    We analyze the impact on a firm's profits and optimal wage rates, and on the distribution of workers' earnings, when workers compare their earnings with those of co-workers. We consider a low-productivity worker who receives lower wage earnings than a high-productivity worker. When the low-productivity worker derives (dis)utility not only from his own effort but also from comparing his earnings with those of the high-productivity worker, his response to the sensing of relative deprivation is to increase the optimal level of effort.     Endogenous selection of comparison groups, human capital formation, and tax policy

    This paper considers a setting in which the acquisition of human capital entails a change of location in social space that causes individuals to revise their comparison groups. Skill levels are viewed as occupational groups, and moving up the skill ladder by acquiring additional human capital, which in itself is rewarding, leads to a shift in the individual's inclination to compare himself with a different, and on average better-paid, comparison group, which in itself is penalizing.     "Gauging the Potential for Social Unrest"

    It stands to reason that social unrest does not erupt out of the blue. Although there are a great many reasons why social dismay might descend into social disorder, only few yardsticks or indices can plausibly be used to gauge the potential for social unrest (PSU). If policy makers want to undertake public action to prevent social dismay escalating into social disruption, they obviously need to draw on practical sensors. This paper assesses critically the adequacy of two such measures, the polarization (P) index, and the total relative deprivation (TRD) index. The paper proposes a tentative guide to selecting between these two measures. A review of three stylized scenarios suggests that, where income redistributions reduce the number of distinct income groups, and when each group is characterized by a strong sense of within-group identity, the P index surpasses the TRD index as a basis for predicting PSU. When the within-group identification is weak, however, it is better to use the TRD index to predict PSU.Social dismay; Potential for social unrest; Polarization; Total relative deprivation; Policy choice

    Socially Gainful Gender Quotas

    We study the impact of gender quotas on the acquisition of human capital. We assume that individuals’ formation of human capital is influenced by the prospect of landing high-pay top positions, and that these positions are regulated by gender-specific quotas. In the absence of quotas, women consider their chances of getting top positions to be lower than men’s. The lure of top positions induces even men of relatively low ability to engage in human capital formation, whereas women of relatively high ability do not expect to get top positions and do not therefore engage in human capital formation. Gender quotas discourage men who are less efficient in forming human capital, and encourage women who are more efficient in forming human capital. We provide a condition under which the net result of the institution of gender quotas is an increase in human capital in the economy as a whole

    In rural areas school closures are often linked to a decline in population. Do school closures stimulate enhanced emigration? This paper analyses whether family migration is affected by the existence of primary schools. We conduct an empirical study for the East German province Saxony-Anhalt for the period 1991 to 2008. We find that primary schools significantly affect migration behaviour. After school closure municipalities experience a decrease in in-migration. Unexpectedly, controlling for cohort size, unobserved heterogeneity as well as for neighbourhood effects yields higher out-migration prior to school closure. Because the in-migration and the out-migration are of the same magnitude, in sum school closures have no observable impact on net-migration.demographic change, school closure, migration, rural areas
