Réformer les baisses de cotisations sociales ultramarines ?
Afin de simuler les effets dâune rĂ©forme permettant, selon eux, dâoptimiser la « dĂ©pense sociale », les auteurs utilisent une maquette chiffrĂ©e construite pour Ă©valuer ex ante le dispositif « Girardin », un dispositif de rĂ©duction des cotisations sociales employeurs en vigueur dans les dĂ©partements dâoutre-mer français de 2003 Ă 2009. MESURER LES DISPARITĂS LOCALES DE RETOUR A LâEMPLOI : UNE EXPLORATION EN PROVENCE-ALPES-CĂTE DâAZUR
The aim of our research is to measure spatial disparities of unemployment-to-work transitions in Provence-Alpes-CĂŽte dâAzur (PACA). We use exhaustive administrative data sets concerning unemployed seeking a job within the French civil service (through Agence Nationale pour lâEmploi) in order to estimate duration models that allow to assess unemployment-to-work hazard rates for each of PACAâs municipalities. First, we analyse rough rates, without any data control. Then we analyse net rates, calculated as if every municipality had the same age, sex and skill structure as featured by the average regional composition. PACA turns out to have unemployment-to-work hazard rates close to the French region median whereas its unemployment rate is higher. However, this median position reveals strong disparities among municipalities so that the region is one of the most contrasting ones in France. Moreover, there are also stark disparities among departments, in particular between the Hautes-Alpes, where unemployment duration is the lowest, and the Bouches-du-RhĂŽne, where unemployment duration is the longest. The role of spatial and skill mismatches: explaining long-term unemployment in Paris
International audienceIn the Paris region, one can observe simultaneously the coexistence of a large and dynamic job pool with long-lasting periods of unemployment. This paradox reveals the importance of skill and spatial mismatch mechanisms, which are often used to explain disparities in local labour market outcomes. This paper uses several spatial models to measure the effects of these two mechanisms on unemployment durations in the Paris region. The results show that both problems affect municipalities close to the centre of Paris, while unemployment situations in municipalities on the fringes of the region are mainly affected by a lack of local employment dynamism

[ger] Die BerĂŒcksichtigung der lokalen Sozialhilfen kann die Diagnosen der Effekte der Sozialtransfers zugunsten der Haushalte mit niedrigem Einkommen erheblich beeinflussen. Ein Inventar der seit 2007 gewĂ€hrten lokalen und/ oder nicht gesetzlichen Sozialleistungen in 13 französischen StĂ€dten (darunter Paris, Lyon und Marseille) ermöglicht es, die etwaigen Gewinne durch die WiederbeschĂ€ftigung der EmpfĂ€nger von Sozialhilfe (Mindesteinkommen zur Wiedereingliederung und Beihilfe fĂŒr Alleinerziehende) zu messen. Denn die Mechanismen der GewĂ€hrung von Beihilfen und die entsprechenden BerechnungsschlĂŒssel haben oftmals zur Folge, dass es im Niedriglohnsektor vorteilhafter ist, keiner BeschĂ€ftigung nachzugehen. Die vielfĂ€ltigen Reformen der nationalen und gesetzlichen Sozialleistungen in den letzten zehn Jahren, insbesondere in Bezug auf die BeschĂ€ftigungsprĂ€mie reichten nicht aus, um den EmpfĂ€ngern von Sozialhilfe ein Mindesteinkommen zu sichern. In den meisten Kommunen und in den meisten Familien gehen bei einer TeilzeitbeschĂ€ftigung zum Mindestlohn Einkommen im Vergleich zu den Beihilfen verloren, und eine VollzeitbeschĂ€ftigung stellt nicht immer ein ausreichendes Einkommen sicher. Die positiven Auswirkungen der Reform wurden durch die Effekte anderer MaĂnahmen neutralisiert wie etwa die Verallgemeinerung der Pendlerpauschale in den Regionen, die EinfĂŒhrung von sozialen Telefon-und Stromtarifen oder die Befreiung von der FernsehgebĂŒhr. Auch wenn die AnreizmaĂnahmen es den EmpfĂ€ngern des Mindesteinkommens ermöglichen, diese Effekte zu kompensieren, ist dies nur vorĂŒbergehend und gilt nicht fĂŒr alle Familienkonfigurationen und Kommunen. In einer zweiten Phase simulieren wir die Effekte der EinfĂŒhrung des aktiven SolidaritĂ€tseinkommens, das das Mindesteinkommen zur Wiedereingliederung und die Beihilfe fĂŒr Alleinerziehende ersetzt. Die etwaigen Anpassungen der GewĂ€hrung der lokalen Sozialhilfe im Rahmen des neuen aktiven SolidaritĂ€tseinkommens könnten diese positiven Effekte jedoch beeintrĂ€chtigen. [eng] Taking local welfare assistance into account can significantly modify assessments of the impact of social transfers to low-income households. Thanks to an inventory of local benefits and/ or benefits offered outside the basic legislative provisions in 13 French cities including Paris, Lyon, and Marseille in 2007, we can measure potential gains from return to employment for recipients of basic social benefits (â Minimum Guaranteed Incomeâ [ RMI] and âSingle-Parent Allowanceâ [ API]). A widespread effect of benefit-eligibility mechanisms and brackets is that persons in the lowest wage group may find themselves worse off if they are employed. The many reforms in national and âlegally guaranteedâ benefits in the past ten yearsâ most notably the changes in the earned income allowanceâ have not sufficed to ensure that the return to employment generates gains for recipients of basic social benefits. In most localities and for most family