    КАЗНАЧЕЙСТВО РОССИИ В АВАНГАРДЕ РЕФОРМЫ

    The research studies the role of the Federal Treasury in reforming the budget process in the Russian Federation. It analyses the key areas in which there are drastic changes both in the activity of the Russian Treasury and in the management of public finances as a whole.The methodological basis of the research is formal-logical and systematic approaches, analysis of trends in the development of the Federal Treasury and its role in the management of public finances in the Russian Federation. The research analyses the provisions of the new revision of the Budget Code of the Russian Federation which provides for the formation of the legal basis for the system of the budget (Treasury) payments that will ensure for budget execution to transit from counter to treasury services with a help of single treasury account.The result of the research shows that further reform process of budget payments should take place under the conditions of full implementation of the “Electronic Budget” which allows providing funds management through automation of the cash plan in the budget system of the Russian Federation, a single treasury liquidity management (budget) account, effecting budget payments, the processing of bank statement.Статья посвящена исследованию роли Федерального казначейства в реформировании бюджетного процесса в Российской Федерации. Анализируются ключевые направления, по которым происходят радикальные изменения как в деятельности самого Казначейства России, так и в сфере управления общественными финансами в целом. Методологической основой исследования являются формально-логический и системный подходы, анализ направлений развития Федерального казначейства и его роли в процессе управления государственными финансами в Российской Федерации.Анализируются положения новой редакции Бюджетного кодекса Российской Федерации, в которой предусмотрено формирование правовой основы системы бюджетных (казначейских) платежей, что позволит обеспечить переход от кассового на казначейское обслуживание исполнения бюджетов с использованием единого казначейского счета.В результате исследования авторы приходят к выводу, что дальнейший процесс реформирования бюджетных платежей должен происходить в условиях полномасштабного внедрения системы «Электронный бюджет», позволяющей обеспечить управление денежными средствами путем автоматизации ведения кассового плана бюджетов бюджетной системы РФ, управления ликвидностью единого казначейского (бюджетного) счета, осуществления бюджетных платежей, обработки банковской выписки

    Precipitation mechanisms and subsequent hardening kinetics in the β-CEZ alloy

    The β-CEZ alloy : Ti-5%Al-2%Sn-4%Zr-4%Mo-2%Cr-l%Fe is a near β titanium alloy. Since its processing routes include heat treatment (consisting of solution treatment and ageing), it has been decided to study the influence of the β phase stability on α phase precipitation and hardening kinetics. Small sized specimens, coming from industrial heats, have been heat treated above and below the β transus, and then water quenched. Therefore, several degree of β stability are obtained. When it is increased (i.e. the solution treatment temperature is lowered), α or ω phases precipitations are delayed, as well as the hardening phenomena. Moreover, the ω stability domain is reduced. The mechanisms of α or ω precipitation are discussed, and related to the hardening kinetics

    Surface defects in as-grown Ti3Al + V

    A transmission electron microscope (TEM) investigation of surface defects contained in an as-grown Ti 3Al + V ordered alloy (DO19) was carried out and evidence was obtained for two categories of defects, namely antiphase boundaries (APB) and superlattice intrinsic stacking faults (SISF). APBs are nonplanar, they are thermal defects that were formed during alloy ordering ; they are often terminated by a superpartial with a 1/6 Burgers vector. SISFs appear as groups of several unities, they do not originate from superdislocation dissociation but are part of closed superpartial loops with 1/3 Burgers vector. SISFs and APBs may interact in order to give complex configurations that have been analyzed by TEM. Several different types of intersections between a SISF and an APB may occur which all indicate a rather weak interaction between a SISF and a 1/6 superpartial

    The decomposition of the β matrix in the Ti-10 V-2 Fe-3 A1 alloy during aging at 573 K is studied by TEM and Atom Probe. The combination of the two techniques allows to follow the formation and the evolution of the isothermal ω phase as well as the precipitation of the secondary α phase. The β matrix decomposition is described as a two stage process.La décomposition de la matrice β de l'alliage Ti-10 V-2 Fe-3 Allors de vieillissements à 573 K est étudiée par Microscopie Electronique à Transmission et Sonde Atomique. La combinaison des 2 techniques permet de suivre la formation et l'évolution de la phase ω isotherme ainsi que la précipitation de la phase α secondaire. Les résultats obtenus conduisent à décrire la décomposition de la matrice β par un processus non classique en deux étapes

Ils sont de deux types, parois d'antiphase (APB) et fautes d'empilement sans défaut d'ordre (SISF). Les APB sont essentiellement des défauts thermiques gauches, apparus au cours de la mise en ordre et souvent bordés par une superpartielle de vecteur de Burgers 1/6 . Les SISF forment des groupes de quelques unités, elles ne résultent pas de la dissociation de superdislocations mais sont présentes à l'intérieur de boucles fermées de vecteur de Burgers 1/3 . Des interactions entre ces deux familles de défauts donnent lieu à des configurations complexes qui ont été analysées par MET. L'intersection d'une SISF et d'une APB peut se faire de diverses manières traduisant une attraction faible entre la SISF et la superpartielle de vecteur de Burgers 1/6
