Understanding the effects of violent video games on violent crime
Psychological studies invariably find a positive relationship between violent video game play and aggression. However, these studies cannot account for either aggressive effects of alternative activities video game playing substitutes for or the possible selection of relatively violent people into playing violent video games. That is, they lack external validity. We investigate the relationship between the prevalence of violent video games and violent crimes. Our results are consistent with two opposing effects. First, they support the behavioral effects as in the psychological studies. Second, they suggest a larger voluntary incapacitation effect in which playing either violent or non-violent games decrease crimes. The Potential Impact of a Proposed Ban on the Sale of U.S. Horses for Slaughter and Human Consumption
Both federal and state governments in the United States are being asked to enact laws that would make slaughtering of horses for human consumption illegal. In the past, the United States was one of the principal exporters of horsemeat to Europe. This paper examines the impacts of a proposed ban on the U.S. horse industry and the U.S. export market for horsemeat. Findings indicate a loss of approximately $300 per horse in the United States as a result of such a ban. The supply of U.S. exported horsemeat has declined during the past decade. Economics analysis of mitigation strategies for FMD introduction in highly concentrated animal feeding regions
Outbreaks of infectious animal diseases can lead to substantial losses as evidenced by 2003 US BSE (Bovine Spongiform Encephalopathy) event with consequent loss of export markets, and the 2001 UK FMD (Foot and Mouth Disease) outbreak that has cost estimates in the billions. In this paper we present a linked epidemiologic-economic modeling framework which is used to investigate several FMD mitigation strategies under the context of an FMD outbreak in a concentrated cattle feeding region in the US. In this study we extend the literature by investigating the economic effectiveness of some previously unaddressed strategies including early detection, enhanced vaccine availability, and enhanced surveillance under various combinations of slaughter, surveillance, and vaccination. We also consider different disease introduction points at a large feedlot, a backgrounder feedlot, a large grazing herd, and a backyard herd all in the Texas High Plains. In terms of disease mitigation strategies we evaluate the economic effectiveness of: 1. Speeding up initial detection by one week from day 14 to day 7 after initial infection; 2. Speeding up vaccine availability from one week post disease detection to the day of disease detection; 3.Doubling post event surveillance intensity. To examine the economic implications of these strategies we use a two component stochastic framework. The first component is the epidemiologic model that simulates the spread of FMD as affected by control policies and introduction scenarios. The second component is an economics module, which calculates an estimate of cattle industry losses plus the costs of implementing disease control. The results show that early detection of the disease is the most effective mechanism for minimizing the costs of outbreak. Rapid Effective Trace-Back Capability Value in Reducing the Cost of a Foot and Mouth Disease Event
This study evaluates how the availability of animal tracing affects the cost of a hypothetical Foot and Mouth Disease (FMD) outbreak in the Texas High Plains using alternative tracing scenarios. To accomplish this objective, the AusSpread epidemic disease spread model (Ward et al., 2006) is used to simulate a High Plains FMD outbreak under different animal tracing possibilities. A simple economic costing module (Elbakidze, 2008) is used to determine the savings in terms of animal disease mitigation costs from rapid, effective trace-back. The savings from increased traceability are then be compared to the cost of a functional National Animal Identification System (NAIS). Initial results indicate that rapid, effective tracing reduces the overall cost of disease outbreaks and that the benefits per animal in terms of reduced cost of an outbreak more than outweigh the annualized cost per animal of implementing a NAIS. A value of time related to controlling an outbreak is estimated to have increased benefits from an identification system that incorporates a rapid response capability. Electrical and thermal finite element modeling of arc faults in photovoltaic bypass diodes.
Arc faults in photovoltaic (PV) modules have caused multiple rooftop fires. The arc generates a high-temperature plasma that ignites surrounding materials and subsequently spreads the fire to the building structure. While there are many possible locations in PV systems and PV modules where arcs could initiate, bypass diodes have been suspected of triggering arc faults in some modules. In order to understand the electrical and thermal phenomena associated with these events, a finite element model of a busbar and diode was created. Thermoelectrical simulations found Joule and internal diode heating from normal operation would not normally cause bypass diode or solder failures. However, if corrosion increased the contact resistance in the solder connection between the busbar and the diode leads, enough voltage potentially would be established to arc across micron-scale electrode gaps. Lastly, an analytical arc radiation model based on observed data was employed to predicted polymer ignition times. The model predicted polymer materials in the adjacent area of the diode and junction box ignite in less than 0.1 seconds
Water-anion hydrogen bonding dynamics: Ultrafast IR experiments and simulations

Understanding the dynamics that govern this network is fundamental to elucidating the behavior of pure water and water in biological and physical systems. In ultrafast nonlinear infrared experiments, the accessible time scales are limited by water’s rapid vibrational relaxation (1.8 ps for dilute HOD in H2O), precluding interrogation of slow hydrogen bond evolution in non-bulk systems. Here, hydrogen bonding dynamics in bulk D2O were studied from the perspective of the much longer lived (36.2 ps) CN stretch mode of selenocyanate (SeCN−) using polarization selective pump-probe (PSPP) experiments, two-dimensional infrared (2D IR) vibrational echo spectroscopy, and molecular dynamics simulations. The simulations make use of the empirical frequency mapping approach, applied to SeCN− for the first time. The PSPP experiments and simulations show that the orientational correlation function decays via fast (2.0 ps) restricted angular diffusion (wobbling-in-a-cone) and complete orientational diffusive randomization (4.5 ps). Spectral diffusion, quantified in terms of the frequency-frequency correlation function, occurs on two time scales. The initial 0.6 ps time scale is attributed to small length and angle fluctuations of the hydrogen bonds between water and SeCN−. The second 1.4 ps measured time scale, identical to that for HOD in bulk D2O, reports on the collective reorganization of the water hydrogen bond network around the anion. The experiments and simulations provide details of the anion-water hydrogen bonding and demonstrate that SeCN− is a reliable vibrational probe of the ultrafast spectroscopy of water
