A Conversation with Monroe Sirken
Born January 11, 1921 in New York City, Monroe Sirken grew up in a suburb of
Pasadena, California. He earned B.A. and M.A. degrees in sociology at UCLA in
1946 and 1947, and a Ph.D. in 1950 in sociology with a minor in mathematics at
the University of Washington in 1950 where Professor Z. W. Birnbaum was his
mentor and thesis advisor. As a Post-Doctoral Fellow of the Social Science
Research Council, Monroe spent 1950--1951 at the Statistics Laboratory,
University of California at Berkeley and the Office of the Assistant Director
for Research, U.S. Bureau of the Census in Suitland, Maryland. Monroe visited
the Census Bureau at a time of great change in the use of sampling and survey
methods, and decided to remain. He began his government career there in 1951 as
a mathematical statistician, and moved to the National Office of Vital
Statistics (NOVS) in 1953 where he was an actuarial mathematician and a
mathematical statistician. He has held a variety of research and administrative
positions at the National Center for Health Statistics (NCHS) and he was the
Associate Director, Research and Methodology and the Director, Office of
Research and Methodology until 1996 when he became a senior research scientist,
the title he currently holds. Aside from administrative responsibilities,
Monroe's major professional interests have been conducting and fostering survey
and statistical research responsive to the needs of federal statistics. His
interest in the design of rare and sensitive population surveys led to the
development of network sampling which improves precision by linking multiple
selection units to the same observation units. His interest in fostering
research on the cognitive aspects of survey methods led to the establishment of
permanent questionnaire design research laboratories, first at NCHS and later

Predictive aging of polymers
A method of predicting aging of polymers operates by heating a polymer in the outdoors to an elevated temperature until a change of property is induced. The test is conducted at a plurality of temperatures to establish a linear Arrhenius plot which is extrapolated to predict the induction period for failure of the polymer at ambient temperature. An Outdoor Photo Thermal Aging Reactor (OPTAR) is also described including a heatable platen for receiving a sheet of polymer, means to heat the platen and switching means such as a photoelectric switch for turning off the heater during dark periods
Loneliness, coping practices and masculinities in later life:Findings from a study of older men living alone in England
While much attention has been given to loneliness as a public health and societal problem less consideration has been given to men's experiences, particularly in later life, and there is a limited evidence based on what works with supporting older men to counteract the impact of loneliness on their mental and social wellbeing. In this paper, we focus on the experiences of older men living alone in the community. Between 2017â2018 72 men residing in England (65â95Â years) took part in the study and shared their accounts of experiencing and addressing loneliness on an everyday basis. We generated qualitative data through semiâstructured interviews. Interview data were analysed thematically using the framework analysis approach. We present and discuss findings on the difficulties older men experience in responding to and discussing loneliness and the range of coping practices men applied within their home environments. Three core themes are presented: 1. Maintaining silence around loneliness and distress; 2. Getting on with it versus feeling stuck in loneliness and, 3. Temporary remedies and distractions from loneliness from within the home. Across men's accounts, âthe homeâ is constructed as a space of biographical connections with others as well as a restrictive environment of separation from others. In relation to helpâseeking and efforts to break silence surrounding loneliness, the findings speak to the ways in which masculinities and social expectations attached to male roles complicate older men's varying attempts at helpâseeking and underpin some of their everyday methods of coping with loneliness. The findings reiterate the importance of targeted individual support for older men, particularly for those feeling frozen in loneliness. Facilitators of groupâbased support for older men need to recognise the different and potentially conflicting positions older male service users may adopt in relation to helpâseeking that are configured around masculine ideals but in diverging ways
Durable low surface-energy surfaces
A formulation for forming a low surface-energy surface on a substrate having (i) a fluoroalkyl silane having a low surface energy part, (ii) a liquid crystal silane operable for enhancing the orientation of the molecules of the fluoroalkyl silane and for crosslinking with the fluoroalkyl silane, and, (iii) a transport medium for applying the fluoroalkyl silane and the liquid crystal silane to the surface of a substrate. In one embodiment the formulation can includes a crosslinking agent for crosslinking the fluoroalkyl silane. In another embodiment the formulation has a condensation catalyst for enhancing chemical bonding of the fluoroalkyl silane to the substrate. The transport medium can be an alcohol such as methanol or ethanol
Self-Deployable Membrane Structures
