    Commune/Sangkat Fund and Local Development: Case of Cambodia

    The article is aimed to illustrate the commune/sangkat fund which was allocated to the local administration of Cambodia in term of local development as well as to clarify the characteristic of commune/sangkat’s general situation, statistics and fund allocation. In particular, the result of the commune/sangkat fund allocation implementation will be able to show how the fund was used in the effective way. However, the weaknesses and challenges of commune/sangkat fund project implementation is also revealed when the ministry of interior and ministry of economy and finance have done its annually monitoring and evaluation. Accordingly, the article will be provided the recommendation to relevant persons or institutions which its projects and research correlate with the commune/sangkat fund project and local development.     Investigating Factors of E-Government Adoption in Cambodia

    In developing country like Cambodia, e-government adoption is still a challenge. Cambodia is considered in the early stage in the adoption in which great effort should be committed in order to improve government performance in delivering service to Cambodian citizen. The working efficiency and effectiveness may be formed through the realization of e-government adoption. This paper is aimed at investigating proposed antecedents such as trust, perceived usefulness and user’s experience and its effects on e-government adoption. The result indicated that trust, perceived usefulness, and trust are significantly associated to the adoption.     The Impact of Social Media on Public Service Reform: Mediating Role of Netizen’s Engagement in Cambodia

    After social media has played the vital role in Cambodia, the voice of citizens has been being raised up to the public with what they are concerning in their daily lives especially the public service delivery. Thus, the paper is talked on the impact of social media on the public service reform in Cambodia. The main theme focuses on the mediating role of netizen’s engagement. The research is going to explore how the social media is the key factor to improve the public service delivery. Based on the data analysis, the netizen’s engagement is really plays the major role in public service reform through the social media. In contrast, the social media will be the two sharped knife to the netizen when its’ role is not independent and trustful. Furthermore, the paper will provide the recommendations and strategy to the government, researchers, and scholars to presumably understand how important social media is toward the public service reform.     The Effect of Thermal Contact Conductance (TCC) Between Aggregate Inclusion and Matrix on Thermal Conductivity of Cement-Based Material

    The effect of Thermal Contact Conductance (TCC) on thermal conductivity of mortar has been studied at the interface between the limestone and cement paste. A novel methodology, which involves the use of Scanning Electron Microscope (SEM) to scan the image of the interface in mortar, the software PlotDigitizer to create a set of points of the interface, and the FE software Abaqus/CAE to perform heat transfer simulation, is proposed in this study. Moreover, several hypotheses at the interface such as the gaps, flaws, and Interfacial Transition Zone (ITZ) are also highlighted. Temperature drop, thermal conductivity, and the TCC coefficient has been calculated for each model in order to understand the effect of TCC on cement-based materials thermal properties. The results show that the temperature drops at the interface are very low and the TCC coefficients are very high so that it can be ignored in heat transfer simulation except for a large air gap at the interface. Thus, it can be concluded that the TCC has no influence on the thermal conductivity of mortar

    E-Governance: A Key to Good Governance in Cambodia

    The paper examined E-Governance, a key to good governance in Cambodia by focusing on the evolution and the barrier progresses of E-Governance in Cambodia. It employed deductive and exploratory approaches along with some interviews with key informants to ensure the impediments in adoptions and implementation of E-Governance in Cambodia. The findings indicated that E-Governance involves people, processes, and results in SMARTER from using Information and Communication Technologies (ICTs) at various levels of the government and other institutions for the purpose of enhancing governance by improving the accountability, transparency, participation, efficiency, and effectiveness of both public and private sectors. The results from the reviews, documents, interviews, and discussions suggested that it be clear the Royal Government of Cambodia (RGC) has achieved certain developments in ICTs though there were some challenges in which effective strategies and actions should be considered to enhance the efficiency of ICTs application as well as implementation of E-Governance in Cambodia.
