Employer Perceptions of Associate Degrees in Local Labor Markets: A Case Study of the Employment of Information Technology Technicians in Detroit and Seattle
While promoting postsecondary credential completion is a national priority intended to help graduates secure good jobs, the value of credentials in the labor market from the perspective of employers is not well understood. Specifically, more attention is needed to understand how credentials align with employer needs. Through in-depth interviews with managers responsible for hiring information technology technicians, we examined their perceptions of associate and bachelor's degree holders in two contrasting labor markets: Detroit and Seattle. The study led to several key findings. First, across the two labor markets, employers expected some common qualities in both associate and bachelor‘s degree holders, including technical skills and knowledge, thinking skills, communication skills, and discipline. Second, while they expected some positive qualities in associate degree holders that were distinctive to this credential, many hiring managers also expected negative characteristics, such as a lack of academic ability, initiative, or skill. However, while both associate and bachelor's degrees provided relevant information about potential workers, employers did not expect the credentials to provide information about certain key qualities they sought in workers, including competency in customer service and teamwork, and personal interest in technology. Some of the qualities that employers expected in associate degree holders were linked to their local labor markets and their perceptions of the local community colleges. This study provides suggestions on how an understanding of the specific qualities employers expect in credential holders and of the role of the local labor market can help colleges better engage with employers and fine-tune their programs to more effectively meet students' and employer's needs

Employment Outcomes of Community College Information Technology Students
Understanding the role of subbaccalaureate programs in preparing students for the workforce has become increasingly important, particularly in quickly changing fields that require well-trained technical workers, such as information technology (IT). To better understand the role of community colleges in educating IT workers, we examined two key issues: (1) students‘ employment outcomes by the type of community college IT preparation they complete, and (2) the type of employers that tend to hire community college IT students. Specifically, we analyzed data on students who were enrolled in an IT program at any Washington State community and technical college during the 2000-01 academic year and who completed their program or left college by the spring of the 2004-05 academic year. We examined information on students‘ course-taking in college and their employment before, during, and after their college enrollment. Our investigation of employment outcomes by type of community college preparation suggests that employers prefer workers with higher-level credentials. Of the four groups we analyzed, students with both an associate degree and a certificate in IT had the strongest employment outcomes in terms of likelihood of employment, hours worked, and earnings. They were followed by students with an IT associate degree, and then by students with an IT certificate. Students who earned no credential but concentrated their study in IT by completing four or more courses had the weakest employment outcomes, underscoring the importance of completing full programs and earning a credential. Compared with workers overall, IT students were more likely to work for medium sized employers. They were also more likely to be employed in temporary services and educational services industries. Our findings highlight the importance of community college efforts to engage with the full range of local employers as well as the potential need for different engagement strategies, depending on the employer

Structure in Community College Career-Technical Programs: A Qualitative Analysis
Using data obtained from interviews and program websites at Washington community and technical colleges, the authors of this study examine the structure of community college career-technical programs in allied health, business and marketing, computer and information studies, and mechanics and repair. A framework for structure with four dimensions—program alignment, program prescription, information quality, and active program advising and support—is used to evaluate the practices of relatively high- and low-performing colleges within each field of study. The authors reviewed the websites of all programs at high- and low-performing colleges in each of these fields of study and conducted case studies on individual programs from these fields, interviewing faculty, administrators, and counselors to learn more about the dimensions of structure in the programs. The allied health, computer and information science, and mechanics and repair programs were all found to be highly structured; the business and marketing programs were found to have a moderate level of structure. Overall, given that all of the programs were at least moderately structured, there was limited evidence of a connection between program structure and program performance

The Landscape of Noncredit Workforce Education: State Policies and Community College Practices
Postsecondary noncredit education has become increasingly common in recent years, and at many community colleges, noncredit programs enroll more students than do credit programs (Bailey et al., 2003). Courses connected with workforce instruction and contract training account for much of this growth (Dougherty and Bakia, 1999), and such courses are noted for their important role in responding flexibly to shifting workforce demands. Still, the growth in community college noncredit workforce education raises questions about whether the colleges are keeping pace with student and industry needs, using resources efficiently, and providing adequate access to all students. The answers to these questions may challenge current state policies and college practices

Contextualized College Transition Strategies for Adult Basic Skills Students: Learning from Washington State’s I-BEST Program Model
Integrated Basic Education and Skills Training (I-BEST) integrates the teaching of basic skills and technical content in order to accelerate basic skills students’ transition into and through a college-level occupational field of study.This innovative program model was developed by the Washington State Board for Community and Technical Colleges (SBCTC) in collaboration with the community and technical colleges in the state. At the time of our study, all 34 community and technical colleges in Washington State offered I-BEST programming in at least one workforce area, and there were approximately 150 approved I-BEST programs across the state. The study reported on here represents the final phase of a multi-year evaluation of the I-BEST model that began in 2009, conducted by CCRC in collaboration with the Washington SBCTC. Based on fieldwork undertaken in spring 2011 on 16 I-BEST programs at eight colleges, this report builds on CCRC’s earlier qualitative and quantitative research by seeking to understand those aspects of I-BEST that best support student learning, progression, and completion. In addition, the report considers the I-BEST student experience and evaluates the costs of I-BEST program delivery. The findings and recommendations highlighted below may be useful for funders, policymakers, and practitioners in other states who are considering transition interventions similar to the I-BEST model

