Culture and collective action: Japan, Germany and the United States after 11 September 2001

In order to put a lens on the issue of international security cooperation after 11 September 2001, this article examines the question of how collective action in International Relations becomes possible. The author maintains that a fair amount of inter-state collective action can be understood, even explained, by analysing the culture of the international system. Using discourse analysis as a tool, the analysis addresses the underlying ideas, norms and identities that constitute the relationship between the United States and Japan, on the one hand, and Germany and the United States, on the other, as it has evolved since September 2001. The method exposes how some ideas are privileged over others, how norms are maintained, reformulated and abandoned, how identity is constructed and how power is legitimized in the 'war on terror'

'Dieser Arbeitsbericht enthaelt kurzgefasste Informationen ueber alle im Jahre 1980 durch den Bundesminister fuer Verteidigung herausgegebenen 'Wehrpsychologischen Untersuchungen' und 'Arbeitsberichte des Psychologischen Dienstes der Bundeswehr' in deutscher und in englischer Sprache. Englischsprachige Kurzinformationen ueber die Publikationen des Psychologischen Dienstes der Bundeswehr (PsychDstBw) haben sich aufgrund der vielfaeltigen Verbindungen und Kontakte von Vertretern des PsychDstBw mit Militaerpsychologen und anderen Psychologen anderer Nationen als notwendig erwiesen. Neben den internationalen Ansprechpartnern sollen diese Zusammenfassungen auch deutsche Vertragspartner, Fachverbaende und Informationsdienste fuer psychologische Dokumentation ueber die Publikationen des PsychDstBw auf dem Laufenden halten. Eine derartige Sammlung der Publikationen des PsychDstBw wird kuenftig jaehrlich als erster Arbeitsbericht der Reihe A (=Allgemeines) erschienen. Fuer jede Untersuchung/jeden Arbeitsbericht sind darin folgende Angaben enthalten: Untersuchung- bzw. Berichtsnummer - Erscheinungsdaten -ggf. Verschlussgrad - Titel und ggf. Untertitel - Name des Autors/der Autoren - Adresse des Autors bzw. der Stelle, bei der die Untersuchung durchgefuehrt worden ist - Zusammenfassung (Deutsch) - Abstract (Englisch). Alle Angaben werden in deutscher und englischer Sprache abgefasst. Die Sprache, in welcher der Titel einer Untersuchung/eines Berichtes zuerst und ohne Klammer angegeben ist, gibt zugleich die Sprache an, in der die gesamte Untersuchung/der gesamte Bericht geschrieben worden ist.' English abstracts of the publications of the Psychological Service of the Federal Armed Forces have proved necessary because of the many liasions and contacts of representatives of the Psychological Service with military psychologists of other nations. In addition to the international points of contact, these abstracts are also aimed at continously informing German contractors, psychological associations, and information services for psychological documentation. Such a collection of publications of the Psychological Service of the Federal Armed Forces shall henceforward be published as first of series A (General topics) of the technical reports on an annual basis. For each report the following data are provided: Report-Number - Date of publication - Security Classification, if any - Title, Subtitle if existing - Author's (author') name(s) - Author's (author's) address(es / Adress of performing agency - Zusammenfassung (German) - Abstract (English).
