Assessing the Feasibility of Public-Private Partnerships in Health in the Philippines
The government has decided to utilize the public-private partnership (PPP) program to help improve access to quality hospitals and health care facilities. This paper looks into the feasibility of implementing PPPs in the health sector. Review of literature, key informant interviews, and focus group discussions were conducted for the study. The Philippine hospital system was reviewed using five performance criteria, namely, improved health care access, equity, and quality, operating with maximum efficiency, and ensuring sustainability followed by the development of an assessment framework; the application of the said framework; and policy and program implementation recommendations for health PPPs.In order to improve the feasibility of PPPs in the health sector, it is recommended that the government use public-private investment partnerships as the definition for health PPPs, encourage public policy discussions on PPP and its relation to socioeconomic development, and develop a comprehensive communications program for PPPs. It needs to rectify shortcomings in previous PPPs and ensure absolute transparency and accountability in the entire PPP process. There is a need to amend the legal framework to ensure coherence of health PPPs. It should conduct joint capacity-building initiatives and develop and enforce an evidence-based decisionmaking process for PPPs. It needs to strengthen implementation of monitoring and evaluation and utilize the health system indicators in evaluation of PPPs. Finally, it should ensure universal PhilHealth membership to attract private sector
Application of Minimal Subtraction Renormalization to Crossover Behavior near the He Liquid-Vapor Critical Point
Parametric expressions are used to calculate the isothermal susceptibility,
specific heat, order parameter, and correlation length along the critical
isochore and coexistence curve from the asymptotic region to crossover region.
These expressions are based on the minimal-subtraction renormalization scheme
within the model. Using two adjustable parameters in these
expressions, we fit the theory globally to recently obtained experimental
measurements of isothermal susceptibility and specific heat along the critical
isochore and coexistence curve, and early measurements of coexistence curve and
light scattering intensity along the critical isochore of He near its
liquid-vapor critical point. The theory provides good agreement with these
experimental measurements within the reduced temperature range

equilibrium at arbitrary orientation in the sense of Finn-Young with the
literature on its counterpart in the sense of Archimedes. We add a few remarks

A temperate former West Antarctic ice sheet suggested by an extensive zone of bed channels
Several recent studies predict that the West Antarctic Ice Sheet will become increasingly unstable under warmer conditions. Insights on such change can be assisted through investigations of the subglacial landscape, which contains imprints of former ice-sheet behavior. Here, we present radio-echo sounding data and satellite imagery revealing a series of ancient large sub-parallel subglacial bed channels preserved in the region between the Möller and Foundation Ice Streams, West Antarctica. We suggest that these newly recognized channels were formed by significant meltwater routed along the icesheet bed. The volume of water required is likely substantial and can most easily be explained by water generated at the ice surface. The Greenland Ice Sheet today exemplifies how significant seasonal surface melt can be transferred to the bed via englacial routing. For West Antarctica, the Pliocene (2.6–5.3 Ma) represents the most recent sustained period when temperatures could have been high enough to generate surface melt comparable to that of present-day Greenland. We propose, therefore, that a temperate ice sheet covered this location during Pliocene warm periods
Structural probing of the HIV-1 polypurine tract RNA:DNA hybrid using classic nucleic acid ligands
The interactions of archetypical nucleic acid ligands with the HIV-1 polypurine tract (PPT) RNA:DNA hybrid, as well as analogous DNA:DNA, RNA:RNA and swapped hybrid substrates, were used to probe structural features of the PPT that contribute to its specific recognition and processing by reverse transcriptase (RT). Results from intercalative and groove-binding ligands indicate that the wild-type PPT hybrid does not contain any strikingly unique groove geometries and/or stacking arrangements that might contribute to the specificity of its interaction with RT. In contrast, neomycin bound preferentially and selectively to the PPT near the 5′(rA)4:(dT)4 tract and the 3′ PPT-U3 junction. Nuclear magnetic resonance data from a complex between HIV-1 RT and the PPT indicate RT contacts within the same regions highlighted on the PPT by neomycin. These observations, together with the fact that the sites are correctly spaced to allow interaction with residues in the ribonuclease H (RNase H) active site and thumb subdomain of the p66 RT subunit, suggest that despite the long cleft employed by RT to make contact with nucleic acids substrates, these sites provide discrete binding units working in concert to determine not only specific PPT recognition, but also its orientation on the hybrid structure
Ocean access beneath the southwest tributary of Pine Island Glacier, West Antarctica
The catchments of Pine Island Glacier and Thwaites Glacier in the Amundsen Sea Embayment are two of the largest, most rapidly changing, and potentially unstable sectors of the West Antarctic Ice Sheet. They are also neighboring outlets, separated by the topographically unconfined eastern shear margin of Thwaites Glacier and the southwest tributary of Pine Island Glacier. This tributary begins just downstream of the eastern shear margin and flows into the Pine Island ice shelf. As a result, it is a potential locus of interaction between the two glaciers and could result in cross-catchment feedback during the retreat of either. Here, we analyze relative basal reflectivity profiles from three radar sounding survey lines collected using the UTIG HiCARS radar system in 2004 and CReSIS MCoRDS radar system in 2012 and 2014 to investigate the extent and character of ocean access beneath the southwest tributary. These profiles provide evidence of ocean access ~12 km inland of the 1992–2011 InSAR-derived grounding line by 2014, suggesting either retreat since 2011 or the intrusion of ocean water kilometers inland of the grounding line
Double-slit interference pattern from single-slit screen and its gravitational analogues
The double slit experiment (DSE) is known as an important cornerstone in the
foundations of physical theories such as Quantum Mechanics and Special
Relativity. A large number of different variants of it were designed and
performed over the years. We perform and discuss here a new verion with the
somewhat unexpected results of obtaining interference pattern from single-slit
screen. This outcome, which shows that the routes of the photons through the
array were changed, leads one to discuss it, using the equivalence principle,
in terms of geodesics mechanics. We show using either the Brill's version of
the canonical formulation of general relativity or the linearized version of it
that one may find corresponding and analogous situations in the framework of

