    Governing Rapid Growth in Asia: State-led Development in Historical Perspective

    Rapid growth in Asia has often been explained in terms of effective policies pursued by a ā€œdevelopmental stateā€. In particular, countries in East Asia are said to be characterized by the presence of a strong state with technocratic capacity and social embeddedness. This inaugural address looks beyond the institutional features of the state by outlining a process-driven approach to analyze state-led development. State-led development occurred in those Asian countries when economic development was upheld as a national project and a constitutive function of the state, when a pact of developmental alliance was forged between conflicting societal interests and ruling powers, when political entrepreneurship existed to fill in institutional void and to define institutional functionality, and when reforms were carried out with regular adjustments

    Can job turnover improve technical efficiency? : a study of state-owned enterprises in Shanghai

    This paper studies the relationship between job turnover and technical efficiency of state-owned enterprise (SOEs) in Shanghai\u27s manufacturing sector during the period of 1989-1992. Data Envelopment Analysis (DEA) is used to compute measure of technical efficiency for each enterprise. Our findings indicate that, for non-expanding SOEs, the relationship between job turnover (i.e., downsizing) and technical efficiency is a U-shaped one such that efficiency declines at low levels of turnover,but after a certain level, it starts to increase. In addition, we show that small non-expanding SOEs (i.e., with employment size less than 100) start to increase their efficiency at a lower level of turnover than other medium and large SOEs. We also find that for medium and large expanding SOEs, the turnover-efficiency relationship is a positive and linear one

    Incremental Learning on Food Instance Segmentation

    Food instance segmentation is essential to estimate the serving size of dishes in a food image. The recent cutting-edge techniques for instance segmentation are deep learning networks with impressive segmentation quality and fast computation. Nonetheless, they are hungry for data and expensive for annotation. This paper proposes an incremental learning framework to optimize the model performance given a limited data labelling budget. The power of the framework is a novel difficulty assessment model, which forecasts how challenging an unlabelled sample is to the latest trained instance segmentation model. The data collection procedure is divided into several stages, each in which a new sample package is collected. The framework allocates the labelling budget to the most difficult samples. The unlabelled samples that meet a certain qualification from the assessment model are used to generate pseudo-labels. Eventually, the manual labels and pseudo-labels are sent to the training data to improve the instance segmentation model. On four large-scale food datasets, our proposed framework outperforms current incremental learning benchmarks and achieves competitive performance with the model trained on fully annotated samples

    Consumption patterns of entrepreneurs in the People\u27s Republic of China

    Since the implementation of economic reforms in 1978 in the People\u27s Republic of China, entrepreneurs have emerged as a new consumer group. With rising income and high consumption power, entrepreneurs have become major consumers for expensive goods and services. However, little research has been carried out to understand their consumption decisions. In this paper, we study the consumption patterns of small business .owners, getihu, in China by using a set of large-scale, nation-wide survey data. Their consumption is postulated to be affected by (1) risk factors which include failure risk and financial (leverage) risk, (2) household variables such as the household size, financial and labor resources in the family, (3) the future plans of their business, and (4) home ownership. The effects of these factors on consumption patterns are evaluated. Our empirical results, based on regression and Tobit analysis, showed that all these factors are important in the consumption decisions of the entrepreneurs\u27 households. In particular, risk and household factors are statistically significant in accounting for the variations in their consumption patterns. The marketing implications are also discussed

    Job turnover in China : a case study of Shanghai\u27s manufacturing enterprises

    This paper studies the job turnover among manufacturing enterprises in Shanghai during the period from 1989 to 1992. Various indicators of job turnover, including job expansion rate, job contraction rate, net job growth rate, gross job reallocation rate, and excess job reallocation rate are calculated. The empirical results demonstrate that types of ownership and firm size are significant factors in accounting for the changes in job generation and job reallocation. Among various types of enterprise, international joint ventures and small firms (i.e., those that employ less than 100 workers) are more able to create jobs and to generate job reallocation

    GroundNLQ @ Ego4D Natural Language Queries Challenge 2023

    In this report, we present our champion solution for Ego4D Natural Language Queries (NLQ) Challenge in CVPR 2023. Essentially, to accurately ground in a video, an effective egocentric feature extractor and a powerful grounding model are required. Motivated by this, we leverage a two-stage pre-training strategy to train egocentric feature extractors and the grounding model on video narrations, and further fine-tune the model on annotated data. In addition, we introduce a novel grounding model GroundNLQ, which employs a multi-modal multi-scale grounding module for effective video and text fusion and various temporal intervals, especially for long videos. On the blind test set, GroundNLQ achieves 25.67 and 18.18 for R1@IoU=0.3 and R1@IoU=0.5, respectively, and surpasses all other teams by a noticeable margin.     Bridging dentistry and traditional Chinese medicine : a study on the current mutual understanding among the future practitioners

