Regional Practice of Project Management in the Process of Primary Health Care Improvement by using Supply Chain Strategy

Abstract- The article reveals the practice of project approach application in the process of primary health care system improvement by using the supply chain strategy. A special place is given to the description of the project “Health Management†implementation process, initiated in the Belgorod Region. They provided the characteristic of the project stages and its intermediate effects. They presented the experience of project activities by conditional blocks. The main results of the regional project are shown. Ideology and project activities are aimed at strategic goal achievement - the provision of life expectancy up to 75 years, including healthy one, among the regional population by 2020

Exact solutions for equilibrium configurations of charged conducting liquid jets

A wide class of exact solutions is obtained for the problem of finding the equilibrium configurations of charged jets of a conducting liquid; these configurations correspond to the finite-amplitude azimuthal deformations of the surface of a round jet. A critical value of the linear electric charge density is determined, for which the jet surface becomes self-intersecting, and the jet splits into two. It exceeds the density value required for the excitation of the linear azimuthal instability of the round jet. Hence, there exists a range of linear charge density values, where our solutions may be stable with respect to small azimuthal perturbations.Comment: 7 pages, 5 figures, to appear in Physical Review

ИННОВАЦИОННЫЕ МОДЕЛИ УПРАВЛЕНИЯ СИСТЕМОЙ ОКАЗАНИЯ ПЕРВИЧНОЙ МЕДИКО-САНИТАРНОЙ ПОМОЩИ (региональный опыт)

The article analyzes the practice of applying innovative models of primary health care system management in the framework of the Belgorod region project «Health Management». The special place is given to the evaluation of innovative models of primary health care organization on the Belgorod region’s territory. The experience of medical care for adults and children in urban and rural areas by general practitioners (family doctors) is presented. Changes in the structure of primary care physician admission in regional medical institutions are shown. The expediency of innovative modeling is confirmed by the presence of organizational and medical-demographic effects.Анализируется практика применения инновационных моделей управления системой оказания первичной медико-санитарной помощи в рамках проекта Белгородской области «Управление здоровьем». Особое место отводится оценке инновационных моделей организации первичной медико-санитарной помощи на территории Белгородской области. Представлен опыт медицинского обслуживания взрослого и детского населения в городской и сельской местности врачами общей практики (семейными врачами). Показаны изменения структуры приема врачом первичного звена в медицинских учреждениях региона. Целесообразность инновационного моделирования подтверждена наличием организационных и медико-демографических эффектов

АТОМНО-ЭМИССИОННЫЙ АНАЛИЗ ВЫСОКОЧИСТОГО ОКСИДА ВОЛЬФРАМА И КРИСТАЛЛОВ ВОЛЬФРАМАТА КАДМИЯ C ИОНООБМЕННЫМ ОТДЕЛЕНИЕМ ВОЛЬФРАМА

Determination of impurities in tungsten oxide (WO3) and cadmium tungstate crystals CdWO4 (CWO) was performed by atomic emission spectrometry with a two-jet arc plasma (TJP-AES) after ion exchange tungsten separation. Tungsten metal obtained under reduction of WO3 and CWO by hydrogen was dissolved in 30 % hydrogen peroxide solution and passed through a cation exchange column. Impurities adsorbed on the column were eluted by nitric acid solution and evaporated on graphite powder. Element concentrations in graphite concentrate of impurities were determined by TJP-AES. The technique developed allows the determination of Ag, Al, Ba, Bi, Ca, Co, Cr, Cu, Dy, Eu, Fe, Ga, Gd, Mg, Mn, Ni, Sm, and Ti with detection limits in the range of 0.5-500 (WO3) and 0.3-350 (CWO) ng/g.Keywords: tungsten oxide, cadmium tungstate, reduction by hydrogen, ion exchange chromatography, two-jet arc plasma, impurities, atomic emission spectrometry.(Russian)DOI: http://dx.doi.org/10.15826/analitika.2013.17.1.006 N.P. Pathogenetics and underlying mechanisms, clinical evidence and treatment concepts of neurological disorders in multiple injuries of the locomotorium

Objective: То study the pathogenic underlying mechanisms, clinical features and correction methods of neurological disorders in cases of multiple injuries of the locomotor system at different periods of traumatic disease. Materials and methods. We have studied 109 locomotor patients with multiple injuries. We have evaluated several determined parameters of lipid metabolism, blood toxicity, central and peripheral hemodynamics, as well as the severity of autonomic dysfunction.Results. Cerebral hypoxia was commonly caused by impaired circulation and fat embolism. Autonomic disorders included cataplexy and peripheral segmental disorder. Encephalopathy syndrome was characterized by the progression of psychopathological and organic changes.Цель: изучить патогенетические механизмы, клинические особенности и принципы коррекции неврологических нарушений при множественных повреждениях опорно-двигательной системы в различные периоды травматической болезни. Материалы и методы. Изучено 109 пострадавших с множественными травмами опорно-двигательной системы. Исследовали некоторые показатели липидного обмена, токсичность крови, центральную и периферическую гемодинамику, выраженность вегетативной дисфункции. Результаты. Представлены причины возникновения, клиника, динамика и принципы лечения неврологических нарушений при множественных травмах опорно-двигательной системы в различные периоды травматической болезни. Особенности церебральной гипоксии обусловлены нарушением циркуляции и жировой эмболией. Вегетативные нарушения представлены пароксизмальным вариантом дистонии и периферическими сегментарными расстройствами. Энцефалопатический синдром характеризовался прогрессированием психопатологических и органических изменений