Currently existing approaches for deployment of large, ultra-lightweight gossamer structures in space rely typically upon electromechanical mechanisms and mechanically expandable or inflatable booms for deployment and to maintain them in a fully deployed, operational configuration. These support structures, with the associated deployment mechanisms, launch restraints, inflation systems, and controls, can comprise more than 90 percent of the total mass budget. In addition, they significantly increase the stowage volume, cost, and complexity. A CHEM (cold hibernated elastic memory) membrane structure without any deployable mechanism and support booms/structure is deployed by using shape memory and elastic recovery. The use of CHEM micro-foams reinforced with carbon nanotubes is considered for thin-membrane structure applications. In this advanced structural concept, the CHEM membrane structure is warmed up to allow packaging and stowing prior to launch, and then cooled to induce hibernation of the internal restoring forces. In space, the membrane remembers its original shape and size when warmed up. After the internal restoring forces deploy the structure, it is then cooled to achieve rigidization. For this type of structure, the solar radiation could be utilized as the heat energy used for deployment and space ambient temperature for rigidization. The overall simplicity of the CHEM self-deployable membrane is one of its greatest assets. In present approaches to space-deployable structures, the stow age and deployment are difficult and challenging, and introduce a significant risk, heavy mass, and high cost. Simple procedures provided by CHEM membrane greatly simplify the overall end-to-end process for designing, fabricating, deploying, and rigidizing large structures. The CHEM membrane avoids the complexities associated with other methods for deploying and rigidizing structures by eliminating deployable booms, deployment mechanisms, and inflation and control systems that can use up the majority of the mass budge
The contribution of volunteers in social care services for older people
Faced with unprecedented challenges, the adult social care sector in England has seen increasing attention given to the potential of volunteers to contribute to service provision. This article reports the findings of a qualitative study that explored the contribution made by volunteers to social care services for older people. The article draws attention to the difficulties associated with recruiting and training volunteers to work in the sector, particularly during a period of reduced public expenditure, which is putting the sector under strain. Given the challenges faced, the article considers whether it is appropriate to involve volunteers in care work
âExtra handsâ or the âicing on the cakeâ?:The boundaries of the volunteer role in formal care settings in England
The adult social care sector in England has been encouraged to increase the role of volunteers in service delivery. To understand the volunteer role in care delivery and its impact upon paid care work, we undertook 94 qualitative interviews in seven care settings for older people in England. While the boundaries between care worker and volunteer were clearly established in some organisations, they were more indistinguishable in others. We discuss how both clear and murky boundary making, especially regarding âemotionalâ and âbodilyâ aspects of care, can contribute towards paid care workâs invisibility, lack of recognition and poor remuneration
Exploring the role of volunteers in social care for older adults
Purpose
This paper aims to report the findings of a study that explores the contribution volunteers make to social care for older adults, identifying lessons for the social care sector and policymakers.
Design/methodology/approach
An exploratory multiple case study design was used to capture the perspectives and experiences of managers of services, volunteer co-ordinators, volunteers, paid care staff and older people. Seven diverse social care organisations took part in the study drawn from three locations in the South West of England.
Findings
This study identified three distinct models of volunteer contribution to social care services for older people. Although the contributions made by volunteers to services are valued, the study drew attention to some of the challenges related to their involvement.
Research limitations/implications
The organisations taking part in this small-scale study were all based in the South West of England, and the findings are therefore not generalisable but contribute to the growing evidence base related to this important field.
Practical implications
This study demonstrates the importance of the volunteer co-ordinator role and suggests that it is properly funded and resourced. It also confirms the importance of volunteers receiving appropriate training and support.
Originality/value
Given the increasing involvement of volunteers in the provision of social care, this paper provides lessons to ensure the role of volunteers in social care enhances rather than diminishes the quality of care provided
Far-UV FUSE spectroscopy of the OVI resonance doublet in Sand2 (WO)
We present Far-Ultraviolet Spectroscopic Explorer (FUSE) spectroscopy of Sand
2, a LMC WO-type Wolf-Rayet star, revealing the OVI resonance P Cygni doublet
at 1032-38A. These data are combined with HST/FOS ultraviolet and Mt Stromlo
2.3m optical spectroscopy, and analysed using a spherical, non-LTE,
line-blanketed code. Our study reveals exceptional stellar parameters:
T*=150,000K, v_inf=4100 km/s, log (L/Lo)=5.3, and Mdot=10^-5 Mo/yr if we adopt
a volume filling factor of 10%. Elemental abundances of C/He=0.7+-0.2 and
O/He=0.15(-0.05+0.10) by number qualitatively support previous recombination
line studies. We confirm that Sand 2 is more chemically enriched in carbon than
LMC WC stars, and is expected to undergo a supernova explosion within the next
