    The role of university in smart city development

    Purpose: Universities are the main actors in the process of knowledge creation (Cas-tells and Hall, 1994) and their location in the territory is a key prerequisite for economic and social, as well as smart development (OECD, 1999, Holland 2001, Etkowitz, 2002). Universities unite potential in one place, creating the so-called creative center, which is the center of developing territory (Florida, Gates, Knudsen, Stolarick 2006, p. 20). They are also a part of the innovation potential of the area (Holland, 2001 Etkowitz, 2002 Mille, 2004, Florida, 2006, Vaňová, 2006). According the important role of universities in spatial development, the aim of the paper is to ex-plain the specifics of their role in the smart spatial development as one of the newest trends in regions and cities. Design: In the first part of the paper, it is explained the interconnection between the smart cities development and universities and research institutions from the theoretical point of view. Then it continues by the situation criti-cal analysis of city Banská Bystrica regarding the main characteristics of smart cities (people, living, environment, governance, mobility) and subse-quently it is focused on the importance of universities (4 universities in city with 80000 people) in the systematic smart development of Banská Bystrica. The paper is concluded by the identified challenges of future smart development in this city. Methodology: The paper is based on the results of several researches and surveys in spa-tial development of Banská Bystrica. The main sources of primary data are the questionnaire survey with citizens and interviews with the representa-tives of city. To the secondary data belong the statistics of Slovak Statisti-cal Office, Eurostat, the published results on “European Smart Cities” ranking, which was elaborated by Vienna University of Technology (Cen-tre of Regional Science) in 2007 and revised for the specific requirements of the PLEEC project financed by 7th Framework Programme aimed on evaluation and benchmarking of smart, or potentially smart city profiles. Implications: Following the results of the research and their comparison with the theo-retical framework the starting points of methodology how to build smart Banská Bystrica is proposed (definition of key actors, weaknesses and strengths of building smart city, responsibilities, etc.).     ACCOUNTING AS AN INFORMATION SOURCE FOR DETERMINATION OF GENERAL ASSET VALUE IN CONDITIONS OF THE SLOVAK REPUBLIC

    Currently, expert witness's activities became an essential part of the development of business activities. Expert witness's activities deals with the process of determining the value based on the use of appropriate valuation methods. The basic role of expert witness's activities is valuation of the assets. In practice, expert witness' opinions are increasingly required not only by the courts and other public authorities, but also by the banking institutions, natural and legal persons. This demand stems primarily from the difference between the perception of price and the actual value of assets. The essential prerequisite for the success of a forensic expert witness's work is the access to quality information. The article's aim is to identify the information sources from which an expert witness is based on the preparation of expert witness's opinion. The theoretical and empirical research was applied in order to achieve the article's aim. The collection of empirical data was carried out using the technique of standardized interview with respondents. Based on the conducted research it can be concluded that the accounting is the principal point and the information source underlying the activity of a forensic expert witness in the determination of general asset value respectively the parts or individual assets items. Accounting presents the information source for various internal and external users. Forensic expert witnesses shall be even included to the users of accounting as regards the establishment of expertizing as a new scientific discipline. DOI: https://doi.org/10.15544/ssaf.2014.2

    STANDARD OF FULFILMENT OF REQUIREMENTS IN THE APPLICATION OF TQM IN SLOVAK REPUBLIC

    In practise are TQM approaches applied through the EFQM Excellence Model and therefore research is focused on organizations which are applying this model and their level of performance in individual criteria are rated within the National Quality Award of the Slovak Republic. The paper objective is describe the current state of implementation of human resources management in organizations that participated in National Quality Award of the Slovak Republic. Organizations included in the research have achieved the highest rating and also are applying the EFQM Excellence Model. The model is composed of several areas. In the area of human resources management are important the approaches of implementation of human resources management and subsequent prove of results if the stated strategy is carried out efficiently to the employee satisfaction.     V príspevku je analyzovaný význam odbornej činnosti školského psychológa v procese prípravy školských rovesníckych mediátorov na druhom stupni základnej školy. Charakterizované sú špecifiká školskej mediácie, priebeh mediačného procesu, ako aj osobnosť mediátora a jeho mediačné zručnosti. Popísaný je proces výberu, tréning a supervízia školských rovesníckych mediátorov. Akcent je kladený na konkrétnu úlohu školského psychológa ako odborníka v jednotlivých etapách prípravy rovesníckych mediátorov. Vytvorený model systematickej prípravy rovesníckych mediátorov môže slúžiť ako inšpirácia a praktický návod nielen pre školských psychológov, ale aj sociálnych pedagógov, výchovných poradcov či koordinátorov prevencie

    The influence of some selected variables from accounting system on profit or loss of agricultural companies in the Slovak republic

