    Unemployment Insurance under Moral Hazard and Limited Commitment: Public vs Private Provision

    This paper analyses a model of private unemployment insurance under limited commitment and a model of public unemployment insurance subject to moral hazard in an economy with a continuum of agents and an infinite time horizon. The dynamic and steady-state properties of the private unemployment insurance scheme are established. The interaction between the public and private unemployment insurance schemes is examined. Examples are constructed to show that for some parameter values increased public insurance can reduce welfare by crowding out private insurance more than one-to-one and that for other parameter values a mix of both public and private insurance can be welfare maximising.Social Insurance, Moral Hazard, Limited Commitment, Unemployment Insurance, Crowding Out

    Gift-giving, Quasi-Credit and Reciprocity

    The fluctuations in incomes inherent in rural communities can be attenuated by reciprocal assistance. A model of reciprocal assistance based upon rational action and voluntary participation is presented. Individuals provide assistance only if the costs of so doing are outweighed by the benefits from expected future reciprocation. A distinction is made between general reciprocity where the counter obligation is expected but not certain and balanced reciprocity where there is a firm counter obligation. This firm counter obligation is reflected by including a loan or quasi-credit element in any assistance. It is shown how this can increase the assistance given and it may explain the widespread use of quasi-credit in rural comunitities. Moreover it is shown that for a range of parameter values consistent with evidence from three villages in southern India, a simple scheme of gift-giving and quasi-credit can do almost as well as theoretically better but more complicated schemes.implicit contract, gift giving, reciprocity, quasi-credit

    Redshift and velocity dispersion of the cluster of galaxies around NGC 326

    Redshifts of several galaxies thought to be associated with NGC 326 are determined. The results confirm the presence of a cluster and find a mean redshift of z = 0.0477 +/- 0.0007 and a line-of-sight velocity dispersion sigma_{z} = 599 (+230, -110) km/s. The velocity dispersion and previously measured X-ray gas temperature of kT ~ 1.9 keV are consistent with the cluster sigma_{z}/kT relation, and NGC 326 is seen to be a slowly-moving member of the cluster.Comment: 3 pages, to appear in MNRA

    Barriers to women in the UK construction industry

    Purpose – This paper aims to identify the main barriers that lead to the under-representation of women in the UK construction industry. The study, funded by ConstructionSkills, seeks to explore the issues that women face and investigate the potential positive impact that continuous professional development (CPD) may have upon improving the retention and career progression of women. Design/methodology/approach – The study uses an open-ended grounded theory (GT) approach, including 231 semi-structured questionnaires and nine focus groups with women from a range of professional occupations. All the findings were analysed using keyword analysis to identify the top two barriers that women face, alongside a series of cross-cutting key themes and issues. Findings – The findings reveal that male-dominated organisational cultures and inflexible working practices are the main barriers to women in the UK construction industry, irrespective of job role or profession. This paper concludes by arguing for a sea-change in the expansion of CPD opportunities for women in managerial, confidence and communication based skills, with accompanying networking and support systems to facilitate the retention and advancement of women in the industry sector. Research limitations/implications – Due to the research approach, the data are not generalisable. Therefore, researchers are advised to research and test the findings with a larger group. Researchers are also recommended to investigate the impact of expanded CPD opportunities for both men and women. Originality/value – The paper puts forward a business case for the advancement of specific CPD training for women, to facilitate the expansion of equality and diversity in the workforce in the UK construction industry

    Buoyancy-driven inflow to a relic cold core: the gas belt in radio galaxy 3C 386

    We report measurements from an XMM-Newton observation of the low-excitation radio galaxy 3C 386. The study focusses on an X-ray-emitting gas belt, which lies between and orthogonal to the radio lobes of 3C 386 and has a mean temperature of 0.94±0.050.94\pm0.05 keV, cooler than the extended group atmosphere. The gas in the belt shows temperature structure with material closer to the surrounding medium being hotter than gas closer to the host galaxy. We suggest that this gas belt involves a `buoyancy-driven inflow' of part of the group-gas atmosphere where the buoyant rise of the radio lobes through the ambient medium has directed an inflow towards the relic cold core of the group. Inverse-Compton emission from the radio lobes is detected at a level consistent with a slight suppression of the magnetic field below the equipartition value.Comment: 11 pages, 10 figures, accepted for publication in MNRA

