L’État français a pris pour habitude de brandir la Constitution comme une limite à ne pas dépasser. Or, la Constitution reflétant l’histoire politique d’un État, sa culture politique et juridique, les peuples de l’outre-mer ne se sentent pas toujours liés à cette vision du politique. Dès lors, le concept de "pays associé", inconnu dans le droit français, est fréquemment désigné comme une des solutions institutionnelles en Nouvelle-Calédonie. Dans la société éclatée calédonienne, le vouloir-vivre ensemble suppose un dialogue de l’homme avec lui-même porté par la tolérance, sans excès de ressentiment, vers un bricolage politique, autre mot donné à l’audace. The French State's concessions to an Oceanian political culture

It has to be admitted that concessions made by the French State have played a major role in obtaining social peace in French Polynesia. In acknowledging a political culture which is different from its own, the French Republic has agreed to redefine and adapt its institutional certainties to another reality. Today, the French State has accepted the principle of a revision of the Constitution so as to notably institute a local legislative power whereas such dispositions had previously remained contrary to French Republican political culture.En Polynésie française, il faut convenir que, sur le plan institutionnel, ce sont d'abord les concessions de l'Etat qui ont garanti la paix sociale. En effet, en reconnaissant une autre culture politique que la sienne, la République a accepté de corriger et d'adapter ses certitudes institutionnelles à une autre réalité. Mais cette certitude a été le fruit d'une longue maturation. L'Etat accepte aujourd'hui le principe d'une révision de la Constitution afin d'instaurer, notamment, un pouvoir législatif local et une discrimination positive, dispositions jusque-là contraires à la culture politique républicain