configurations, a half-time job paid at the minimum wage (SMIC) entails an earnings loss by comparison with a situation where welfare benefits are the only source of income. Similarly, a full-time job does not always raise earnings for its holder. The positive effects of the reforms have been offset by those of other measures such as the generalization of transport allowances distributed by regional authorities, the introduction of âsocialâ (i. e., subsidized) telephone and electricity tariffs, and exemption from the television licence fee. While the earnings-matching mechanism (intĂ©ressement) allows RMI recipients to compensate these effects, it is only a provisional arrangement that does not apply to all family configurations or in all localities. In the second part of our study, we simulate the effects of the implementation of the âActive Solidarity Benefitâ (Revenu de SolidaritĂ© Active: RSA) as a substitute for the RMI and API. The RSA provides an incentive for returning to employment in nearly all cities and family configurations. The RMIâ even with the matching mechanismâ does not. However, possible adjustments in the local supply of social allowances under the new RSA system may curtail these positive effects. Turning status-based local allowances into means-tested allowances would make local social policies consistent with the goals of national policies. El inventario de las prestaciones sociales locales y/ o extralegales ofrecidas en 2007 en 13 ciudades francesas, entre las que se encuentran ParĂs, Lyon y Marsella, permite evaluar los eventuales beneficios del retorno al empleo para los receptores de los mĂnimos sociales (RMI âingreso mĂnimo de inserciĂłnâ y API âsubsidio familia monoparental). Aunque con esta disposiciĂłn de incentivo los destinatarios del RMI pueden compensar estos efectos, solo lo permite de forma provisional y no para todas las configuraciones familiares ni en todos los lugares. En una segunda fase, simulamos los efectos del establecimiento del RSA en sustituciĂłn del RMI y el API. El RSA permite el retorno al empleo retribuido en la casi totalidad de las ciudades y las configuraciones familiares, lo que no permite el RMI, incluso aunque se considere el incentivo. No obstante, los posibles ajustes de la oferta local de ayudas sociales en el nuevo contexto del RSA pueden limitar estos efectos positivos. Transformar las ayudas locales en condiciones de estado en ayudas en condiciones de recursos permitirĂa que las polĂticas sociales locales fueran coherentes con los objetivos perseguidos por las polĂticas nacionales.
Les effets du revenu de Solidarité active sur les gains du retour à l'emploi
Based on an extensive survey of local and extra-legal social allowances in thirteen cities (including Paris, Lyon and Marseille) in 2007, we have build a measurement of back to work monetary gains in France for people receiving minimum incomes (rmi and api) according to their family situation. Next, we test what will happen if the rSa replaces the rmi and api, including the effects on local and extra-legal social allowances. We show that the 38Â % marginal tax rate selected by the government in his law project is close to the higher rate which could be compatible with his objective of a back to work incentive reform. Les causes du chÎmage en France. Une ré-estimation du modÚle ws-ps
We propose a new multivariate estimation of the ws-ps model on French macroeconomic data. Starting from a theoretical presentation of structural determinants of wage and price setting, we have estimated using a conditional var-ecm model, the relationships between unemployment rate, real labour cost and its determinants over the 1970-1/1996-4 period. The estimation leads to a rate of equilibrium unemployment nearing its effective level at the end of the period. The rise in equilibrium unemployment, by 10 points in 25 years, would be accounted for essentially by the rise of tax and social deductions, the slow down of labour productivity and by deterioration of job security assessed by the downsizing rate. The terms of exchange which have essentially varied under the impact of oil crises and distortion between proposed and required qualifications on labour market, would only account for a slight part of the rise of equilibrium unemployment. This study moreover leads to questioning the influence of numerous other determinants : the lesser digressiveness of social deductions wouldn? have had any impact on the increase of equilibrium unemployment and it would be the same for replacement rate, working hour reduction, the Smic increase and the real interest rates (which wouldn? have had a direct impact except their effects on labour productivity).Classification JEL : C32, E24
35 heures et inégalités
To evaluate the inequality effects of 35 hours, we use a very general labour demand framework taking into account various skills and the impact of the work duration on wages, productivity and labour organization. Numerical simulations include several constituents of devices Aubry and consider wide but realistic ranges for the various parameters. The 35 hours always increase the employment level but have a negative effect on working hours. Moreover, it reduces the employment and wage inequality within the whole labour force and across workers, but increases welfare inequality.Classification JEL : D63, J23, J38
