The Assembly of Rents
There are fixed costs in production. One has to assemble rents earned in production lines to cover them. There are also fixed costs in consumption. Consumers assemble surpluses to cover them. In either case, rent assemblage could either be a quantity solution, a quality solution, or a combination of both. Once a fixed cost is committed by contract, it becomes historical. Yet compared to the option of paying this fixed cost all over again, increasing those quantities or qualities, which do not further increase this fixed cost, is less costly. The Law of Demand therefore implies the quality and/or the quantity solutions. The quality solution, as provided by the Alchian-Allen Theorem, is but a special case: where an increase in quality is the only viable solution under some specific real world constraints.published_or_final_versio
Government land ownership and public housing: the experiences of Hong Kong and China
Conference Theme: Global Economic Recovery: The Role of China and Other Emerging EconomiesSession C7: Markets, Housing and Macro EconomyShould the majority of the land stock be owned by the government, what would happen if there is a soaring demand on housing? Experience in Hong Kong shows that (a) high land and housing prices would be resulted; and (b) public rental housing were forced to be built to meet the political demands from the poor. This paper compares the striking similarities between the experience of Colonial Hong Kong and recent trends in mainland China. Despite contrasting political systems, and this paper tries to (a) explain the emergence of public housing by means of government ownership of land, rapid urbanization, and soaring house prices; and (b) investigate if the public housing sector in China will grow into an enormous proportion like that of Hong Kong.postprin

School effectiveness in East Asia: Concepts, origins and implications
Identifies several features in East Asian schools which coincide with commonly recognized characteristics of effective schools in the Western literature: community support, teacher professionalism, attention to quality and high expectations. Attributes this to the East Asian culture and discusses three major dimensions of the East Asian culture: the individual-community dimension, the effort-ability dichotomy and the holistic-analytic tendency in analyses. Traces the origin of such cultural dimensions in the ancient literature and explores the implications of such cultural dimensions in school management. Briefly highlights two major challenges to the adoption of an effective schooling system in East Asia.published_or_final_versio
ICT implementation and school leadership: Case studies of ICT integration in teaching and learning
The Hong Kong Special Administrative Region (SAR) government launched a five-year ICT strategy in schools in late 1998. This paper reports the findings of the analysis on models of change in 18 schools striving to integrate the use of ICT in teaching and learning across the school curriculum. The study shows that the strategy adopted by a school in instituting such change and the resulting variation of pedagogical practices using ICT is strongly dependent on the school leaders’ vision and understanding of the role and impact of ICT in the curriculum, their goals and objectives for ICT integration, as well as the history, culture and background of the school and its general vision and mission.published_or_final_versio
