Acteurs et tendances de la politique énergétique italienne et leur évolution après la fin de la guerre froide
En Italie, la production nationale de ressources énergétiques est très limitée. Les importations d’énergie représentent donc un élément fondamental du développement économique italien, facteur qui influence l’intervention publique. Dans ce contexte, il faut faire le constat d’une politique énergétique particulièrement fragmentée, avec une évolution continue des rapports entre le gouvernement et les entreprises publiques. Cet article reconstruit brièvement l’évolution de la politique énergétique italienne depuis la seconde guerre mondiale, pour se concentrer ensuite sur les principales dynamiques de changement qui se sont manifestées après la fin de la guerre froide et enfin anticiper les principales tendances pour d’évolution. L’analyse porte une attention particulière à l’interaction entre la fragmentation de la politique énergétique et les rapports internationaux, surtout dans le cadre du processus d’intégration européenne.The production of energy resources in Italy is very limited, and Italy therefore relies on imports for its economic development, which has an influence on public administration. Italian energy policy is particularly fragmented, and it has undergone a constantly changing relationship between government and state-owned companies. This article briefly describes the evolution of Italian energy policy after World War II and then focuses on the main dynamics of the post-Cold War period. It then examines the principal tendencies we can expect. The article pays particular attention to the interaction between the fragmentation of energy policy and the international sphere, especially in the framework of European integration
IoT software infrastructure for Energy Management and Simulation in Smart Cities
This paper presents an IoT software infrastructure that enables energy management and simulation of new control policies in a city district. The proposed platform enables the interoperability and the correlation of (near-)real-time building energy profiles with environmental data from sensors as well as building and grid models. In a smart city context, this platform fulfills i) the integration of heterogeneous data sources at building and district level, and ii) the simulation of novel energy policies at district level aimed at the optimization of the energy usage accounting also for its impact on building comfort. The platform has been deployed in a real world district and a novel control policy for the heating distribution network has been developed and tested. Results are presented and discussed in the paper
