    Disarmament, Demobilization, and Reintegration: The co-evolution of concepts, practices, and understanding

    Programs for the Disarmament, Demobilization, and Reintegration (DDR) of ex-combatants have become more common as an element in the peacebuilder’s toolkit. They have evolved over the last 15 years, and can interact positively with an ongoing peace process. The literature assessing DDR is reviewed in this paper. Results have not always been positive, however. Despite recognition of the need for a more holistic, integrated approach, there are real challenges in implementing such a complex program in a post-conflict environment. Qualitative studies have highlighted these difficulties, and the few quantitative assessments of the outcomes are mixed. However, understanding of DDR is being advanced by a rich policy literature, together with specific “best practice” studies. Recognition of the importance of a participatory approach, and ownership of the process by the beneficiaries, has added to this understanding. The paper concludes that DDR is set to remain an important tool, and that it is most effective when used flexibly, appropriately, and with the genuine participation of those it is supposed to benefit

    From conflict to ownership: Participatory approaches to the re-integration of ex-combatants in Sierra Leone

    The demobilisation and re-integration of ex-combatants has become an important element in peace-building. The need for a more holistic, integrated approach, in which there is greater local ownership of the process, has long been recognised. However, putting this into practice remains a challenge. Re-integration ultimately takes place in the community, merging with development and post-conflict reconstruction. This study of re-integration in Sierra Leone uses the concept of ‘participation’ from development discourse, meaning the extent to which potential stakeholders have a say in how interventions are designed and implemented. It finds that participation and ownership are only seen to a limited extent, and only in certain situations.Many of the ex-combatants who participated in this study felt they did not receive adequate or accurate information regarding the re-integration process. This undermines the contribution that re-integration can have to the peace-building project. Participation proves to be a useful framework for assessing re-integration programmes, and for planning the more integrated approach that has long been advocated

    Disarmament, Demobilisation and Reintegration (DDR) programmes are a structured approach to returning soldiers and militia members to civilian life. One of the aims is to support implementation of the peace process, by addressing their interests and reducing the chance of them becoming “spoilers”. Since the early 90s, DDR has been implemented in countries emerging from conflict, such as Sierra Leone, Liberia, Angola and Afghanistan. They are now underway in the Democratic Republic of Congo and Sudan. The results have been mixed, and the agencies responsible for designing and implementing DDR are still developing best practice. This study aims to identify the role of a participatory approach as a factor in ensuring success in a DDR programme. Ex-combatants, receiving communities, local implementing partners, and newlyestablished national structures can all be involved to a greater or lesser degree in the process. The argument for greater involvement – a participatory approach – includes better outcomes in terms of ownership of the process and political will, improved likelihood that real needs are addressed, greater relevance for female ex-combatants and children, sustainability in reintegration and economic initiatives, and capacity building

    The Evolution of Civilian Protection in Peacekeeping Mandates: the Reality of UNMISS Operations in South Sudan

    The protection of civilians is one of the items on the growing list of responsibilities assigned to peacekeepers, as these evolve into more complex, longer-term operations involving a wider range of actors. A civilian protection mandate can however take peacekeepers into direct conflict with armed elements, and calls for a new set of skills. In many cases, the requirement to protect civilians is expressed in highly qualified terms in the mandate. This research looks at the response to these challenges by UNMISS, the UN mission in South Sudan, where a third of the population (more than four million people) is displaced by violent conflict. It considers the way Protection of Civilian (PoC) sites have become a key part of the response by the UN, where more than a tenth of the internally displaced population is now given some degree of protection from attack. The challenges – such as difficult relations with the government – and failings of the mission are also discussed. The research is primarily based on field work in South Sudan, and is also informed by field work in Mali and earlier experience in Darfur

    Programmes for the Disarmament, Demobilisation, and Reintegration (DDR) of ex-combatants are intended to support the peace process in which they are embedded. Yet their outcomes are not always clear. Calls for a more holistic approach with greater local ownership have often been made, but can be difficult to implement. This study of DDR in Sierra Leone and Liberia applies the concept of ‘participation’, which means genuinely involving intended beneficiaries in the process. It is based on semi-structured interviews with a range of stakeholders, and a survey and focus group discussions with ex-combatants. There is little indication of a participatory approach: ex-combatants reported serious problems with information, consultation, and input to decision-making. However, where greater participation is seen, there are statistically significant associations with better outcomes in terms of work, economic status, and community relations. The data illustrate how post-war social capital can be built up—or undermined—by the degree to which reintegration processes were participatory. Participation, social capital, and loss of faith in the process are seen to be significant in the way DDR can contribute to the wider peace process

    Institutionalising an emergency response: ‘Protection of Civilians’ sites at UN bases in South Sudan as a way to deal with violence against communities

    South Sudan’s civil war has since 2013 threatened the protection of civilians, which UN peacekeepers are mandated to ensure. One aspect represented a new challenge, due to its scale and rapid onset: more than 200,000 civilians fled to UN bases across the country, seeking protection. This amounted to more than a tenth of all internally placed people at one stage. The response by the UN helped to save many lives, but created further dilemmas. Real problems were also experienced, with attacks on these ‘sites’ and on peacekeepers. This article analyses the significance of the phenomenon and how it unfolded

    Processes for Disarmament, Demobilization and Reintegration (DDR) are a fundamental component in peacebuilding. While disarmament can be relatively straightforward, reintegration is more complex and has varying degrees of success. Economic factors tend to be the focus, neglecting social reintegration in its fullest sense. This article draws on two sets of related field research data (collected in 2007, 2010 and 2011) in Liberia to highlight the role of social capital in shaping DDR outcomes. This is an important factor in the reintegration of ex-combatants, in terms of establishing and testing norms, engaging social networks, and building relationships and trust. These components of social capital are directly influenced by the reintegration experience, and in turn have a significant role in translating reintegration into peacebuilding. In addition, building on pre-existing social structures such as family connections, religious or community groups, and trading networks can in fact contribute to successful reintegration. When DDR initiatives fail, these structures are often the only way an ex-combatant has of reintegrating

    This article introduces a Special Issue on the Protection of Civilians (PoC) efforts in United Nations (UN) peacekeeping operations. The UN Security Council adopted Resolution 1265 in February 1999, laying the basis for PoC becoming a fundamental part of UN peacekeeping. On the 25th anniversary of this resolution, it’s time to reflect on the various advances, achievements and challenges facing the UN’s PoC agenda. This introduction to the Special Issue outlines the UN’s three-tiered PoC approach: dialogue and engagement, physical protection, and creating a protective environment. Building on this foundation, the Special Issue explores diverse topics, including pre-deployment training, unarmed peacekeeping, host-state consent, military and police roles in protection, the use of force by troops, civilian protection sites in South Sudan, and the unintended effects of peacekeeping missions. Each article contributes insights across the three PoC tiers bringing together cutting edge insights from leading academics and practitioners in the field
