    GeoFlood: Large-Scale Flood Inundation Mapping Based on High-Resolution Terrain Analysis

    Recent floods from intense storms in the southern United States and the unusually active 2017 Atlantic hurricane season have highlighted the need for real‐time flood inundation mapping using high‐resolution topography. High‐resolution topographic data derived from lidar technology reveal unprecedented topographic details and are increasingly available, providing extremely valuable information for improving inundation mapping accuracy. The enrichment of terrain details from these data sets, however, also brings challenges to the application of many classic approaches designed for lower‐resolution data. Advanced methods need to be developed to better use lidar‐derived terrain data for inundation mapping. We present a new workflow, GeoFlood, for flood inundation mapping using high‐resolution terrain inputs that is simple and computationally efficient, thus serving the needs of emergency responders to rapidly identify possibly flooded locations. First, GeoNet, a method for automatic channel network extraction from high‐resolution topographic data, is modified to produce a low‐density, high‐fidelity river network. Then, a Height Above Nearest Drainage (HAND) raster is computed to quantify the elevation difference between each land surface cell and the stream bed cell to which it drains, using the network extracted from high‐resolution terrain data. This HAND raster is then used to compute reach‐average channel hydraulic parameters and synthetic stage‐discharge rating curves. Inundation maps are generated from the HAND raster by obtaining a water depth for a given flood discharge from the synthetic rating curve. We evaluate our approach by applying it in the Onion Creek Watershed in Central Texas, comparing the inundation extent results to Federal Emergency Management Agency 100‐yr floodplains obtained with detailed local hydraulic studies. We show that the inundation extent produced by GeoFlood overlaps with 60%~90% of the Federal Emergency Management Agency floodplain coverage demonstrating that it is able to capture the general inundation patterns and shows significant potential for informing real‐time flood disaster preparedness and response

    A CyberGIS Integration and Computation Framework for High‐Resolution Continental‐Scale Flood Inundation Mapping

    We present a Digital Elevation Model (DEM)-based hydrologic analysis methodology for continental flood inundation mapping (CFIM), implemented as a cyberGIS scientific workflow in which a 1/3rd arc-second (10m) Height Above Nearest Drainage (HAND) raster data for the conterminous U.S. (CONUS) was computed and employed for subsequent inundation mapping. A cyberGIS framework was developed to enable spatiotemporal integration and scalable computing of the entire inundation mapping process on a hybrid supercomputing architecture. The first 1/3rd arc-second CONUS HAND raster dataset was computed in 1.5 days on the CyberGIS ROGER supercomputer. The inundation mapping process developed in our exploratory study couples HAND with National Water Model (NWM) forecast data to enable near real-time inundation forecasts for CONUS. The computational performance of HAND and the inundation mapping process was profiled to gain insights into the computational characteristics in high-performance parallel computing scenarios. The establishment of the CFIM computational framework has broad and significant research implications that may lead to further development and improvement of flood inundation mapping methodologies

    Post impact evaluation of an E-learning cross-infection control CD-ROM provided to all general dental practitioners in England

    Aim To carry out a post-impact evaluation of a cross-infection control CD-ROM, developed for NHS dental teams as a continuing professional development e-learning tool. The program was commissioned by the Department of Health and developed by a project team through the UK Committee of Postgraduate Dental Deans. The Dental Practice Boardhad originally sent one copy of the CD-ROM to each dental practice in England in 2004. Method A quantitative statistical analysis of the results of 326 online respondents to the learning package and a survey of 118 dental practitioners drawn from the Dental Practice Board database. Results Practitioners felt the CD-ROM in this instance was well designed and appropriate for their needs. It is inclusive and accessible to a wide range of dental professionals including nurses and hygienists. Conclusions This form of continuing professional development is popular with dental practitioners, although it should not be the only form of continuing professional development available. However, whilst the project was generally regarded as successful, there were problems with the distribution of the CD-ROM. This suggests that anonline resource should be made available in the future

    Improving interagency service integration of the Australian Nurse Family Partnership Program for First Nations women and babies: a qualitative study.

    BackgroundThe Australian Nurse Family Partnership Program (ANFPP) is an evidence-based, home visiting program that offers health education, guidance, social and emotional support to first-time mothers having Aboriginal and/or Torres Strait Islander (First Nations) babies. The community-controlled sector identified the need for specialised support for first time mothers due to the inequalities in birthing and early childhood outcomes between First Nations' and other babies in Australia. The program is based on the United States' Nurse Family Partnership program which has improved long-term health outcomes and life trajectories for mothers and children. International implementation of the Nurse Family Partnership program has identified interagency service integration as key to program recruitment, retention, and efficacy. How the ANFPP integrates with other services in an Australian urban setting and how to improve this is not yet known. Our research explores the barriers and enablers to interagency service integration for the Australian Nurse Family Partnership Program ANFPP in an urban setting.MethodsA qualitative study using individual and group interviews. Purposive and snowball sampling was used to recruit clients, staff (internal and external to the program), Elders and family members. Interviews were conducted using a culturally appropriate 'yarning' method with clients, families and Elders and semi-structured interview guide for staff. Interviews were audio-recorded and transcribed prior to reflexive thematic analysis.ResultsSeventy-six participants were interviewed: 26 clients, 47 staff and 3 Elders/family members. Three themes were identified as barriers and three as enablers. Barriers: 1) confusion around program scope, 2) duplication of care, and 3) tensions over 'ownership' of clients. Enablers (existing and potential): 1) knowledge and promotion of the program; 2) cultural safety; and 3) case coordination, co-location and partnership forums.ConclusionEffective service integration is essential to maximise access and acceptability of the ANFPP; we provide practical recommendations to improve service integration in this context

