    Through the looking glass: Coloniality and mirroring in localisation

    What assumptions underpin the concept of ‘localisation’ as employed by the mainstream, international humanitarian sector? This paper offers a partial answer to this multi-faceted question. It first considers the meaning(s), or lack thereof, of localisation. It presents coloniality and ‘mirroring’ as two concepts important to understanding the limitations of localisation. It then considers locally led aid in the Democratic People’s Republic of Korea (DPRK, or North Korea), using the example of the Eugene Bell Foundation (EBF). The paper argues that assumptions around the actors involved in local response, as well as assumptions around the existence of NGOs and the normative belief that non-state actors could and should play major roles in response, demonstrate the limits of localisation

    The Democratic People’s Republic of Korea (DPRK, or North Korea) has been a recipient of international humanitarian aid from international organisations (IOs) and non-governmental organisations (NGOs) since 1995. In recent years, multilateral and unilateral sanctions in response to the DPRK’s nuclear programme have created a new layer of difficulty for humanitarians looking to engage with the authoritarian state. This paper explores how sanctions are affecting humanitarian work in practice, utilising interviews with practitioners. The research first surveys documentation, particularly from IOs, to establish how humanitarians understand contemporary need inside the country. Next, this paper examines the impacts of sanctions on aid efforts, with a particular focus on multilateral United Nations Security Council (UNSC) sanctions and unilateral American measures. Unpacking humanitarian challenges and potential ways to navigate the sanctions regime provides a foundation for academics and humanitarian practitioners to better understand both the DPRK and possible avenues for principled, effective aid

    This paper considers the opportunities for effective humanitarian collaboration in the Democratic People’s Republic of Korea (DPRK). It brings together perspectives from three individuals with extensive lived experience working in the DPRK. Collectively, these authors have worked in various sectors of international humanitarian aid and other areas of engagement such as emergency response and preparedness, education, social enterprise and tourism. The paper draws from these experiences to present lessons on overcoming obstacles and harnessing opportunities in the DPRK

    Mastering humanitarianism? A survey of postgraduate humanitarian courses

    AbstractHumanitarian events are increasing globally, both in number and intensity. In response, the international community spends approximately US$30 billion annually to alleviate both the immediate consequences of these climatic, geographic, and human-induced events but also to support mitigation and recovery. Over the past two decades, the humanitarian sector has increasingly professionalised. One under-studied aspect of this professionalisation is an increase in postgraduate studies in humanitarian action over the last 20 years. Despite this increase, there is no agreement on core curriculum or pedagogy across humanitarian studies courses. How do current Masters of Humanitarian Assistance (MHA) offerings converge and differ, and how can such courses further their contribution to the humanitarian endeavour? This paper surveys 26 anglophone courses offered in the United States, Europe, the United Kingdom, Australia, India, and Nigeria, exploring key characteristics of course entry requirements, flexibility, research, practical components, and academic foci. It does not recommend what a core curriculum for humanitarian courses should be, but does argue that core curriculum for humanitarian courses should be identified by relevant and diverse stakeholders such as affected communities, humanitarian agencies, disaster management bodies, and governments, to ensure that courses in this field provide appropriate learning outcomes. The paper suggests how such a ‘charter’ may be developed.</jats:p
