Youth and youth policies: some mismatches. The case of the Youth Guarantee program in Portugal
La reciente crisis económica ha generado elevadas tasas de desempleo juvenil en la mayoría
de los países europeos, provocando un clima de alarma social en torno a los riesgos
asociados al modelo social europeo. En este contexto, en 2013, la Comisión Europea ha
lanzado la Garantía Juvenil para luchar contra la exclusión de jóvenes que no se encuentran
en una situación de empleo, educación o formación(NEET). Este artículo procura analizar el impacto y los retos de la implementación del Sistema de
Garantía Juvenil en Portugal. Tenemos la intención de: i) mapear los jóvenes en condición
NEET en Portugal y sus especificidades; ii) cuestionar el uso político de la categoría NEET, a
través de la identificación de desajustes en la implementación del Sistema de Garantía
Juvenil. Por último, se destaca la necesidad de repensar la implementación de políticas
públicas destinadas a los jóvenes en condición NEET, teniendo en cuenta un mejor
conocimiento de la pluralidad de esta población.The recent economic crisis caused high rates of youth unemployment in most European
countries, leading to a social alarm climatearound the risks associated with the European
social model and the intergenerational contract that sustains it. In this context, in 2013 the
European Commission launched the Youth Guarantee Program (YG) to combat
marginalization/exclusion of young people under 25 who are not in employment, education
or training (NEET). This article aims to analyse the impact and the challenges of YG
implementing in Portugal. More specifically, it intends: i) to map the NEET youth in Portugal
and its specificities within the European framework; ii) question the political use of the NEET
category, by identifying mismatches in the YG implementation. Finally, it is necessary to
rethink the operationalization of youth public policies, aimed at young people in NEET

CONSUMO DE EDULCORANTES ARTIFICIAIS POR GESTANTES E NUTRIZES DO TOCANTINS
The current scenario of human food indicates an increasing increase in the consumption of industrialized and ultra-processed products, as well as artificially sweetened products that, initially formulated to meet the needs of the diabetic population, today meet the population's tendency to reduce and control the consumption of calories. Despite being considered safe by health authorities, they are contraindicated during pregnancy and lactation. In order to know the use and quantify the total daily consumption of artificial sweeteners by pregnant women and lactating mothers, data were collected on food consumption, evaluating which products contained sweeteners in their composition and their respective levels in relation to individual daily consumption. and analysis with acceptable daily intake (ADI). Of the 161 food records collected, 89 were pregnant women and 72 nursing mothers, and it was possible to quantify the consumption of sweeteners by 9 of the pregnant women and 15 of the nursing mothers. No consumption was found above the acceptable daily intake for any of the participants. In view of the above, the importance of nutritional monitoring with conscious guidance and recommendations is emphasized.El escenario actual de la alimentación humana indica un consumo creciente de productos industrializados y ultraprocesados, así como de productos endulzados artificialmente que, inicialmente formulados para satisfacer las necesidades de la población diabética, hoy responden a la tendencia de la población a reducir y controlar el consumo de calorías. . Aunque las autoridades sanitarias las consideran seguras, están contraindicadas en el embarazo y la lactancia. Para conocer el uso y cuantificar el consumo diario total de edulcorantes artificiales por parte de mujeres embarazadas y lactantes, se recogieron datos sobre el consumo de alimentos, evaluando qué productos contenían edulcorantes en su composición y sus respectivos niveles en relación al consumo diario individual y análisis con ingesta diaria aceptable (IDA). De los 161 retiros recogidos, 89 eran embarazadas y 72 lactantes, y fue posible cuantificar el consumo de edulcorantes por 9 de las embarazadas y 15 de las lactantes. No se encontró un consumo por encima de la ingesta diaria aceptable para ninguno de los participantes. Com o objetivo de conhecer a utilização e quantificar o consumo diário total de edulcorantes artificiais por gestantes e lactantes, foi realizada a coleta de dados sobre o consumo alimentar, avaliando quais produtos continham edulcorantes em sua composição e seus, respectivos teores diante do consumo diário individual e análise com a ingestão diária aceitável (IDA). Dos 161 recordatórios coletados, 89 eram gestantes e 72 nutrizes, sendo possível quantificar o consumo de edulcorantes por 9 das gestantes e 15 das nutrizes. Não foi encontrado consumo acima da ingestão diária aceitável para nenhuma das participantes. Em face do exposto, ressalta-se a importância do acompanhamento nutricional com orientações e recomendações conscientes. 
