    A Multi-objective Location Decision Making Model for Emergency Shelters Giving Priority to Subjective Evaluation of Residents

    Earthquake is regarded as the most destructive and terrible disaster among all-natural disasters [1]. Experts agree that immediate emergency evacuation is the safest and most effective response to the earthquake disaster [2]. In the research of emergency evacuation planning, the influence of human subjectivity has gradually attracted researchers’ attention. In this paper, we take the human subjectivity as one of the most important factors for emergency evacuation planning. Based on the preferences of the residents at each demand point for the attributes of every candidate emergency shelter, the subjective score of each candidate emergency shelter is obtained. The preferences of residents will change with the refuge time, so do the weights of residents’ subjective scores of all attributes of candidate emergency shelters. Therefore, we use the subjective score function to describe the change of residents’ evaluations for the emergency shelter over time, and take the average value of subjective scores at all refuge times as the primary basis for location decision making. On these bases, we build a multi-objective location decision making model for emergency shelters giving priority to subjective evaluation of residents. In the model, we consider transfer distance, the efficiency of construction funds and the distribution of people among emergency shelters. Considering fairness, we minimize the standard deviation of the scores and the standard deviation of the transfer distances in the model. This model is applied to a case, which verifies its feasibility and shows that human subjectivity plays an important role in emergency evacuation planning

    Multi-Objective Model to Improve Network Reliability Level under Limited Budget by Considering Selection of Facilities and Total Service Distance in Rescue Operations

    Sudden disasters may damage facilities, transportation networks and other critical infrastructures, delay rescue and bring huge losses. Facility selection and reliable transportation network play an important role in emergency rescue. In this paper, the reliability level between two points in a network is defined from the point of view of minimal edge cut and path, respectively, and the equivalence of these two definitions is proven. Based on this, a multi-objective optimization model is proposed. The first goal of the model is to minimize the total service distance, and the second goal is to maximize the network reliability level. The original model is transformed into a model with three objectives, and the three objectives are combined into one objective by the method of weighting. The model is applied to a case, and the results are analyzed to verify the effectiveness of the model

    Anesthetic Isoflurane Increases Phosphorylated Tau Levels Mediated by Caspase Activation and Aβ Generation

    Anesthetic isoflurane has been shown to promote Alzheimer’s disease (AD) neuropathogenesis by inducing caspase activation and accumulation of β-amyloid (Aβ). Phosphorylation of tau protein is another important feature of AD neuropathogenesis. However, the effects of isoflurane on phosphorylated tau levels remain largely to be determined. We therefore set out to determine whether isoflurane can increase phosphorylated tau levels. 5 to 8 month-old wild-type and AD transgenic mice [B6.Cg-Tg (APPswe, PSEN1dE9)85Dbo/J] were treated with 1.4% isoflurane for two hours. The mice brain tissues were harvested at six, 12 and 24 hours after the anesthesia. For the in vitro studies, primary neurons from wild-type and the AD transgenic mice were exposed to 2% isoflurane for six hours, and were harvested at the end of anesthesia. The harvested brain tissues and neurons were subjected to Western blot analysis by which the levels of phosphorylated tau protein at Serine 262 (Tau-PS262) were determined. Here we show that the isoflurane anesthesia increased Tau-PS262 levels in brain tissues and primary neurons from the wild-type and AD transgenic mice. Moreover, the isoflurane anesthesia may induce a greater increase in Tau-PS262 levels in primary neurons and brain tissues from the AD transgenic mice. Finally, caspase activation inhibitor Z-VAD and Aβ generation inhibitor L-685,458 attenuated the isoflurane-induced increases in Tau-PS262 levels. In conclusion, clinically relevant isoflurane anesthesia increases phosphorylated tau levels, which may result from the isoflurane-induced caspase activation and Aβ generation. These findings will promote more studies to determine the effects of anesthetics on tau phosphorylation

    The effects of green finance on the carbon decoupling of marine fishery: analysis based on Tapio method and EKC model

    Marine fishery, with its duality of carbon emission and carbon sink, is an industry that needs full attention during achieving carbon neutrality. In this paper, the decoupling index between net CO2 emissions and gross domestic product of marine fishery in China is calculated using Tapio model, and its evolution characteristics are analyzed by means of nuclear density map and Markov matrix. Some problems are found, such as the decoupling state lacked significant improvement during this period and was unstable. Through theoretical analysis, this paper puts forward the view that solving these problems requires support from green finance. Then, this paper selects panel data from 11 coastal provinces and cities in China from 2010 to 2020 and uses the Logit model and EKC model to investigate the impact of green finance on the carbon decoupling state of marine fishery. The main results of this study are as follows: 1) Green finance can increase the odds ratio of strong or weak decoupling in marine fishery. This effect is more significant in regions with a high degree of digital finance development and the eastern marine economic circle. The effect of green investment is more significant than green insurance. In addition, boosting technological innovation and reducing the proportion of coal consumption can strengthen this effect. 2) The EKC curve between net CO2 emissions and gross domestic product of marine fishery is N-shape, which has a deterioration point. Green finance can delay the arrival of the deterioration point, meaning it can prevent the rapid deterioration of the decoupling state with the development of marine fishery. This paper provides empirical evidence and decision-making reference for resolving the dilemma of carbon decoupling in China’s marine fishery

