    State Educational Insurance as a Basis for Continuous Wellbeing of a Man and Society

    At the present stage of development of the Russian state its primary objective is to provide citizens with access to fully-fledged quality education conforming to their interests and abilities regardless of their material wealth, place of residence, nationality and health. The goal can be achieved if to develop state educational insurance. Establishment of the system of state educational insurance is possible if the process of shaping individuals' knowledge, skills and abilities (competences) is improved. The result of the system operation is the process of capitalization aimed at ensuring continuous well-being of individuals, households, organizations and country in general. Capitalization of knowledge, skills, and abilities (competences) generates individuals' financial interest associated with their education, i.e. interest in receiving education as a source of their future income. Financial interest, the subject of which is a man's accomplishment, enables studying opportunities for establishing intercourse on ensuring individuals' income, resulting from his accomplishment. This process, in its turn, initiates insurance of an individual's rights and guarantees in the field of education. On the one hand, regular insurance financing of educational system, ensures its stability for future generations of the Russian society. On the other hand, it will establish the basis for sustainable creation of workforce

    The global community is striving nowadays to find ways to stabilize social processes, as well as to solve the problem of involving socially vulnerable groups in the social and economic life and work out a strategy for reducing long-term unemployment. The development of the social economy has been chosen as the mainstream of the European Union development. A great deal of attention of European Commission is paid to studying and development of recommendations on the introduction of principles of social economy, both in the basic EU countries and in the countries that are becoming the new members of the EU. However the national approach to the legalization and support of social companies is used in each country. So, for example, in Slovakia it is supposed to create social enterprises for inclusion of disadvantaged people to the labour market first of all. Along with support of the traditional actors of the social economy, the EU is also actively developing new forms of social economy actors, social enterprises are primarily among which. The development of the principles of social economy and the activation of social enterprises is relevant for many post-Soviet countries, including Russia. However, so far in Eastern European scientific practice, many researchers do not see the difference between the concepts of social economy, social market economy, solidarity economy. The key characteristics of the social economy are considered in the article, the interrelation of social, social market and solidarity economies is observed, modern trends in the construction of the social economy of the EU are highlighted

    Development of indicators for assessing the university development potential in solving management problems

The research devoted to a comprehensive study of market factors, that affect the improvement of HEIs efficiency and the possibility of solving the problems of universities management, is important for the practical implementation of the fundamental principles of enhancing the Russian universities competitiveness. Such studies are of particular importance in relation to regional universities, which are in difficult conditions: they need to strive for global competitiveness and meet the local territories requirements. The objects of the external environment having connections with universities are identified. Their internal potentials can influence the future university resulting indicators. The originality of this work lies in the proposed system of indicators for solving the problems of university management based on its development potential assessment, taking into account the influence of the external environment potentials of the personnel training market. These indicators have not been sufficiently reflected in the methodology for monitoring the efficiency improvement of universities’ activities, developed and implemented by the Ministry of Science and Higher Education of the Russian Federation. The study results can serve as an information and analytical basis for making management decisions in the field of organizing university scientific and educational activities, taking into account its promising development potential

    Today, universities are increasingly perceived as active participants in the processes of regional development and corporate relations, and the role of the University is not limited to educational activities or science and research jobs. Universities are urged to solve the problem of attracting young people to production in order to ensure the normal reproduction and sustainable development of business, and at the same time provide the opportunity to find the place in society for their graduates, to realize their abilities in present dynamic social-economic conditions. The importance of the problem of effective employment of University graduates is also due to the perception of young people in society as the most socially unstable (“explosive”) group. It requires the creation of graduate employment ecosystems, especially in peripheral regions. The ecosystem model proposed in this article, aimed at promoting employment of graduates and creating conditions for their career development, can be used as an information, analytical and infrastructure basis for integrating young people into the labor sphere of life, for expanding the number of stakeholders and harmonizing their interests
