Society in need of transformation. Citizen-Foresight as a method to co-create urban future
The European Commission highlights that creating shared values and democratic citizenship is a today’s requirement to answer challenges of urbanization in Europe. The awareness about the necessity of inclusion of vulnerable groups such as elderly or migrants is still a substantial deficit in research on inclusion. As a matter of principle, future cannot be forecasted. The most effective way to foresee future is to jointly shape it! The Participatory Citizen-Foresight offers a neutral transformation-room and multi-method coordination-framework for detecting accessible and tacit-knowledge for change. In co-creation citizens, experts and Civil-Servants gain insights into complex interdependencies allowing mutual learning and behavior in rehearsal for transition. Society is in need of powerful, collective pictures serving self-confidence and self-responsibility of citizens. First, we describe the specific, participatory-foresight approach. Second, we highlight preconditions for learning and societal change based on constructivism and brain research. Third, we show how this can work in reality by shortly outlining two Citizen-Foresight cases with elderlies and, fourth, we derive selection-criteria for methods aiming at transforming mental images, maps and behaviour.
Erinnerung an eine bessere Zukunft : Syntax für eine komplementäre Innovationsberatung
Mit Hilfe des Fallbeispieles einer komplementÃngige Unterscheidung organisationaler, nationaler und globaler Innovationssystemen wird dabei in das neuartige syntaktische INNO-Prozessmodell (Pd-o-I) integriert. Damit sollen Vertreter der Fach- und Prozessberatung zum Experimentieren "im Feld der komplementÃre INNO-Beratung durchgefÃhrt.
Experteninterviews mit INNO-Fachberatern und Vergleiche der Interventionsformate vorkomplementÃrer Beratersysteme Ergebnisse der qualitativen Sozialforschung. Die Entwicklung des Pd-o-I - Modells (Prozess organisationalen Innovierens) ist Ergebnis auÃeruniversitÃnge zum Thema Innovation und kÃnnen deren Implikationen fÃr neuartige Rollen- und Beziehungsgestaltungen im Beratungkontext nutzen. Meta-Interventionsformate zur (Kontext-) Steuerung von Prozessen des Innovierens wie z.B. INNO-Phasenmodell, INNO-Architekturelemente, INNO-Intervention-Mix sind pilotiert und kÃnnen mit Hilfe von (Pd-o-I) Leit- und Beobachtungsdifferenzen fÃr komplementÃre Innovationsberatung mit uneinschÃrkung ihrer SelbststeuerungsfÃltige, branchenspezifischer Denkmodelle (GIS) anbieten kÃnnen, dort, wo beide miteinander mehr Erfolg haben als jeder fÃr sich alleine, kann ein tragfÃren Innovationsberatung entstehen.Based on a case study of complementary INNO-Counselling and a syntactic INNO-process-model critical observation factors, structural and process elements and intervention formats are developed. Due to economic distinctions organisational, national and global innovation systems are integrated in the innovative, syntactic INNO-process-model (Po-o-I). Thus representatives of specialist advising and organisational development are invited to experiment in the field of the new paradigm of complementary INNO-Counselling.
To exemplify the new paradigm of complementary INNO-Counselling a case study is realised. Expert interviews and the comparison of pre-complementary intervention formats are results of qualitative social research in addition to a functionality of complementary counsellor-systems study. A "Process of Organisational Innovation Model" (Po-o-I) was developed within applied research approach. The way how to draw conclusions from the case study and to put all results back into the context of development is characteristic for organisational development research.
Counsellors gain access to economic and systems research approaches to innovation and can utilize their impacts for creating a new role- and relationship management. Meta formats of context management for innovation processes e.g. INNO-phase-model, INNO-architectural-elements, INNO-intervention-mix were piloted and can be used in addition to guiding and observation distinctions for complementary INNO-Counselling.
Thereby we show novel rules of border management by using a pattern breaking innovation management function.
An outcome of this is that complementary INNO-Counselling deals with unpredictable risk. Specialist advisers need organisational developers to realise their radical technology concepts and management methods within lived communication processes. Organisational developers need specialist advisers to offer a wide variety of sectoral good practice models in addition to strengthening the organisational self regulation competences.
