    The EU Rural Development Policy is being funded by the European Agricutural Fund for Rural Development in the form of a grant in the value of EUR 100 billion for the period 2014-2020. Each member state receives a financial reward during this period of seven years. The member countries must contribute with an additional EUR 61 billion a year from the public funds in the member states During the 2014-2020 period, Romania is expecting to receive a total of 8,128 billion euros for the rural departement. Subsection 4.2 "Support to Inclusion in Farming / Marketization of Agriculture" refers to Regulation 1305/2013, Art.17, in Volume 4. The investments in the field are combined with four other sub-measures, namely: Subsection 4.1, Subsection 4.1a, Subsection 4.2a and Subsection 4.3, and contribute to the domains of intervention D1 3A. Improving the competition between the primray producers through their better integration in the agroalimentary chain with the use of schemes of quality, raises of added values for agricultural products, promotion in the local markets, short supply routes, producing groups and interprofesional organisations. In Region 1 North East, a total of 7 projects totaling 7652759 of which 3826379 euro, non-reimbursable public funds were selected and financed on sub-measure 4.2

    Local Action Groups (LAG`s) that operate in a rural territory, with a population between 10,000 - 100,000 inhabitants and the density of maximum 150 inhabitants per km2 are the beneficiaries of the LEADER Program. The financing plan of the Local Development Strategy (LDS) of the LAG "ŢINUTUL CLOŞANI", is: 2,613,306.31 euros, of which: 1,933.756 euros - the amount related to Component A; 679,550.31 euros - the sum related to Component B, representing the bonus allocated by the Managing Authority of the National Rural Development Program. Within the activity of the LAG "ŢINUTUL CLOŞANI", in the reference period studied, respectively 11.11.2016 - 01.10.2018, a single selection call was launched for the measure M1 / 6B, during the period 31.10.2017 - 30.11.2017, call from selection which was subsequently extended until 14.12.2017. During this selection call, a budget of 1,175,762 euros was allocated, out of which funds with a public value of 917,043 euros were contracted at the LAG level and 907,052 euros in the last evaluation phase (ARIF). According to the selection calls submitted until 01.10.2018, it follows that in the future selection calls will be allocated the remaining unused amounts, respectively: 258,719 euros - M1 / 6B; € 405,412 - M2 / 1A; 456,731 euros - M3 / 2A; 54,075 euros –M4 / 1B

    Sub-measure 6.4 "Support for investments in the creation and development of non-agricultural activities" falls within measure 06 "Development of farms and enterprises" and contributes to the areas of intervention: 5C - Facilitating the supply and use of renewable energy sources, by-products , waste and residues and other non-food raw materials, for the purpose of bio-economy; and 6A - Facilitating the diversification, establishment and development of small businesses, as well as job creation. In this paper, it was proposed to follow the dynamics of investments in the development sector of rural tourism by measure 6.4, in the South-West Region Oltenia, where 47 projects were financed, with an eligible value of 3,290,000 euros, where the highest eligible value was for Gorj county with 2,100,000 euros, followed by Mehedinti county with eligible value of 700,000 euros, followed by Dolj county with an eligible value of 210,000 euros, and in the last place was Olt counties (eligible value 140,000 euros) and Valcea (eligible value 140,000 euros), in the period 2015-2017

    CURRENT SITUATION OF INVESTMENTS MADE IN THE FIELD OF MILK PROCESSING WITH NON-REFUNDABLE FUNDS IN THE OLTENIA REGION

    Milk processing is a very important sector of the food industry in Romania, which has a direct link on increasing the competitiveness of the national economy, but also on ensuring food security. Through the National Rural Development Program, nonreimbursable funds can be accessed for the development of milk processing capacities, through Sub-measure 4.2.- “Support for investments in the processing / marketing and / or development of agricultural products”. In the milk processing units, at national level, in the period 2015 - 2019, through this submeasure, 83 projects were financed, with an eligible value of 126,318,709 euros, and the public value of 63,533,682 euros. At the level of the South - West Oltenia Region, 8 projects were selected, the eligible value of the selected projects in this region is 18,093,625 euros, and their public value is 9,416,812 euros, in the period 2015 - 2019

