In spite of much empirical evidence, to date the analytical dimensions were not put together to facilitate the study of referendum instrumentalization across countries. This article makes a first step in that direction and proposes a typology that distinguishes between the goals and types of action of political parties. The theoretical reasoning behind such a typology is then backed by empirical evidence from five East European countries included in the special issue to this journal

    Voting home or abroad? Comparing migrants' electoral participation in countries of origin and of residence

    The political participation of immigrants has received increased scholarly attention over recent decades. However, comparisons between the electoral behavior of immigrants in their countries of origin and of residence are still limited. This article addresses this gap in the literature and seeks to identify the determinants of Romanian immigrants’ electoral participation in the local elections of four West European countries (Germany, France, Italy, and Spain) as compared to their turnout in their home country's legislative elections. Looking through the lenses of exposure theory, we hypothesize that contact with institutions, people, and values from the countries of residence are likely to have different effects in the two types of elections. We test the explanatory power of four main variables – time spent in the host country, social networks, degree of involvement in the local community, and the type of relationship with citizens of their host countries – to which we add a series of individual-level controls such as age, education, gender, and media exposure. To assess our claim, we employ binary logistic regression to analyze original web survey data collected in the summer of 2013. The result supports the empirical implications of exposure theory