    Does anticholinergics drug burden relate to global neuro-disability outcome measures and length of hospital stay?

    Primary objective: To assess the relationship between disability, length of stay (LOS) and anticholinergic burden (ACB) with people following acquired brain or spinal cord injury. Research design: A retrospective case note review assessed total rehabilitation unit admission. Methods and procedures: Assessment of 52 consecutive patients with acquired brain/spinal injury and neuropathy in an in-patient neuro-rehabilitation unit of a UK university hospital. Data analysed included: Northwick Park Dependency Score (NPDS), Rehabilitation complexity Scale (RCS), Functional Independence Measure and Functional Assessment Measure FIM-FAM (UK version 2.2), LOS and ACB. Outcome was different in RCS, NPDS and FIM-FAM between admission and discharge. Main outcomes and results: A positive change was reported in ACB results in a positive change in NPDS, with no significant effect on FIM-FAM, either Motor or Cognitive, or on the RCS. Change in ACB correlated to the length of hospital stay (regression correlation = −6.64; SE = 3.89). There was a significant harmful impact of increase in ACB score during hospital stay, from low to high ACB on NPDS (OR = 9.65; 95% CI = 1.36–68.64) and FIM-FAM Total scores (OR = 0.03; 95% CI = 0.002–0.35). Conclusions: There was a statistically significant correlation of ACB and neuro-disability measures and LOS amongst this patient cohort

    Does training with amplitude modulated tones affect tone-vocoded speech perception?

    Temporal-envelope cues are essential for successful speech perception. We asked here whether training on stimuli containing temporal-envelope cues without speech content can improve the perception of spectrally-degraded (vocoded) speech in which the temporal-envelope (but not the temporal fine structure) is mainly preserved. Two groups of listeners were trained on different amplitude-modulation (AM) based tasks, either AM detection or AM-rate discrimination (21 blocks of 60 trials during two days, 1260 trials; frequency range: 4Hz, 8Hz, and 16Hz), while an additional control group did not undertake any training. Consonant identification in vocoded vowel-consonant-vowel stimuli was tested before and after training on the AM tasks (or at an equivalent time interval for the control group). Following training, only the trained groups showed a significant improvement in the perception of vocoded speech, but the improvement did not significantly differ from that observed for controls. Thus, we do not find convincing evidence that this amount of training with temporal-envelope cues without speech content provide significant benefit for vocoded speech intelligibility. Alternative training regimens using vocoded speech along the linguistic hierarchy should be explored

    Analysis of Dentists’ Participation in Continuing Professional Development Courses from 2001-2006

    Currently in Western Australia (WA) there is no requirement for dentists to participate in continuing professional development (CPD). The aim of this study was to determine the participation pattern of dentists in WA in CPD activities. Data was collated regarding registrants for courses conducted by the University Continuing Dental Education Committee. Information concerned number of courses attended by each dentist, location of work and year of graduation from university. Details of subject, length and type of courses conducted were also gathered. Most courses were half to one day in duration with many subjects covered. Between 10.1-24.4% of dentists registered in WA attended at least one course each year. Low numbers of recently graduated and older dentists attended courses. Similar percentages of metropolitan and rural dentists attended courses. Participation in CPD activities of dentists in WA was low. Half day or evening courses appear to be favoured by dentists

    Hydropower plans in eastern and southern Africa increase risk of concurrent climate-related electricity supply disruption

    Hydropower comprises a significant and rapidly expanding proportion of electricity production in eastern and southern Africa. In both regions, hydropower is exposed to high levels of climate variability and regional climate linkages are strong, yet an understanding of spatial interdependences is lacking. Here we consider river basin configuration and define regions of coherent rainfall variability using cluster analysis to illustrate exposure to the risk of hydropower supply disruption of current (2015) and planned (2030) hydropower sites. Assuming completion of the dams planned, hydropower will become increasingly concentrated in the Nile (from 62% to 82% of total regional capacity) and Zambezi (from 73% to 85%) basins. By 2030, 70% and 59% of total hydropower capacity will be located in one cluster of rainfall variability in eastern and southern Africa, respectively, increasing the risk of concurrent climate-related electricity supply disruption in each region. Linking of nascent regional electricity sharing mechanisms could mitigate intraregional risk, although these mechanisms face considerable political and infrastructural challenges
