    Toward canonical trophic aggregations

    The attractiveness of the trophic concept is that it was the first attempt at a holistic perspective on an ecosystem which met with any degree of success. Just as temperature, pressure, and volume allow one to characterize the incomprehensible multitude of particulate motions in a simple gas, the hope is that a small set of figures, such as trophic storages or trophic efficiencies, permit one to compare two ecosystems with overwhelmingly disparate complexities. Thus, if it were possible to demonstrate that an arbitrary network of ecosystem flows could be reduced to a trophic configuration, the aggregation process thus defined would become a key component of the evolving discipline of "macroscopic ecology" (see also Odum 1977 and Ulanowicz 1979)

    This article introduces a special issue of Policy Studies entitled “Fit for work? Health, employability and challenges for the UK welfare reform agenda”. Growing from a shared concern over the need to expand the evidence base around the processes that led to large numbers of people claiming disability benefits in the UK, it brings together contributions from leading labour market and social policy researchers providing evidence and commentary on major reforms to Incapacity Benefit (IB) in the UK. This special issue address three key questions: what are the main causes of the long-term rise in the number of people claiming IBs; what will reduce the number of claimants; and what is likely to deliver policy effectively and efficiently? This introduction first explains and examines the challenges to reforms to IB in the UK, and then, in conclusion, highlights the answers to the previous three questions – first, labour market restructuring and marginalisation have driven the rise in numbers claiming IBs. Second, economic regeneration in the Britain’s less prosperous areas coupled with intensive and sustained supply-side support measures will bring numbers down. Third, delivery need to be flexible and tailored to individual needs and needs to be able to access local and expert knowledge in a range of organisations, including Job Centre Plus, the NHS as well as the private and voluntary sectors

    Collaboration and competition policy in a market-based hospital system: a case-study from The Netherlands

    In the Dutch healthcare system, provider competition is used as a tool to improve efficiency. From a competition policy perspective, little is known about how collaboration among healthcare providers contributes to overall patient welfare, and how a balance is achieved between scale benefits and preventing anticompetitive collusion. This paper examines the ex-post effects of a Dutch case study in which three competing hospitals have collaborated to provide highcomplexity low-volume cancer surgery, an arrangement that tests the limits of permissibility under the Dutch cartel prohibition. Our preliminary empirical research demonstrated only a modest increase in price and travel time for some of the tumour surgeries. Volume analysis showed that the intended centralization of surgical procedures has not been fully realized.     X-ray total mass estimate for the nearby relaxed cluster A3571

    We constrain the total mass distribution in the cluster A3571, combining spatially resolved ASCA temperature data with ROSAT imaging data with the assumption that the cluster is in hydrostatic equilibrium. The total mass within r_500 (1.7/h_50 Mpc) is M_500 = 7.8[+1.4,-2.2] 10^14/ h_50 Msun at 90% confidence, 1.1 times smaller than the isothermal estimate. The Navarro, Frenk & White ``universal profile'' is a good description of the dark matter density distribution in A3571. The gas density profile is shallower than the dark matter profile, scaling as r^{-2.1} at large radii, leading to a monotonically increasing gas mass fraction with radius. Within r_500 the gas mass fraction reaches a value of f_gas = 0.19[+0.06,-0.03] h_50^{-3/2} (90% confidence errors). Assuming that this value of f_gas is a lower limit for the the universal value of the baryon fraction, we estimate the 90% confidence upper limit of the cosmological matter density to be Omega_m < 0.4.Comment: 10 pages, 4 figures, accepted by Ap

    Temporal responses of coastal hypoxia to nutrient loading and physical controls

    The incidence and intensity of hypoxic waters in coastal aquatic ecosystems has been expanding in recent decades coincident with eutrophication of the coastal zone. Worldwide, there is strong interest in reducing the size and duration of hypoxia in coastal waters, because hypoxia causes negative effects for many organisms and ecosystem processes. Although strategies to reduce hypoxia by decreasing nutrient loading are predicated on the assumption that this action would reverse eutrophication, recent analyses of historical data from European and North American coastal systems suggest little evidence for simple linear response trajectories. We review published parallel time-series data on hypoxia and loading rates for inorganic nutrients and labile organic matter to analyze trajectories of oxygen (O&lt;sub&gt;2&lt;/sub&gt;) response to nutrient loading. We also assess existing knowledge of physical and ecological factors regulating O&lt;sub&gt;2&lt;/sub&gt; in coastal marine waters to facilitate analysis of hypoxia responses to reductions in nutrient (and/or organic matter) inputs. Of the 24 systems identified where concurrent time series of loading and O&lt;sub&gt;2&lt;/sub&gt; were available, half displayed relatively clear and direct recoveries following remediation. We explored in detail 5 well-studied systems that have exhibited complex, non-linear responses to variations in loading, including apparent "regime shifts". A summary of these analyses suggests that O&lt;sub&gt;2&lt;/sub&gt; conditions improved rapidly and linearly in systems where remediation focused on organic inputs from sewage treatment plants, which were the primary drivers of hypoxia. In larger more open systems where diffuse nutrient loads are more important in fueling O&lt;sub&gt;2&lt;/sub&gt; depletion and where climatic influences are pronounced, responses to remediation tended to follow non-linear trends that may include hysteresis and time-lags. Improved understanding of hypoxia remediation requires that future studies use comparative approaches and consider multiple regulating factors. These analyses should consider: (1) the dominant temporal scales of the hypoxia, (2) the relative contributions of inorganic and organic nutrients, (3) the influence of shifts in climatic and oceanographic processes, and (4) the roles of feedback interactions whereby O&lt;sub&gt;2&lt;/sub&gt;-sensitive biogeochemistry, trophic interactions, and habitat conditions influence the nutrient and algal dynamics that regulate O&lt;sub&gt;2&lt;/sub&gt; levels

    Effects of Management Strategies on Seed Production and Seedling Recruitment in Birdsfoot Trefoil-White Clover Mixtures

    The effects of grazing management on seed production, seed bank size and seedling emergence patterns of Trifolium repens cv. Zapicán (WC) and Lotus corniculatus cv. San Gabriel (BFT) oversown swards were evaluated. A complete randomized block design with 4 replicate blocks was used, in which 4 grazing strategies (grazing all year (SI), summer spelling for seed production (S2), winter rest plus summer spelling (S3) and autumn rest plus summer spelling (S4)), were combined with two defoliation severalties (4 and 10 cm height post-grazing residuals). Plots of 110 m2 were grazed monthly by sheep. Seed production, soil seed bank and seedling emergence were monitored from April 1998 to August 1999. In both species, summer spelling for seed production improved seed yield, especially in BFT. Severe defoliation (4 cm) reduced seed inputs drastically (46% in BFT and 64% in WC). 1000 seed weight was only affected by defoliation severity in WC (0.544 and 0.562 g for 4 and 10 cm height respectively). Potential seedling emergence, between June and December from soil seed bank, was 44 and 35% in BFT and WC, respectively. Seedling emergence of Lotus corniculatus increased under high seed production levels (S3), and also it was improved under intensive grazing during autumn and winter. There were no effects on Trifolium repens seedling emergence. Soil seed bank can preserve seedling recruitment rates in the short term, but maintenance of species balance will depend on seeding spelling management