    The influence of hydromorphology on instream ecology in lowland rivers

    With the formal adoption of the Water Framework Directive in 2000, into European legislation it committed all member states to ensure that all inland waterbodies should reach good ecological status by 2015. As a result examination of the influence of hydromorphology on the ecological health of riverine ecosystems has become an increasingly important priority for statutory monitoring agencies such as the Environment Agency of England and Wales and equivalents in other parts of the UK. It is anticipated that by increasing our understanding of the role that hydromorphological processes play in shaping river habitats and the ecosystems that they support, river management strategies can be developed that will help lead to waterbodies achieving good ecological status. In this thesis, the influence of river hydromorphology and instream channel management activities on instream macroinvertebrate communities is explored. A two-scale approach was used at a regional macro-scale and local / catchment micro-scale. The macro-scale study examines the ecological, hydrological and geomorphological data for 88 river reaches located within the Environment Agency , Anglian Central and Anglian Northern regions, over a twenty year period (1986-2005). At the micro-scale two sub-catchments were selected, the River Bain and River Lymn, both located in Lincolnshire, England for detailed investigation. The micro-scale study was undertaken using ecological, hydrological and geomorphological data collected over three successive seasons (Autumn 2008, Spring 2009 and Summer 2009) enabling the seasonal variations and the influence of both stream size and habitat biotope on macroinvertebrate community composition and structure to be explored. The hydromorphological characteristics and condition of the rivers were quantified using ecologically relevant hydrological indices, calculated from flow discharge paired with geomorphological indices from River Habitat Survey data. The response of the instream macroinvertebrate communities was examined using a range of ecological indices including the Lotic-invertebrate Index for Flow Evaluation (LIFE). The results of the macro-scale investigation demonstrate that the macroinvertebrate community is directly influenced by instream hydromorphology and the level of anthropogenic modification. The micro-scale study highlights important differences in macroinvertebrate communities associated with instream habitat / biotope composition. The quantification of river hydromorphology, with the use of ecologically relevant hydrological indices and geomorphological indices, derived from River Habitat Survey data, is discussed with regards its ability to help explain the structure and composition of macroinvertebrate communities within highly managed /regulated riverine ecosystems. The implications of this research for river managers and for implementing river restoration and rehabilitation schemes are explored

    Modelling the Demand for Long-term Care to Optimise Local Level Planning

    Long-term care (LTC) includes the range of health, social and voluntary support services provided to those with chronic illness, physical or mental disability. LTC has been widely studied in the literature, in particular due to concerns surrounding how future demographic shifts may impact the LTC system’s ability to cater to increasing amounts of patients not withstanding what the future cost impact might be. With that said, few studies have attempted to model demand at the local level for the purposes of informing local service delivery and organisation. Many developing countries with mature and developed systems of LTC in place are under pressure to reduce health care spend, whilst delivering greater value for money. We suggest that the lack of local studies in LTC stems from the lack of a strong case for the benefits of demand modelling at the local level in combination with low quantity and incomplete social care data. We propose a mathematical model to show how savings may be generated under different models of commitment with third party providers. Secondly, we propose a hybrid-fuzzy demand model to generate estimates of demand in the short to medium term that can be used to inform contract design based on local area needs – such an approach we argue is more suited to problems in which historic activity is incomplete or limited. Our results show that commitment models can be of great use to local health care planners with respect to lowering their care costs, at the same time our formulation had wider generic applicability to procurement type problems where commitment size in addition to the timing of commitments needs to be determined

    Predictive Risk Modelling for Integrated Care: a Structured Review

    If patients at risk of admission or readmission to hospital or other forms of care could be identified and offered suitable early interventions then their lives and long-term health may be improved by reducing the chances of future admission or readmission to care, and hopefully, their cost of care reduced. Considerable work has been carried out in this subject area especially in the USA and the UK. This has led for instance to the development of tools such as PARR, PARR-30, and the Combined Predictive Model for prediction of emergency readmission or admission to acute care. Here we perform a structured review the academic and grey literature on predictive risk tools for social care utilisation, as well as admission and readmission to general hospitals and psychiatric hospitals. This is the first phase of a project in partnership with Docobo Ltd and funded by Innovate UK,in which we seek to develop novel predictive risk tools and dashboards to assist commissioners in Clinical Commissioning Groups with the triangulation of the intelligence available from routinely collected data to optimise integrated care and better understand the complex needs of individuals

    Diffraction-limited Subaru imaging of M82: sharp mid-infrared view of the starburst core

    We present new imaging at 12.81 and 11.7 microns of the central ~40"x30" (~0.7x0.5 kpc) of the starburst galaxy M82. The observations were carried out with the COMICS mid-infrared (mid-IR) imager on the 8.2m Subaru telescope, and are diffraction-limited at an angular resolution of <0".4. The images show extensive diffuse structures, including a 7"-long linear chimney-like feature and another resembling the edges of a ruptured bubble. This is the clearest view to date of the base of the kpc-scale dusty wind known in this galaxy. These structures do not extrapolate to a single central point, implying multiple ejection sites for the dust. In general, the distribution of dust probed in the mid-IR anticorrelates with the locations of massive star clusters that appear in the near-infrared. The 10-21 micron mid-IR emission, spatially-integrated over the field of view, may be represented by hot dust with temperature of ~160 K. Most discrete sources are found to have extended morphologies. Several radio HII regions are identified for the first time in the mid-IR. The only potential radio supernova remnant to have a mid-IR counterpart is a source which has previously also been suggested to be a weak active galactic nucleus. This source has an X-ray counterpart in Chandra data which appears prominently above 3 keV and is best described as a hot (~2.6 keV) absorbed thermal plasma with a 6.7 keV Fe K emission line, in addition to a weaker and cooler thermal component. The mid-IR detection is consistent with the presence of strong [NeII]12.81um line emission. The broad-band source properties are complex, but the X-ray spectra do not support the active galactic nucleus hypothesis. We discuss possible interpretations regarding the nature of this source.Comment: Accepted for publication in PASJ Subaru special issue.
