Possible Problems with the Use of Regional Ratings
The article is devoted to the problems of applying regional ratings. It is shown that at each stage of ratings’ calculation there are several problems and assumptions that impose restrictions on their use in statistical and econometric analysis. At the same time, in the absence of real alternatives to integral indices, on the basis of which rating scores are built, it is necessary to continue working on their improvement in order to use them as analysis tools and strategic management decision-making factors

Modern Russian bank mortgages are not widely available to low- and middle-income households due to the high cost of housing, high interest rates and strict requirements for borrowers. There are reasons to believe that the solvent demand for mortgage loans may be increased through the development of collective savings institutions and cooperatives, such as сontractual savings for housing (Bausparkassen), housing savings accounts, housing savings and housing building cooperatives. This study analyzes foreign and domestic experience of their formation and functioning. It is shown that in the current Russian conditions, Bausparkassen and housing savings accounts are the most promising institution providing accumulation of savings of the general public for the purchase of housing. It is advisable to develop corporate programs to help employees to purchase housing, and combine them with savings and loan programs. Recommendations have been developed to improve legislation aimed at establishing and improving collective savings institutions.

OBTAINING AND MECHANISM OF FORMATION OF THE HEXAGONAL PHASE OF ε-IRON FOR THE DESIGN ALLOY OF Fe-Ni
The high-frequency alternating current (HFC) method was used to cover the Fe-Ni alloy from aqueous solutions of salts under normal conditions (P = 0.1 MPa, T = 298 K) containing a stable hexagonal close-packed phase (hcp) of ε-Fe. The mechanism of formation of this phase is justified. The exotic phase of epsilon-iron has a high density (10.5 g / cm3), microhardness and corrosion resistance. These properties are important when creating structural materials
FEATURES OF STRUCTURE OF THE CRYOGENIC ALLOY FE-NI CONTAINING NEW PHASES
A high-frequency alternating current from aqueous solutions of metal salts was used to coat a Fe-Ni alloy containing new phases, hexagonal close-packed Ɛ - Fe and intermetallide 3 FeNi .The coating has unique properties: high density (ρ=10,24 g/cm3) microhardness (HV=1600MPa ) and cold resistance - the lower limit of the operating temperature range is- 90°C . New material is recommended for the protection of oil production equipment in the Arctic