    The article presents the influence assessment of significance of some selected variables from the entrepreneurs' accounting system on the achieved profit or loss of the agricultural companies in the Slovak Republic. Accounting information serves as an active tool for internal users for operational as well as strategic company management, and for external users the information is determined as legally binding output information which is a subject to disclosure. Individual financial statements of assessed agricultural companies are considered to be the relevant source of information. Agricultural companies are represented by commercial companies and agricultural cooperatives. Profit or loss after income tax presents the final complex effect of economic company's performance. The existence and development of companies is conditioned by assets which amount and structure depend on focus and the range of subject activity but as well as on specific factors set by the production process in the agricultural primary production. The increase in liabilities is notable by the influence of unsufficient amount of own company funding sources, mainly the increase in trade payables. The continuance of company reproduction process is secured by a bank loan drawdown. The income situation of companies of agricultural primary production is favourably influenced by the subsidies of non-investment character. During the observed period of years 2004 - 2014 the examined variables were assessed by means of statistical methods. The obtained results of rate determination of statistical correlation between selected variables by means of classical canonical analysis and non-parametric correlation analysis secured that in the assessed group of companies all analysed variables influenced statistically significantly profit or loss after income tax, mainly the total value of assets and non-investment subsidies, except for years 2010, 2012 a 2013, when the statistically insignificant correlations was determined between profit or loss and especially short-term trade payables and current bank loans. As regards the existence point of view it is recommended to companies to maintain the optimal assets and capital structure as well as the achievement of suitable profitability of company's activity. Only the complex attitude towards the subject issue can be the assumption of sustainability for companies of agricultural primary production in the Slovak Republic and the increase in their performance

    Deployment of creative actors and varieties of their impact on the quaternary sector and regional growth: a case study of NUTS2 regions of the Czech Republic

    The current era acknowledges the immense impact of creativity on economic growth and regional development. There is an ongoing debate about the position of creativity and its sources and implications in regional economies when thorougly examining regional disparities. We contribute to the debate by piloting an investigation of five groups of creative actors whose links and consequences for regional growth and the quaternary sector were explored. As a case study, the NUTS2 regions of the Czech Republic were selected for analysis (2015-2017). Given the nature of selected indicators, the causality results and the substantive importance of our investigation, the selected time period is not a limiting factor for our analyses.     Štúdium možností elektrochemickej detekcie špecifických sekvencií nukleových kyselín

    This work deals with the study of the possibility of creating an electrochemical biosensor for the detection of specific nucleic acid sequences. The theoretical part describes various types of RNA, with a special focus on miRNAs and possibilities of its detection. It also describes various electrochemical detection approaches, both nucleic acids, and more specifically miRNAs. miRNA is a potential biomarker that can be used for early and non-invasive diagnosis of cancer. The experimental part is aimed at designing, optimizing and preparing a sensitive biosensor for the detection of miRNA-21. A biosensor was prepared to detect the lowest concentration of miRNA-21 in the sample. A linear concentration range for the calibration curve from 1 nM to 1 µM concentration was measured. We measured LOD of 1 fM and by calculation from the regression equation to 3.2 zM and LOQ was 10.8 zM. Subsequently, samples were measured in artificial urine to verify the functioning of the sensor in real conditions. The results showed a minimal effect of the matrix on the determination of the target miRNA

    MAJOR EPIDEMIOLOGICAL DISEASES AND POSSIBILITIES OF RESTRICTION ITS MALFEASANCE AND CONSEQUENTIAL SPREAD IN POPULATION

    In history there are cases of epidemics, which often reduced the human population more than war conflicts ever did. A typical example is the Spanish flu epidemic during the 1st World War. It is generally known that a large portion of our population lacks sufficient knowledge on the very dangerous diseases, which can be misused by bioterrorists. People underestimate the threat and often they don?t even have any idea how to protect themselves against biological agents or what to do in the event of a possible attack. I have chosen this issue as the topic of my diploma work as I consider the current situation of the inhabitant?s awareness of this issue as unsatisfactory. The objective of my work is to define epidemiologically serious diseases, which are suitable for misuse within the bioterrorists? actions, to focus on their diagnostics, treatment and prevention. On the basis of studying expert literature and consultations I have proposed preventative measures and instructions what to do in the event of a possible risk of attack by biological warfare agents and subsequently I created two types of information leaflets for the wide public. At the same time I handed over these two information leaflets for an expert assessment to a legal office to make sure that they do not fulfil the state of facts of a criminal offence of spreading a haux. The result is an opinion that the leaflet with general information may be used to increase peoples' awareness on the preventative protection against the possible risk of attack or misuse of biological agents. The second leaflet with the detailed information may only be used for the purpose of this diploma work, or possibly for training purposes of cooperation of the Integrated Emergency Services and the inhabitants in the given area
