    Management-level officers’ experiences with the Ferguson Effect

    Purpose The purpose of this paper is to examine the factors associated with management-level officers’ sensitivity to various manifestations of the “Ferguson effect.” Design/methodology/approach A survey was administered to police officers attending an advanced training institute in the Southeastern USA in the fall of 2015. Specifically, a series of items first inquired about negative attitudes attributable to deadly force incidents throughout the country, followed by items tapping into theoretically relevant concepts including self-legitimacy, audience legitimacy, and peer attachment. Findings Findings suggest that like line-level officers, police managers may also harbor various attitudes attributable to a Ferguson effect – including less willingness to be proactive, reduced motivation, less job enjoyment, and a belief that crime will ultimately rise as officers “de-police.” However, officers who believe their communities afford legitimacy to the police were less likely to report these sentiments. Study limitations and avenues for future research are also discussed. Originality/value This is the first study to consider how police managers have been impacted by highly publicized deadly force incidents in recent years. It underscores the importance of maintaining legitimacy in the public eye, particularly in the post-Ferguson era of American policing

    The alleged “Ferguson Effect” and police willingness to engage in community partnership

    In response to increasing violent crime rates in several U.S. cities over the past year, some have pointed the finger of blame at de-policing, a result of the so-called “Ferguson Effect.” Although the Ferguson Effect on crime rates remains an open question, there may also be a Ferguson Effect on other aspects of police officers’ jobs, such as willingness to partner with community members. This study used data from a cross-sectional survey of 567 deputies at an agency in the southeastern U.S. to accomplish 2 objectives: (a) to determine whether the Ferguson Effect is associated with de-policing in the form of decreased willingness to engage in community partnership, and (b) to determine whether such an effect persists upon accounting for perceived organizational justice and self-legitimacy. Ordinary least squares (OLS) regression equations revealed that the Ferguson Effect (as operationalized by reduced motivation stemming from recent negative publicity) was associated with less willingness to engage in community partnership (b = −.10; 95% CI = −.16, −.05). However, upon accounting for organizational justice and self-legitimacy, the Ferguson Effect was rendered insignificant (b = .01; 95% CI = −.05, .07). The findings suggest that officers who have confidence in their authority or perceive their agency as fair are more willing to partner with the community to solve problems, regardless of the effects of negative publicity

    Sensitivity to the Ferguson Effect: The role of managerial organizational justice

    Purpose We argue that the police have been adversely impacted by Ferguson-related negative publicity in ways beyond the supposed increase in crime (e.g., reduced motivation and increased perception of danger). Further, we suggest that organizational justice is a key factor that influences officers\u27 sensitivity to such Ferguson Effects. Methods We used a sample of 510 sheriff\u27s deputies surveyed 6 months after the incident in Ferguson. We explored whether organizational justice is associated with deputies\u27 sensitivity to several manifestations of the Ferguson Effect using OLS and ordered logistic regression models. Results The results demonstrated that deputies who believed their supervisors were more organizationally fair were less likely to feel unmotivated, perceive more danger, believe their colleagues have been negatively impacted, or feel that US citizens and local residents have become more cynical toward the police in the post-Ferguson era. Conclusions Police supervisors who use organizational justice as a guiding managerial philosophy are more likely to shield their officers from the negative work-related outcomes that can follow recent Ferguson-type publicity. Supervisors should be fair, objective, honest, and respectful when dealing with their subordinates in order to communicate that the agency has their back even when it may appear the community does not

    The Impact of Negative Publicity on Police Self-legitimacy

    High-profile events involving police use of force in various cities throughout the US and internationally have garnered enormous media coverage and demonstrated the importance of police-community relations. To date little empirical attention has focused on how such events may negatively impact police officers. Using survey data from 567 officers, this study considers whether perceptions of negative publicity are adversely related to officers’ sense of self-legitimacy (i.e. the confidence they have in their authority). Findings revealed officers who felt less motivated as a result of negative publicity expressed less self-legitimacy. However, the degree to which officers felt their job had become more dangerous as a result of negative publicity was not significantly related to self-legitimacy. These findings increase our understanding of the sources of self-legitimacy and reveal that negative publicity surrounding law enforcement presents a unique challenge to officers’ confidence in their authority, which can have important implications for the community

    Testing a Theoretical Model of Perceived Audience Legitimacy: The Neglected Linkage in the Dialogic Model of Police–community Relations

    Objectives: Democratic policing involves an ongoing dialogue between officers and citizens about what it means to wield legitimate authority. Most of the criminological literature on police legitimacy has focused on citizens’ perceptions of this dialogue—that is, audience legitimacy. Consequently, we know little about how officers perceive their legitimacy in the eyes of the public and the antecedents of such perceptions. Pulling together separate strands of literature pertaining to citizen demeanor, hostile media perceptions, and danger perception theory, we propose and test a theoretical model of perceived audience legitimacy. Method: We conducted two separate studies: the first a survey of 546 officers working at a southern U.S. agency and the second a survey of a national probability sample of 665 executives and high-ranking officers. Results: Local violent crime rates, but not minority group size or growth, are associated with lower perceived audience legitimacy. Additionally, recent experiences with citizen disrespect and global perceptions of citizen animus are both inversely associated with perceived audience legitimacy. The perceived hostility of local, but not national, media coverage is also associated with lower perceived audience legitimacy. Conclusions: Our results suggest a need for additional research that explores whether the antecedents of audience legitimacy indirectly affect police behaviors, like the use of force

    Does Procedural Justice Reduce the Harmful Effects of Perceived Ineffectiveness on Police Legitimacy?