    Objectives: This project aimed to promote the mutual understanding between dental and TCM students. The objectives were to describe the current teaching of dentistry in the TCM schools and that of TCM in the dental school, to describe the TCM studentsā€™ knowledge on dentistry and the dental studentsā€™ knowledge on TCM, and to produce promotional materials for enhancing the mutual understanding between dental and TCM students. Methods: Information on the current teaching of dentistry in the TCM schools and that of TCM in the dental school was collected through a search on the undergraduate programme syllabus and conducting interviews with the leaders of the schools. Questionnaire surveys were conducted among the final year students of the TCM and the dental schools to collect information on their knowledge of the counter profession. Two leaflets and a short video were produced with the aid of computer software and used in the promotional activities. Results: It was found that very little information on dentistry was covered in the undergraduate programmes of the three TCM schools, and vice versa in the dental school. A total of 39 TCM students and 55 dental students completed the questionnaire survey. Most of the students did not know the basic theories and practice of the counter profession. Less than half of the student knew what types of patient cases may be suitable for cross-referral to the other profession. Conclusions: The TCM and dental schools in Hong Kong do not have scheduled teaching on the counter profession. The TCM students have little knowledge on dentistry and how to collaborate with dental practitioners on patients presented with oral problems. Conversely, it is the same for the dental students. Lastly, informative printed and audio-visual promotional materials can be produced with limited resources and used to facilitate the mutual understanding between TCM and dental practitioners.published_or_final_versio

    Regulation of SOX11 expression through CCND1 and STAT3 in mantle cell lymphoma

    The neural transcription factor SOX11 is usually highly expressed in typical mantle cell lymphoma (MCL), but it is absent in the more indolent form of MCL. Despite being an important diagnostic marker for this hard-to-treat malignancy, the mechanisms of aberrant SOX11 expression are largely unknown. Herein, we describe 2 modes of SOX11 regulation by the cell-cycle regulator cyclin D1 (CCND1) and the signal transducer and activator of transcription 3 (STAT3). We found that ectopic expression of CCND1 in multiple human MCL cell lines resulted in increased SOX11 transcription, which correlated with increased acetylated histones H3K9 and H3K14 (H3K9/14Ac). Increased H3K9/14Ac and SOX11 expression was also observed after histone deacetylase 1 (HDAC1) or HDAC2 was depleted by RNA interference or inhibited by the HDAC inhibitor vorinostat. Mechanistically, we showed that CCND1 interacted with and sequestered HDAC1 and HDAC2 from the SOX11 locus, leading to SOX11 upregulation. Interestingly, our data revealed a potential inverse relationship between phosphorylated Y705 STAT3 and SOX11 expression in MCL cell lines, primary tumors, and patient-derived xenografts. Functionally, inactivation of STAT3 by inhibiting the upstream Janus kinase (JAK) 1 or JAK2 or by STAT3 knockdown was found to increase SOX11 expression, whereas interleukin-21 (IL-21)ā€“induced STAT3 activation or overexpression of the constitutively active form of STAT3 decreased SOX11 expression. In addition, targeting SOX11 directly by RNA interference or indirectly by IL-21 treatment induced toxicity in SOX11^+ MCL cells. Collectively, we demonstrate the involvement of CCND1 and STAT3 in the regulation of SOX11 expression, providing new insights and therapeutic implications in MCL

    BCL-3 loss sensitises colorectal cancer cells to DNA damage by targeting homologous recombination

    The proto-oncogene BCL-3 is upregulated in a subset of colorectal cancers (CRC), where it has been shown to enhance tumour cell survival. However, although increased expression correlates with poor patient prognosis, the role of BCL-3 in determining therapeutic response remains largely unknown. In this study, we use combined approaches in multiple cell lines and pre-clinical mouse models to investigate the function of BCL-3 in the DNA damage response. We show that suppression of BCL-3 increases Ī³H2AX foci formation and decreases homologous recombination in CRC cells, resulting in reduced RAD51 foci number and increased sensitivity to PARP inhibition. Importantly, a similar phenotype is seen in Bcl3-/- mice, where Bcl3-/- mouse crypts also exhibit sensitivity to DNA damage with increased Ī³H2AX foci compared to wild type mice. Additionally, Apc.Kras-mutant x Bcl3-/- mice are more sensitive to cisplatin chemotherapy compared to wild type mice. Taken together, our results identify BCL-3 as a regulator of the cellular response to DNA damage and suggests that elevated BCL-3 expression, as observed in CRC, could increase resistance of tumour cells to DNA damaging agents including radiotherapy. These findings offer a rationale for targeting BCL-3 in CRC as an adjunct to conventional therapies and suggest that BCL-3 expression in tumours could be a useful biomarker in stratification of rectal cancer patients for neo-adjuvant chemoradiotherapy