Quasinormal modes from potentials surrounding the charged dilaton black hole
We clarify the purely imaginary quasinormal frequencies of a massless scalar
perturbation on the 3D charged-dilaton black holes. This case is quite
interesting because the potential-step appears outside the event horizon
similar to the case of the electromagnetic perturbations on the large
Schwarzschild-AdS black holes. It turns out that the potential-step type
provides the purely imaginary quasinormal frequencies, while the
potential-barrier type gives the complex quasinormal modes.Comment: 19 pages, 8 figure
A finite element approach for the acoustic modelling of perforated dissipative mufflers with non-homogeneous properties
[EN] In this work, a finite element approach is presented for modeling sound propagation in
perforated dissipative mufflers with non-homogeneous properties. The spatial variations
of the acoustic properties can arise, for example, from uneven filling processes during
manufacture and degradation associated with the flow of soot particles within the
absorbent material. First, the finite element method is applied to the wave equation for
a propagation medium with variable properties (outer chamber with absorbent material)
and a homogeneous medium (central passage). For the case of a dissipative muffler, the
characterization of the absorbent material is carried out by means of its equivalent complex
density and speed of sound. To account for the spatial variations of these properties, a
coordinate-dependent function is proposed for the filling density of the absorbent material.
The coupling between the outer chamber and the central passage is achieved by using
the acoustic impedance of the perforated central pipe, that relates the acoustic pressure
jump and the normal velocity through the perforations. The acoustic impedance of the
perforated central duct includes the influence of the absorbent material and therefore
a spatial variation of the impedance is also taken into account. A detailed study is then
presented to assess the influence of the heterogeneous properties and the perforated duct

Pair creation of anti-de Sitter black holes on a cosmic string background
We analyze the quantum process in which a cosmic string breaks in an anti-de
Sitter (AdS) background, and a pair of charged or neutral black holes is
produced at the ends of the strings. The energy to materialize and accelerate
the pair comes from the strings tension. In an AdS background this is the only
study done in the process of production of a pair of correlated black holes
with spherical topology. The acceleration of the produced black holes is
necessarily greater than (|L|/3)^(1/2), where L<0 is the cosmological constant.
Only in this case the virtual pair of black holes can overcome the attractive
background AdS potential well and become real. The instantons that describe
this process are constructed through the analytical continuation of the AdS
C-metric. Then, we explicitly compute the pair creation rate of the process,
and we verify that (as occurs with pair creation in other backgrounds) the pair
production of nonextreme black holes is enhanced relative to the pair creation
of extreme black holes by a factor of exp(Area/4), where Area is the black hole
horizon area. We also conclude that the general behavior of the pair creation
rate with the mass and acceleration of the black holes is similar in the AdS,
flat and de Sitter cases, and our AdS results reduce to the ones of the flat
