    Modern Mechanisms for Countering the Financing of Terrorism. New Challenges and Threats

    This article examines the problems associated with the financing of terrorism, combating the financing of terrorism and its international legal regulation. Characteristic features of international legal regulation related to the counteraction of terrorism financing, both in theory and in practice are analyzed. The necessity of joint use by the international community of available methods and means to counter the financing of terrorism has been identified and justified. Also, the article analyzes the existing approaches to understanding the financing of terrorism, and identifies the place and significance of measures to counter the financing of terrorism. Despite the presence of a significant number of regulatory legal acts, an effective system of countering terrorism on an international scale has not been formed yet. This is due to the lack of an integrated approach to understanding terrorism. A comparison of the provisions of existing international acts and the legislation of the Russian Federation allows us to determine the prospects for further improving the legal regulation of the sphere of relations. This research reflects modern problems of international legal regulation on combating the financing of terrorism, and gives ways of solving this problem.Key words: the ideology of terrorism, credit organizations, terrorist groups, the FATF group, combating the financing of terrorism

    SCREENING OF GASTRO-INTESTINAL TRACT‟S MALIGNANT NEOPLASMS

    Screening of oncologic pathology of gastro-intestinal tract by means of multicenter endoscopic examination has shown that phylactic esophagogastroduodenoscopy, сolonofiberscopy can be recommended as an obligatory component during planned examination. Despite all the achievements of modern medicine , the entry of new methods of diagnosis and healing, the disease incidence and death rate due to oncologic diseases has been constantly increasing in the world. It is well-known , that cancer is the second leading reason of death after cardiovascular system diseases death. If to summarize the cancer frequency of all organs of gastro-intestinal tract, it will take the first place (more than 50%), powering past larynx cancer, breast cancer, and prostate cancer1. Therewith disease and death rate are the cancer of approximately all digestive systems 2. Numerous research proves, that disease prognosis mainly depends on oncology diagnose promptness, which gives much meaning to the earlier diagnosis. Unfortunately, 60– 80% patients with for the first time oncology diagnose already have III–IV stages of disease2. Potential causes of such late diagnose are late application of patients, erased clinical performance, and also deficient oncological suspicion of doctors with primary stage of healthcare

    Backward Elastic p3He Scattering at Energies 1 - 2 GeV

    The two-body transfer amplitude for the rearrangement process i+(jkl) - j+(ikl) is constructed on the basis of technique of 4-dimensional covariant nonrelativistic graphs. The developed formalism is applied to describing backward elastic p3Hep^3He scattering in the energy range 0.5 - 1.7 GeV. Numerical calculations performed using the 5- channel wave function of the 3He^3He nucleus show that the transfer of a noninteracting np- pair dominates and explains satisfactorily the energy and angular dependence of the differential cross section at energies 0.9 - 1.7GeV.Aweaksensitivitytohighmomentumcomponentsofthe GeV. A weak sensitivity to high momentum components of the ~^3He$ wave function in spite of large momentum transfer as well as a very important role of rescatterings in the initial and final states are established.Comment: 7 pages, Latex, 3 Postscript figure

Timely response of the legislator makes it possible to timely use the regulatory body, convenience, saving labor resources and streamlining social relations. As well as resolving internal and external conflicts of norms in the field of environmental legislation. The purpose of the study is to determine the main problems of systematization of environmental legislation and ways to solve them, the most important task of legal science in the national legislation of Kyrgyzstan. Determination of general trends in the development of environmental legislation in Kyrgyzstan in modern conditions in the national legal system. Designation of the most optimal directions and methods of legal regulation of environmental relations. During the research process, materials from theorists in the field of environmental legislation, regulations of the Kyrgyz Republic, and international treaties were used. The research used general scientific methods of cognition: analysis, synthesis, inductive and deductive methods, as well as particular scientific methods - systemic, systemstructural, formal logical, grammatical methods of cognition. Based on the analysis of the development of legislation in the field of regulation of relations, the main development trends and the influence of objective factors in the regulation process are identified, the main problems of systematization and ways to solve them in law-making and law enforcement activities are identified. The scientific novelty of the study lies for the first time on the basis of an integrated approach, the current state of the array of environmental legislation.     The problem of protection of man, his environment, mining wastes, emergencies, natural disasters, catastrophes, including ecological consequences, is an undeniable fact of the present time. Among the problems of special importance for the formation of environmental safety in the Kyrgyz Republic is the development of a legal basis for ensuring the safety of waste storage facilities in the mining industry. At present, along with the introduction of progressive legal regulation of the safety of tailings, it is necessary to highlight the problem of comprehensive reading and research of legal measures and theoretical legal bases of the safety of tailings. Without the development of theoretical and legal foundations, it is a legal phenomenon that it is possible to ensure the ecological safety of mining waste only with the participation of the state and civil society in these matters, regardless of their legal status

    The pd3HΛK+pd\to ^3H_\Lambda K^+ reaction cross section

    The one- and two-step mechanisms of the pd3HΛK+pd\to ^3H_\Lambda K^+ reaction in the range of incident proton kinetic energy 1.13-3.0 GeV have been investigated. A remarkable peculiarity of the two-step mechanism which incorporates subprocesses ppdπ+pp\to d\pi ^+ and π+nK+Λ\pi^+n\to K^+\Lambda is the so called velocity matching providing the presence of all intermediate particles nearly to the on-mass-shell. The differential cross section has been calculated using a realistic model for the hypertritium 3HΛ^3H_\Lambda wave function. The maximum value of the cross section is estimated as \sim 1nb/sr. The contribution of the one-step mechanism with the elementary process pNNKΛpN\to NK\Lambda into the cross section has been found to be two - three orders of magnitude smaller in comparison with the two-step mechanism.Comment: 10 pages, Latex, 3 Postscript figure
