    Energy-Efficient Transmission Schedule for Delay-Limited Bursty Data Arrivals under Non-Ideal Circuit Power Consumption

    This paper develops a novel approach to obtaining energy-efficient transmission schedules for delay-limited bursty data arrivals under non-ideal circuit power consumption. Assuming a-prior knowledge of packet arrivals, deadlines and channel realizations, we show that the problem can be formulated as a convex program. For both time-invariant and time-varying fading channels, it is revealed that the optimal transmission between any two consecutive channel or data state changing instants, termed epoch, can only take one of the three strategies: (i) no transmission, (ii) transmission with an energy-efficiency (EE) maximizing rate over part of the epoch, or (iii) transmission with a rate greater than the EE-maximizing rate over the whole epoch. Based on this specific structure, efficient algorithms are then developed to find the optimal policies that minimize the total energy consumption with a low computational complexity. The proposed approach can provide the optimal benchmarks for practical schemes designed for transmissions of delay-limited data arrivals, and can be employed to develop efficient online scheduling schemes which require only causal knowledge of data arrivals and deadline requirements.Comment: 30 pages, 7 figure

    A unified description for dipoles of the fine-structure constant and SnIa Hubble diagram in Finslerian universe

    We propose a Finsler spacetime scenario of the anisotropic universe. The Finslerian universe requires both the fine-structure constant and accelerating cosmic expansion have dipole structure, and the directions of these two dipoles are the same. Our numerical results show that the dipole direction of SnIa Hubble diagram locates at (l,b)=(314.6∘±20.3∘,−11.5∘±12.1∘)(l,b)=(314.6^\circ\pm20.3^\circ,-11.5^\circ\pm12.1^\circ) with magnitude B=(−3.60±1.66)×10−2B=(-3.60\pm1.66)\times10^{-2}. And the dipole direction of the fine-structure constant locates at (l,b)=(333.2∘±8.8∘,−12.7∘±6.3∘)(l,b)=(333.2^\circ\pm8.8^\circ,-12.7^\circ\pm6.3^\circ) with magnitude B=(0.97±0.21)×10−5B=(0.97\pm0.21)\times10^{-5}.     Finslerian MOND versus the Strong Gravitational Lensing of the Early-type Galaxies

    The gravitational lensing of Bullet Clusters and early-type galaxies pose serious challenges on the validity of MOND. Recently, Finslerian MOND, a generalization of MOND in the framework of Finsler gravity, has been proposed to explain the mass discrepancy problem of Bullet Cluster 1E 0657\ 558. In this paper, we check the validity of the Finslerian MOND in describing the strong gravitational lensing of early-type galaxies. The investigation on ten strong lenses of the CASTLES samples shows that there is no strong evidence for the existence of dark matter.Comment: 11 pages, 2 figures, 2 table

    The Impacts Of Regulatory Regimes And Science & Technology Policy On Innovation Performance:Based On China’s National Hi-Tech Industry Development Zone

    Along with the internal environment of China’s National Hi-tech industry Development Zone becoming more complicated, it’s difficult to show the advantages of their original resources. And internal institutional environment has gradually become more importance on innovation performance. Based on the existing studies, this paper tries to do a regression analysis of Hi-tech zone’s regulatory regimes, policy, and innovation performance, aiming to find out the key institutional factors which influenced the High-tech zone’s innovation performance. The results showed that: (1) the more Municipal administrative privileges Hi-tech zone has, the better its performance will be. (2) The national level policy has a significant positive correlation with innovation performance; but the policy from provincial and municipal governments has a significant negative correlation. (3) The nature of management agency has negative regulation in the relationship between the power of provincial and municipal policies and the innovation performance. This research tries to provide a new revelation for the hi-tech zones, which will help them get more scientific management operations and development policy.