Selection of a new peptide homing SK-BR-3 breast cancer cells
Breast cancer diagnosis remains a challenge, mostly due to its heterogeneity. This reality translates in delayed treatments, increasing treatment aggressiveness and lower chances of overall survival. The conventional detection techniques, although becoming increasingly sophisticated each year, still lack the ability to provide reliable conclusions without being time consuming, expensive and uncomfortable for the patients. The identification of novel biomarkers for breast cancer research is therefore of utmost relevance for an early diagnosis. Moreover, breast cancer specific peptide moieties can be used to develop novel targeted drug delivery systems. In this work we used phage display to identify a novel peptide with specificity to the SK-BR-3 breast cancer cell line. Cytometry assays confirmed its specificity, while bioinformatics and docking studies predicted the potential biomarkers at the SK-BR-3 cells surface. External Skeletal Fixator Intramedullary Pin “Tie-in” for the Repair of Comminuted Tibial Fracture in a Brazilian Fox (Pseudalopex vetulus)
Background: The Brazilian fox (Pseudalopex vetulus, Lund 1842) is a naturally endemic specie of the Brazilian savana vegetation. Due to the rapid destruction of its habitat, the specie is considered “vulnerable” and subject to different kinds of trauma that usually results in fractures and dislocations. Among the methods of fractures fxation, highlights the external skeletal fxator intramedullary pin “tie-in” which consists of the intramedullary pin associated to the external fxator. The aim of the present report was to describe the case of a Brazilian fox with a comminuted tibial fracture, submitted to osteosynthesis using an external skeletal fxator intramedullary pin “tie-in”. Case: It was attended an exemplar of Pseudalopex vetulus, male, young adult, with 3.9 kg body weight and history of functional impotence of the left hindlimb. At the physical and orthopedic evaluations were observed loss of bone continuity and crepitus in tibial region, and the presence of a contaminated lacerating skin wound about 3 cm in diameter in the lateral side of the injured limb. Craniocaudal and mediolateral radiographic projections of the left hindlimb revealed the presence of a complete comminuted fracture at the proximal and distal shaft of the left tibia; and a complete transverse fracture at mid shaft of the left fbula. Due to this, the animal was submitted to fracture fxation using an external skeletal fxator intramedullary pin “tie-in”. For the surgical procedure, broad trichotomy and antisepsis of the left hindlimb were performed, followed by a longitudinal incision on the medial side of the tibia. After bone fragments identifcation, was realized the retrograde positioning of a Steinmann pin of 3.0 mm in diameter toward the proximal epiphysis. Subsequently, the pin was externalized in the parapatelar region and then replaced toward the distal epiphysis. The intramedullary pin was not cut, but folded and attached to the transcortical pins of the unilateral external skeletal fxator using polymethylmethacrylate acrylic resin. For the unilateral external skeletal fxator were placed four Kirschner pin of 1.5 mm in diameter. Of these, two pins were placed at the proximal bone segment of the fracture, and two at the distal one. The central bone segment was not transfxed by pins. Radiographic postoperative examination revealed fracture reduction with good alignment of the bone fragments. The metallic implants were also well positioned. Bone healing was verifed at 150 days postoperatively. At this moment, radiographic examination revealed calcifed and ossifed bone callus, and the maintenance of bone axis.The animal was reintroduced to nature. Discussion: The external skeletal fxator intramedullary pin “tie-in” features biomechanical superiority to both intramedullary and external skeletal fxator pin, since it resists to rotational, bending and axial forces that act at the fracture. Additionally, it is a less expensive fracture fxation method, especially when replacing the lateral connecting rod by polymethylmethacrylate acrylic resin. It was concluded that the external skeletal fxator intramedullary pin “tie-in”can be considered viable in small wild mammals, such as the Brazilian fox (Pseudalopex vetulus), since it enabled the bone healing and the limb functionality. Further studies with a greater number of individuals, however, are necessary to evaluate the real applicability of the fracture fxation method.Keywords: traumatology, osteosynthesis, wild animals
Avaliação da Gestão em Sistemas e Tecnologias de Informação nos Hospitais da Microrregião Rondonópolis-MT
Little has been researched in Brazil on the management of Information Technology (IT) in hospitals. Here it is presented the results of a field research relating to the interests and the possibilities of the hospitals of the Micro region of Rondonópolis – located at the interior MT. The research has focused on the management of Information Systems and has been carried out by GEPATI-UFMT in partnership with the GESITI Project from CTI Renato Archer. The methodology consisted of research quantitative-qualitative, using direct interview and application of a questionnaire. The data has been analyzed by the software Epi Info and Excel, concerning: strategic management of hospitals, research and development, technological innovation, human resources, equipment and technologies available, electronic commerce, and telemedicine. The results point out critical points such as the shortage of IT professionals in the region, the lack of new technologies and systems needed in a hospital environment. The results have pointed out the trends in the use of IT in the coming years as well as the need for public policies and lines of credit focused on modernization of IT management of hospitals