    Different effects of anesthetic isoflurane on caspase-3 activation and cytosol cytochrome c levels between mice neural progenitor cells and neurons

    Commonly used anesthetic isoflurane has been reported to promote Alzheimer’s disease (AD) neuropathogenesis by inducing caspase-3 activation. However, the up-stream mechanisms of isoflurane’s effects remain largely to be determined. Specifically, there is a lack of a good model/system to elucidate the underlying mechanism of the isoflurane-induced caspase-3 activation. We therefore set out to assess and compare the effects of isoflurane on caspase-3 activation in neural progenitor cells (NPCs) and in primary neurons from wild-type (WT) and AD transgenic (Tg) mice. The NPCs and neurons were obtained, cultured and then treated with either 2% isoflurane or under control condition for 6 h. The NPCs or neurons were harvested at the end of the treatment and were subjected to Western blot analysis. Here we showed for the first time that the isoflurane treatment induced caspase-3 activation in neurons, but not in NPCs, from either WT or AD Tg mice. Consistently, the isoflurane treatment increased cytosol levels of cytochrome c, a potential up-stream mechanism of isoflurane-induced caspase-3 activation in the mice neurons, but not NPCs. Finally, the isoflurane treatment induced a greater casapse-3 activation in the neurons, but not the NPCs, from AD Tg mice as compared to the WT mice. These data demonstrated that investigation and comparison of isoflurane’s effects between mice NPCs and neurons would serve as a model/system to determine the underlying mechanism by which isoflurane induces caspase-3 activation. These findings would promote more research to investigate the effects of anesthetics on AD neuropathogenesis and the underlying mechanisms

    Direct reprogramming of induced neural progenitors: a new promising strategy for AD treatment.

    Alzheimer\u27s disease (AD) is a prominent form of dementia, characterized by aggregation of the amyloid β-peptide (Aβ) plaques and neurofibrillary tangles, loss of synapses and neurons, and degeneration of cognitive functions. Currently, although a variety of medications can relieve some of the symptoms, there is no cure for AD. Recent breakthroughs in the stem cell field provide promising strategies for AD treatment. Stem cells including embryonic stem cells (ESCs), neural stem cells (NSCs), mesenchymal stem cells (MSCs), and induced pluripotent stem cells (iPSCs) are potentials for AD treatment. However, the limitation of cell sources, safety issues, and ethical issues restrict their applications in AD. Recently, the direct reprogramming of induced neural progenitor cells (iNPCs) has shed light on the treatment of AD. In this review, we will discuss the latest progress, challenges, and potential applications of direct reprogramming in AD treatment

    Design and Verification of a Novel Triphibian Robot

    Multi-modal robots expand their operations from one working medium to another, land to air for example. The majorities of multi-modal robots mainly refer to platforms that operate in two different media. However, for all-terrain tasks, there are seldom research to date in the literature. Generally, locomotions in different working media, i.e. land, water and air, require different propelling actuators, and thus the triphibian system becomes bulky. To overcome this challenge, we proposed a triphibian robot and provide the robot with driving forces to perform all-terrain operations in an efficient way. A morphable mechanism is designed to enable the transition between different motion modes, and specifically a cylindrical body is implemented as the rolling mechanism in land mode. Detailed design principles of different mechanisms and the transition between various locomotion modes are analyzed. Finally, a triphibian robot prototype is fabricated and tested in various working media with both mono-modal and multi-modal functionalities. Experiments have verified our platform, and the results show promising adaptions in future exploration tasks in various working scenarios.Comment: IEEE ROBOTICS AND AUTOMATION LETTERS.     Dynamic Memory-based Curiosity: A Bootstrap Approach for Exploration

    The sparsity of extrinsic rewards poses a serious challenge for reinforcement learning (RL). Currently, many efforts have been made on curiosity which can provide a representative intrinsic reward for effective exploration. However, the challenge is still far from being solved. In this paper, we present a novel curiosity for RL, named DyMeCu, which stands for Dynamic Memory-based Curiosity. Inspired by human curiosity and information theory, DyMeCu consists of a dynamic memory and dual online learners. The curiosity arouses if memorized information can not deal with the current state, and the information gap between dual learners can be formulated as the intrinsic reward for agents, and then such state information can be consolidated into the dynamic memory. Compared with previous curiosity methods, DyMeCu can better mimic human curiosity with dynamic memory, and the memory module can be dynamically grown based on a bootstrap paradigm with dual learners. On multiple benchmarks including DeepMind Control Suite and Atari Suite, large-scale empirical experiments are conducted and the results demonstrate that DyMeCu outperforms competitive curiosity-based methods with or without extrinsic rewards.