This huge network of pipes that distributed water on almost the whole surface of the ancient city could not function without rigorous maintenance. This work fell under the responsibility of the aquarii, a team that formed the familia aquaria, a component part of cura aquarum, an office led by the curator aquarum.     RESEARCH ON THE EFFECTS OF SUBMEASURE 17.1 "CROP, ANIMAL AND PLANT INSURANCE PREMIUMS" ON AGRICULTURAL FARMING

    The study aims to create an overview of access to non-reimbursable funds offered by the European Union through the National Rural Development Program through submeasure 17.1 In this way, an analysis was made of the current situation of the compensation of crop, animal and plant insurance premiums on Romanian farmers through these funds. This analysis showed that Romanian farmers became increasingly interested in crop insurance premiums from the National Rural Development Program (PNDR) 2014-2020, amid the drought. According to market data, approximately 15% of agricultural crops are insured in Romania, given that insurance companies are generally limited to problem areas. For this period, a total of 16,536 funding applications were submitted, of which 14,379 applications were eligible for funding, 1,536 funding applications were ineligible for funding, and 441 funding applications were withdrawn. In the case of eligible applications, the total amount of funding applications was 196,160,907 lei, and the non-refundable support was 133,525,367.5 lei, in the case of ineligible applications, the total amount of funding applications was 22,953,885.82 lei , and the non-refundable support would have been 12,489,088.03. in the case of ineligible applications, the total amount of funding applications was 2,220,356.30 lei, and the non-reimbursable support would have been 1,222,778.09 lei

    Quality systems established at Union or national level, including farm certification schemes for agricultural and food products, provide consumers with assurances about the quality and characteristics of the products or the production process used as a result of farmers' participation in these schemes, confer added value to the products concerned and increase their market opportunities.Until June 2022, Romania received, from the European Union, the proof of registration in the Register of Protected Designations of Origin and Protected Geographical Indications of the product "Telemea de Ibăneşti", as well as of the wines "Insuraței" and "Adamclisi" as products with the Designation of Protected Origin (PDO). Also, the products registered as PGI were: "Salam de Sibiu", "Cârnaţi de Pleșcoi", "Magiun de prune Topoloveni", "Novacafumat din Tara Bârsei", "Scrumbie de Dunăreafumată" and "Salad with pike roe from Tulcea". The only product registered as STG was the product "Salată cu icre de știucă de Tulcea".In Romania until June 2022, five documents were published in the eAmbrosia database for the registration of 5 food products that come from 3 classes, respectively: Class 1.2. Meat products (boiled, salted, smoked) - "Salinate de Turda"; Class 2.3. Bakery products, pastry products, confectionery products, biscuits - "Pita de Pecica"; Wines - "Drăgășani", "Bohotin", "Terasele Dunării"

    STUDIES REGARDING THE CURRENT SITUATION OF INVESTMENTS MADE WITH EU PUBLIC FUNDS IN MEAT AND MILK PROCESSING UNITS, IN THE SOUTH-WEST OLTENIA REGION

    The most important areas of the food industry are meat and milk processing and have a particular impact on increasing the competitiveness of the national economy, but also on ensuring the food security of the population.Through the study, I proposed to provide an overview of the growth and development of meat and milk processing capacities by using the non-reimbursable funds offered by the European Union through the National Rural Development Program, to make an analysis of the current situation on these investments through these funds. In the food industry, in meat and milk processing units, at national level, between 2015 and 2019, 130 projects were financed, with an eligible value of €228,470 thousand (public value €114,937 thousand). At the level of the South - West Oltenia Region, 12 projects were selected where their eligible value was €32,164 thousand (public value €15,309 thousand)

    In the context of environmental policy, the term climate change has become synonymous with global warming.The management of agrotechnical decisions includes specific activities of elaboration, organization, command, coordination and control. The information received, including weather forecasts, influence the entire decision-making mechanism, and erroneous information can cause an unsatisfactory result.The aim of the study is to verify the extent to which public meteorological forecasts developed for an agricultural area have been achieved to see if these forecasts can help farmers plan their activities according to these forecasts.In this paper a statistical study was performed, comparing a forecast model for 3 meteorological stations located in the agricultural area of Oltenia
