According to the government and the enterprise PPPproject bidding process in fixed income under the condition ofbargaining problems, establishing game model with incompleteinformation, divided into round game, conclude bilateralconsultations process. Finally, under the condition of incompleteinformation, the two sides should establish informationdisclosure mechanism to ensure their own interests under thecondition of incomplete information