    Objectives: Judgments about police procedural fairness consistently have a stronger influence on how the public ascribes legitimacy to the police than evaluations of police effectiveness. What remains largely underexplored, however, is the potential moderating effect of procedural justice on the relationship between effectiveness and legitimacy and whether this moderation varies by citizen race. Method: We administered two separate surveys to determine whether procedural justice\u27s moderating effect on the relationship between police ineffectiveness and legitimacy varies by citizen race. The first was a mail survey of a random sample of citizens in a southern US city (N=1,681) conducted in 2013; the second, a national survey of adults (N=972) administered via Qualtrics in 2022. Results: We found that procedural justice could help protect against the harmful influence of perceived ineffectiveness on police legitimacy in Study 2. However, contrary to expectations, this moderation effect held only for White Americans. Conclusions: The effect of perceived ineffectiveness on legitimacy evaluations does not vary depending on citizens’ perceptions of procedural justice. Yet, police still do have control over how they treat people with whom they interact, which is one mechanism that can improve citizens’ views on police legitimacy

    Police officers’ attitudes toward citizen advisory councils

    Purpose The purpose of this paper is to explore the antecedents of sheriff deputies’ perceived legitimacy of their agency’s citizen advisory council (CAC). Design/methodology/approach The authors obtained survey data from 567 sheriff deputies in a southeastern state. The authors first asked whether respondents knew their agency had a CAC, and then asked those who responded affirmatively a series of questions about the legitimacy of the council. The authors then ran an ordinary least squares regression that included organizational justice, self-legitimacy and public scrutiny as independent variables predicting perceived legitimacy of the CAC. Findings Deputies who perceived greater organizational justice from command staff were significantly more likely to perceive the CAC as legitimate. Originality/value In response to strained police/community relations, reform advocates have urged the police to embrace a more democratic style of policing, including allowing for more citizen oversight of agencies. The study sheds light on how line-level officers perceive such oversight

    Demeanor, Race, and Police Perceptions of Procedural Justice: Evidence from Two Randomized Experiments

    President Obama’s Task Force on 21st Century Policing recently endorsed procedural justice as a way to restore trust between police and communities. Yet police–citizen interactions vary immensely, and research has yet to give sufficient consideration to the factors that might affect the importance officers place on exercising procedural justice during interactions. Building on research examining “moral worthiness” judgments and racial stereotyping among police officers, we conducted two randomized experiments to test whether suspect race and demeanor affect officers’ perceptions of the threat of violence and importance of exercising procedural justice while interacting with suspicious persons. We find that suspect race fails to exert a statistically significant effect on either outcome. However, demeanor does—such that officers perceive a greater threat of violence and indicate it is less important to exercise procedural justice with disrespectful suspects. These findings have implications for procedural justice training, specifically, and police–community relations more broadly

    Command-level Police Officers’ Perceptions of the “War on Cops” and De-policing

    Policing has been the subject of intense public scrutiny for the better part of two years after several high-profile police killings of unarmed African Americans across the United States. The scrutiny has been so extreme that some contend there is currently a “war on cops”—whereby citizens are emboldened by protests and negative media coverage of the police, and are lashing out by assaulting police officers more frequently. In response, it is argued that officers are de-policing (i.e. avoiding proactive stops). We surveyed command-level police officers from a southeastern state about their attitudes concerning the war on cops and de-policing. The majority of our sample believed there has been a war on cops over the last two years. Moreover, officers who felt strongly about the existence of a war on cops were more likely to believe that de-policing is common among officers in today’s world of law enforcement

    Is the Effect of Procedural Justice on Police Legitimacy Invariant? Testing the Generality of Procedural Justice and Competing Antecedents of Legitimacy

    Objectives This study tests the generality of Tyler’s process-based model of policing by examining whether the effect of procedural justice and competing variables (i.e., distributive justice and police effectiveness) on police legitimacy evaluations operate in the same manner across individual and situational differences. Methods Data from a random sample of mail survey respondents are used to test the “invariance thesis” (N = 1681). Multiplicative interaction effects between the key antecedents of legitimacy (measured separately for obligation to obey and trust in the police) and various demographic categories, prior experiences, and perceived neighborhood conditions are estimated in a series of multivariate regression equations. Results The effect of procedural justice on police legitimacy is largely invariant. However, regression and marginal results show that procedural justice has a larger effect on trust in law enforcement among people with prior victimization experience compared to their counterparts. Additionally, the distributive justice effect on trust in the police is more pronounced for people who have greater fear of crime and perceive higher levels of disorder in their neighborhood. Conclusion The results suggest that Tyler’s process-based model is a “general” theory of individual police legitimacy evaluations. The police can enhance their legitimacy by ensuring procedural fairness during citizen interactions. The role of procedural justice also appears to be particularly important when the police interact with crime victims
