Long life 80Ah standard IPV NiH2 battery cell
A standard Nickel-Hydrogen (NiH2) Individual Pressure Vessel (IPV) battery cell is needed to meet future low cost, high performance mission requirements for NASA, military, and civil space programs. A common or standard cell design has evolved from the heritage of HST, Milstar, and other Air Force Mantech cell designs with substantial flight experience, while incorporating some of the historical COMSAT cell design features described in a previous NASA publication. Key features include slurry process nickel electrodes having high strength, long life and high yield (lower cost), and dual layer zircar separators for improved KOH retention, uniformality, and longer life. The cell design will have a zirconium oxide wall wick inside the pressure vessel to redistribute electrolyte and extend life. The slurry electrode will be 35 mils thick to take advantage of qualified cell mechanical configurations and proven assembly and activation techniques developed by Eagle Picher Industries (EPI) for the Hubble Space Telescope (HST) RNH-90-3 and 'Generic HST' RNH-90-5 cell designs with back-to-back nickel electrodes produced by the dry sinter process. The 80Ah common cell design can be scaled to meet capacity requirements from 60Ah to 100Ah. Producibility, commonality, and long life performance will be enhanced with the robust cell design described herein
“Free Will and Affirmation: Assessing Honderich’s Third Way”
In the third and final part of his A Theory of Determinism (TD) Ted Honderich addresses the fundamental question concerning “the consequences of determinism.” The critical question he aims to answer is what follows if determinism is true? This question is, of course, intimately bound up with the problem of free will and, in particular, with the question of whether or not the truth of determinism is compatible or incompatible with the sort of freedom required for moral responsibility. It is Honderich’s aim to provide a solution to “the problem of the consequences of determinism” and a key element of this is his articulation and defence of an alternative response to the implications of determinism that collapses the familiar Compatibilist/Incompatibilist dichotomy. Honderich offers us a third way – the response of “Affirmation” (HFY 125-6). Although his account of Affirmation has application and relevance to issues and features beyond freedom and responsibility, my primary concern in this essay will be to examine Honderich’s theory of “Affirmation” as it concerns the free will problem

Benchmarking 2D hydraulic models for urban flood simulations
This paper describes benchmark testing of six two-dimensional (2D) hydraulic models (DIVAST, DIVASTTVD, TUFLOW, JFLOW, TRENT and LISFLOOD-FP) in terms of their ability to simulate surface flows in a densely urbanised area. The models are applied to a 1·0 km × 0·4 km urban catchment within the city of Glasgow, Scotland, UK, and are used to simulate a flood event that occurred at this site on 30 July 2002. An identical numerical grid describing the underlying topography is constructed for each model, using a combination of airborne laser altimetry (LiDAR) fused with digital map data, and used to run a benchmark simulation. Two numerical experiments were then conducted to test the response of each model to topographic error and uncertainty over friction parameterisation. While all the models tested produce plausible results, subtle differences between particular groups of codes give considerable insight into both the practice and science of urban hydraulic modelling. In particular, the results show that the terrain data available from modern LiDAR systems are sufficiently accurate and resolved for simulating urban flows, but such data need to be fused with digital map data of building topology and land use to gain maximum benefit from the information contained therein. When such terrain data are available, uncertainty in friction parameters becomes a more dominant factor than topographic error for typical problems. The simulations also show that flows in urban environments are characterised by numerous transitions to supercritical flow and numerical shocks. However, the effects of these are localised and they do not appear to affect overall wave propagation. In contrast, inertia terms are shown to be important in this particular case, but the specific characteristics of the test site may mean that this does not hold more generally
Advances in mapping population and demographic characteristics at small area levels
Temporally and spatially highly resolved information on population characteristics, including demographic profile (e.g. age and sex), ethnicity and socio-economic status (e.g. income, occupation, education), are essential for observational health studies at the small-area level. Time-relevant population data are critical as denominators for health statistics, analytics and epidemiology, to calculate rates or risks of disease. Demographic and socio-economic characteristics are key determinants of health and important confounders in the relationship of environmental contaminants and health. In many countries, census data have long been the source of small-area population denominators and confounder information. A strength of the traditional census model has been its careful design and high level of population coverage, allowing high-quality detailed data to be released for small areas periodically, e.g. every ten years. The timeliness of data, however, becomes a challenge when temporally and spatially highly accurate annual (or even more frequent) data at high spatial resolution 31are needed, for example, for health surveillance and epidemiological studies. Additionally, the approach to collecting demographic population information is changing in the era of openand big data and may eventually evolve to using combinations of administrative and other data, supplemented by surveys. We discuss different approaches to address these challenges including a) the U. S. American Community Survey, a rolling sample of the U.S. population census, b) the use of spatial analysis techniques to compile temporally and spatially high-resolution demographic data, and c) the use of administrative and big data sources as proxies for demographic characteristics
Novel approach to transport project appraisal: Demand weighted multi-modal level of service

