    Development of an integration model of scientometric systems for effective knowledge management in Ukrainian universities

    The article highlights one of the leading goals of scientometric indicators and data in the context of the internationalization of higher education and scientific institutions – the inclusion in the international, global scientific and educational system of the greatest possible number of relevant scientific communities, teams of scientists, researchers and their scientific works, developments, innovations, and rating them according to certain objective indicators. The emergence of scientometric bases (systems, platforms) is a natural phenomenon in the development of society as an attempt to measure something that, on the one hand, is abstract, and, on the other hand, is characterized by certain quantitative features as a result of deep analysis. Scientific research leads to the accelerated development of technologies, therefore, at a certain stage, it became necessary to evaluate, that is, to measure the importance of a scientist’s research contribution to the development of a certain field of research. Since this need was felt in different countries with a relatively small time difference, various scientometric technologies were invented and developed

    From the point of view of the theory of social systems, culture is rather a wide field of possibilities that are revealed in human communication. This is our main initial methodological position, which in the future we recommend for use in socio-economic and humanitarian studies not so much in the regime of a rigid method that formats research, but as a cross-cutting value and ideological setting. Communication, as a message, can always give a different meaning to a report, but this is immediately apparent in social relationships. What does not work in such cases is the principle of communication, namely the difference between information and a message, which gives the message itself the character of an event that requires a reaction. It is at the level of intimate social relations, where the fundamental dependence of the realization of social freedom in the external social instance is manifested – even if it is a loved person. While multifunctional itself, morality can limit the scope of a functional specification. In this case, social interpenetration cannot be distinguished without taking into account interhuman relations. In addition, morality imposes its own limitations on the sphere of intimate relationships. After all, it is also impossible to deepen between people if it is associated with public morality. The model of a unified and standardized world (single and uniform) is being replaced by new concepts of globalization, containing the idea of preserving cultural diversity in people’s lives

    Humanism as a principle for sustainable development of society, a model for the management of education and public education, is recognized as a fundamental principle by proponents of various schools of thought, social science, management and philosophy, and pedagogy. In their view, the philosophy of education and upbringing should clearly delineate the range of humanistic and moral values, define the social institutions designed to form an orientation towards these values, justify the relationship between the individual and the social qualities of the individual that could contribute to the “spirit of democracy” in society. However, addressing these important issues requires an exploration of morality identifying its nature, its functions in cognizing the world, and how it differs from other forms of cognition. According to the proponents of this socially-oriented direction of the management and educational philosophy, an important aim of education and upbringing is to develop the individual’s ability to reflect on moral topics; and this, they argue, is achieved mainly through the “language of morality” logic

    The article is devoted to the analysis of the theoretical foundations of public administration and administration in the field of public security and civil defense as a component of the national security system. Consideration of the problems of civilizational development and national security shows the urgent need to rethink the areas of responsibility of state and civil society, the ratio of hierarchical and network structures in public administration and management. There is also a need to implement a new principle of boosting standards of living, as a prerequisite to ensuring national security, through sustainable development of society and competitiveness of the state itself. It is shown that under the conditions of globalization the state is no longer ensuring security and well-being of its citizens by mere «defending» them from the threats of emergencies. The state must prepare citizens to be able to confront the various globalization-related challenges on their own. Earlier this year, the National Security and Defense Council of Ukraine submitted a draft national security strategy “Personal Security – National Security” to the President for consideration. In this regard the new model of public administration and administration system in the field of public security and civil defense can be efficient. It is based on the six pillars of public administration. These are «human being / human resource», «organization theory», «policy analysis», «budgeting», «statistics» and «ethics». Such a framework ensures the unity of the system development approach in combination with theory and practice