How I-BEST Works: Findings from a Field Study of Washington State's Integrated Basic Education and Skills Training Program
Integrated Basic Education and Skills Training (I-BEST) is an innovative program and strategy developed by the Washington (WA) State Board for Community and Technical Colleges (SBCTC) in conjunction with the state’s 29 community colleges and five technical colleges. Its goal is to increase the rate at which adult basic education and English-as-a-second-language students advance to college-level occupational programs and complete postsecondary credentials in fields offering good wages and career advancement. The promising results from preliminary analyses of I-BEST have generated interest in replication of the I-BEST model. Nationally, over 2.5 million students take adult basic skills courses at community colleges, high schools, and community organizations; only a fraction of these go on to pursue and earn college credentials. Despite the growing interest in I-BEST, not much is known outside Washington State about how the program works. This study, conducted by the Community College Research Center (CCRC), examines how I-BEST operates in Washington’s community and technical colleges. Researchers conducted telephone interviews with I-BEST faculty, staff, and administrators at all 34 colleges, and also observed I-BEST classes and interviewed faculty in-depth at four colleges. Overall, the 34 colleges agreed that I-BEST is an effective model for increasing the rate at which adult basic skills students enter and succeed in postsecondary occupational education. But it is expensive to operate, and determining how to fund its programs is a major concern. Not surprisingly, therefore, there was no consensus among the colleges about the sustainability of I-BEST, although they all acknowledged its significant benefits

The Meaning and Use of Associate Degrees in the Employment of IT Technicians
Educational credentials are clearly linked to economic success, but the reasons for this link are not clear. Common theoretical approaches provide explanations but lack direct employer perspectives on credentials' meaning and the context in which employers make sense of credentials. In this study, I used an alternative perspective based in Meyer's (1977) theory of education as an institution, labor market sociology, the sociology of work, and organizational theory to examine the role of social context in how employers make sense of the associate degree for IT technician jobs. I conducted comparative case studies of contrasting labor markets: Detroit and Seattle. I interviewed 78 hiring managers in 58 organizations of varying types about their perceptions and ways of using degrees in hiring IT technicians. Hiring managers' perspectives on associate and bachelor's degrees for IT technician jobs reflect their ideas of degree holders' social roles. They expected associate degree holders to be eager to please and to lack ability, skill, and initiative relative to the bachelor's degree holders. In contrast, they expected bachelor's degree holders to feel entitled. These expectations of traits found in different degree holders illustrate the relative status differences between these credentials and degree holders' reaction to these differences. Hiring managers held ideas about associate degrees specific to their local labor market. Detroit hiring managers more commonly expected associate degrees to signify commitment to career, while Seattle hiring managers more commonly expected them to signify lack of ability, skill, and initiative. These differing views may be associated with the level of education in the local population and the reputation of local community colleges. Some evidence indicates that bureaucracy in hiring may also influence the use of educational credentials. Further research is needed to understand the role of organizational context. The key finding of this study is that credentials exist in a relational context. Degrees take on meaning in relationship to social context, including: other degrees, the occupation, the local labor market, and potentially the organization. This finding exists in contrast to common theories that propose standard meanings associated with educational credentials but miss these more specific, situated meanings

The Impact of Co-locating American Job Centers on Community College Campuses in North Carolina (A CAPSEE Working Paper)
Relationships between community colleges and the public workforce system might have an important role in promoting students’ success in the labor market and in college. In particular, the co-location of American Job Centers (AJC) on community college campuses is a particularly strong form of relationship that might benefit students. Yet little is known about the impact of co-located AJCs on students.
This study examines student outcomes at six community colleges in North Carolina that had co-located AJCs on their campuses. Exploiting the variation in the timing of the co-location, the study uses a difference-in-differences approach to estimate the impact of AJC co-location on students’ credential completion, employment, and earnings. After three years, AJC co-location had a negative relationship with completion and employment and no relationship with earnings for the overall sample. Where five-year outcomes were available for a subset of students, there was no relationship between AJC co-location and completion, employment, or earnings. For students who completed a credential, the presence of a co-located AJC had no relationship to employment or earnings outcomes. This analysis does not support the notion that AJC co-location improves student outcomes; however, additional analyses are needed where more data are available to fully assess the effect of co-location