Traffic management, road network planning and appraisal are highly dependent on effectively assessing the performance of existing and future road infrastructure. In traffic engineering, performance assessment has been underpinned by a grading system known as the “Level of Service” (LoS), which identifies performance criteria that reflects the functionality of the road. This study develops a novel, consistent calculation methodology, the Demand Weighted Level of Service Estimation (DWLE) method, to estimate singular holistic multi-modal LoS metrics, which can be used to compare and contrast the performance of road segments. The generalized approach is independent of the definition and quantification of LoS indicators which offers global application potential. A demonstration of the approach provides evidence for the robustness and consistency of the approach. The value of the DWLE method is that it offers a tool for project prioritization evolving a long-held traffic engineering concept of the Level of Service
Physical, psychosocial, relationship, and economic burden of caring for people with cancer: A review
The aim of this article is to provide an overview of the issues faced by caregivers of people diagnosed with cancer, with a particular emphasis on the physical, psychosocial, and economic impact of caring. A review of the literature identified cancer as one of the most common health conditions in receipt of informal caregiving, with the majority of caregivers reporting taking on the role of caring because of family responsibility and there being little choice or no one else to provide the care. For some, caregiving can extend for several years and become equivalent to a full-time job, with significant consequent health, psychosocial, and financial burdens. Having a better understanding of the critical and broad roles that caregivers play in the oncology setting and the impact of these on their health and well-being may assist health care professionals in supporting caregivers with these tasks and targeting services and interventions toward those most in need. Diagnosing observation error correlations for Doppler radar radial winds in the Met Office UKV model using observation-minus-background and observation-minus-analysis statistics
With the development of convection-permitting numerical weather prediction the efficient use of high-resolution observations in data assimilation is becoming increasingly important. The operational assimilation of these observations, such as Doppler radar radial winds (DRWs), is now common, though to avoid violating the assumption of uncorrelated observation errors the observation density is severely reduced. To improve the quantity of observations used and the impact that they have on the forecast requires the introduction of the full, potentially correlated, error statistics. In this work, observation error statistics are calculated for the DRWs that are assimilated into the Met Office high-resolution UK model using a diagnostic that makes use of statistical averages of observation-minus-background and observation-minus-analysis residuals. This is the first in-depth study using the diagnostic to estimate both horizontal and along-beam observation error statistics. The new results obtained show that the DRW error standard deviations are similar to those used operationally and increase as the observation height increases. Surprisingly the estimated observation error correlation length-scales are longer than the operational thinning distance. They are dependent both on the height of the observation and on the distance of the observation away from the radar. Further tests show that the long correlations cannot be attributed to the background error covariance matrix used in the assimilation, although they are, in part, a result of using superobservations and a simplified observation operator. The inclusion of correlated error statistics in the assimilation allows less thinning of the data and hence better use of the high-resolution observations
Reusable Agena study. Volume 2: Technical
The application of the existing Agena vehicle as a reusable upper stage for the space shuttle is discussed. The primary objective of the study is to define those changes to the Agena required for it to function in the reusable mode in the 100 percent capture of the NASA-DOD mission model. This 100 percent capture is achieved without use of kick motors or stages by simply increasing the Agena propellant load by using optional strap-on-tanks. The required shuttle support equipment, launch and flight operations techniques, development program, and cost package are also defined
Alternative Sources of Large Seasonal Ground-water Supplies in the Headwaters of the Susquehanna River Basin, New York
The northern divide of the Susquehanna River basin crosses 29 broad valleys that contain thick glacial deposits but are drained only by small headwater streams. Much groundwater could be withdrawn from sand and gravel deposits in these valleys with little immediate effect on streamflow. A digital model of the headwater reach of one typical valley suggests that pumping 10.8 million gal/day for 2 months every summer would lower the water table as much as 33 ft, cause the upper 1,900 ft of the stream draining the valley to go dry, and reduce streamflow downvalley by 1.2 million gal/day by the time pumping ceased. Saturated thickness of surficial sand and gravel exceeds 40 ft in about half the headwater valley reaches; the valley floor areas range from 0.2 to 9 sq mi. Seepage losses from small streams that carry runoff from adjacent till-covered uplands are a major source of recharge to aquifers in these valleys under natural conditions and would increase if the water table were lowered by seasonal withdrawals. Some aquifers beneath extensive clay layers in these and other valleys of the Susquehanna River basin may be partially independent of streams but not easily evaluated. (USGS
Pattern Formation on Trees
Networks having the geometry and the connectivity of trees are considered as
the spatial support of spatiotemporal dynamical processes. A tree is
characterized by two parameters: its ramification and its depth. The local
dynamics at the nodes of a tree is described by a nonlinear map, given rise to
a coupled map lattice system. The coupling is expressed by a matrix whose
eigenvectors constitute a basis on which spatial patterns on trees can be
expressed by linear combination. The spectrum of eigenvalues of the coupling
matrix exhibit a nonuniform distribution which manifest itself in the
bifurcation structure of the spatially synchronized modes. These models may
describe reaction-diffusion processes and several other phenomena occurring on
