A scientific operations plan for the NASA space telescope
A ground system is described which is compatible with the operational requirements of the space telescope. The goal of the ground system is to minimize the cost of post launch operations without seriously compromising the quality and total throughput of space telescope science, or jeopardizing the safety of the space telescope in orbit. The resulting system is able to accomplish this goal through optimum use of existing and planned resources and institutional facilities. Cost is also reduced and efficiency in operation increased by drawing on existing experience in interfacing guest astronomers with spacecraft as well as mission control experience obtained in the operation of present astronomical spacecraft
Exact Tests for Two-Way Contingency Tables with Structural Zeros
Fisher's exact test, named for Sir Ronald Aylmer Fisher, tests contingency tables for homogeneity of proportion. This paper discusses a generalization of Fisher's exact test for the case where some of the table entries are constrained to be zero. The resulting test is useful for assessing cases where the null hypothesis of conditional multinomial distribution is suspected to be false. The test is implemented in the form of a new R package, aylmer.

Evidence for a Fractional Quantum Hall Nematic State in Parallel Magnetic Fields
We report magneto-transport measurements for the fractional quantum Hall
state at filling factor 5/2 as a function of applied parallel magnetic
field (). As is increased, the 5/2 state becomes increasingly
anisotropic, with the in-plane resistance along the direction of
becoming more than 30 times larger than in the perpendicular direction.
Remarkably, the resistance anisotropy ratio remains constant over a relatively
large temperature range, yielding an energy gap which is the same for both
directions. Our data are qualitatively consistent with a fractional quantum

The Principal Axis of the Virgo Cluster
Using accurate distances to individual Virgo cluster galaxies obtained by the
method of Surface Brightness Fluctuations, we show that Virgo's brightest
ellipticals have a remarkably collinear arrangement in three dimensions. This
axis, which is inclined by 10 to 15 degrees from the line of sight, can be
traced to even larger scales where it appears to join a filamentary bridge of
galaxies connecting Virgo to the rich cluster Abell 1367. The orientations of
individual Virgo ellipticals also show some tendency to be aligned with the
cluster axis, as does the jet of the supergiant elliptical M87. These results
suggest that the formation of the Virgo cluster, and its brightest member
galaxies, have been driven by infall of material along the Virgo-A1367
filament.Comment: 8 pages, 4 figures, accepted for publication in ApJ Letter
Observation of An Anisotropic Wigner Crystal
We report a new correlated phase of two-dimensional charged carriers in high
magnetic fields, manifested by an anisotropic insulating behavior at low
temperatures. It appears near Landau level filling factor in hole
systems confined to wide GaAs quantum wells when the sample is tilted in
magnetic field to an intermediate angle. The parallel field component
() leads to a crossing of the lowest two Landau levels, and an
elongated hole wavefunction in the direction of . Under these
conditions, the in-plane resistance exhibits an insulating behavior, with the
resistance along more than 10 times smaller than the resistance
perpendicular to . We interpret this anisotropic insulating phase as a
two-component, striped Wigner crystal
