    The promotion of renewable energy sources: European experiences and steps forward

    This study investigates the instruments used by governments in order to support renewable energy sources in the European Union. The findings of this study reveal that policy goals could be achieved by using a large variety of instruments and renewable energies could be better promoted if policy instruments are harmonized. The study was carried out by combining a wide variety of sources, such as strategies, reports, regulations, and European experiences in promoting renewable energy sources. The British Standard, BS 7000-6:2005 Guide to Managing Inclusive Design, provides a comprehensive framework that can help all private enterprises, public sector and not-for-profit organizations, build a consistent approach to inclusive design into organizational culture as well as processes [2].     What You Understand Is What Your Cognitive Integrates. Scientific research develops, as a native environment, knowledge. This environment consists of two interdependent divisions: theory and technology. First division occurs as a recursive research, while the second one becomes an application of the research activity. Over time, theories integrate methodologies and technology extends as infrastructure. The engine of this environment is learning, as the human activity of knowledge work. The threshold term of this model is the concepts map; it is based on Bloom’ taxonomy for the cognitive domain and highlights the notion of software scaffolding which is grounded in Vygotsky’s Social Development Theory with its major theme, Zone of Proximal Development. This article is designed as a conceptual paper, which analyzes specific structures of this type of educational research: the model reflects a foundation for a theory and finally, the theory evolves as groundwork for a system.     The paper outlines the role of e-government as the main action in order to reform Romanian public services. E-government is a critical constituent of the new information and knowledge-based society and in the last few years had an exponential evolution at the European Unions’ level. The findings of this study disclose that e-government is the main action to reform public services. Moreover, an advanced level of e-government services development is needed in order to transform the interactions between public administration and citizens or businesses. The study was conducted by combining a wide variety of sources, such as reports, regulations, and the national experience in developing e-government services.     On-The-Job Training, developed as direct instruction, is one of the earliest forms of training. This method is still widely in use today because it requires only a person who knows how to do the task, and the tools the person uses to do the task. This paper is intended to be a study of the methods used in education in Knowledge Society, with more specific aspects in training the trainers; as a result of this approach, it promotes scaffolding in assisted instruction as a reflection of the digital age for the learning process.
