A HOMEGROWN AND HYBRID HUMAN SECURITY APPROACH FOR THE EASTERN CARIBBEAN
The Eastern Caribbean region faces chronic and pervasive structural, societal, and environmental vulnerabilities, but weak institutional and governance structures and one-dimensional security strategies fail to address these threats and adversely affect the people and overall security of the region. This thesis examines the concept of human security and how it can inform a multidimensional strategic thinking for Eastern Caribbean Regional Security System member states to address traditional and non-traditional threats. Case studies of Singapore and Sri Lanka, island states facing challenges akin to those of Eastern Caribbean microstates, provide insight on how human security concepts can translate to practical security policies. The analysis reveals that a statewide approach to good governance that addresses systemic causes of human insecurity has transformative and strengthening effects on human and state security; that the human security concept has practical applicability to national security, as demonstrated by Singapore’s longstanding, multidimensional “Total Defense” approach and that implementing sustainable approaches can reduce environmental vulnerabilities, adding value to state resources and overall security. This study concludes that incorporating human security factors into Eastern Caribbean planning could strengthen regional security by addressing pervasive and interconnected security threats, and mitigate potentially devastating consequences for the region.Civilian, Police Department, GrenadaApproved for public release. The post-war reconstruction of Kosovo took the shape of a trusteeship-like international administration led by the United Nations Interim Mission in Kosovo (UNMIK) and partners. Large numbers of international staff were imported and entrusted with a mandate for nationbuilding according to the Western European civic-territorial model. Although this model has been perceived and promoted as an appropriate and desirable solution for multi-ethnic Kosovo, reconciliation between the ethnic communities, a prerequisite for the implementation of the proposed model, remains a serious challenge for the agents of UNMIK. A number of ambiguous and questionable solutions have been proposed, jeopardising the professional integrity of the international staff.Povojna rekonstrukcija Kosova se odvija pod okriljem mednarodne civilne uprave, na čelu katere je Misija Združenih narodov na Kosovu (UNMIK) s partnerji. Mednarodno osebje, ki se je v velikem številu naselilo na ozemlju Kosova, je dobilo mandat za izgradnjo nacije po vzoru zahodnoevropskega teritorialnega modela. Za implementacijo tega modela, ki je prepoznan in promoviran kot primerna in zaželena rešitev za multietnično strukturo kosovske družbe, je nujno potrebna zgladitev sporov med etničnimi skupnostmi, kar ostaja primarni izziv za akterje Misije ZN na Kosovu. Za dosego tega cilja so bile ponujene številne nejasne in vprašljive strategije, njihov neuspeh pa začenja spodkopavati profesionalno integriteto mednarodnega osebja
Occupational Safety and Health in Transnational Workplaces: The Case of Posted Workers
Članek predstavlja rezultate empirične študije o varnosti in zdravju pri delu napotenih delavcev v transnacionalnih in večjezičnih delovnih prostorih. Razprava temelji na podatkih, pridobljenih s polstrukturiranimi intervjuji s ključnimi deležniki v Sloveniji, ki jih avtorici analizirata s pomočjo 'pristopa večplastne ranljivosti' (layered vulnerability approach; Sargeant, Tucker 2009). Članek prinaša vpogled v multiple ranljivosti napotenih delavcev, ki so pogosto napoteni na opravljanje dela v nevarnih sektorjih in izpostavljeni številnim zdravstvenim tveganjem, ponuja pa tudi nekaj rešitev za zmanjšanje njihove ranljivosti, med drugim tudi vlogo in pomen učinkovitega širjenja informacij in ozaveščanja.The article presents the results of an empirical study on the occupational safety and health (OSH) of posted workers in transnational, multilingual and multi-employer workplaces. The argument is based on data obtained from semi-structured interviews with key stakeholders in Slovenia, which we analyse within the framework of Sargeant and Tucker’s (2009) layered vulnerability approach. We discuss multiple vulnerabilities of posted workers who are disproportionally recruited into hazardous jobs and exposed to numerous health hazards. Possible measures to reduce OSH-related vulnerabilities of posted workers are identified and discussed, including the role of information sharing and awareness raising
A non-commutative Priestley duality
We prove that the category of left-handed strongly distributive skew lattices
with zero and proper homomorphisms is dually equivalent to a category of
sheaves over local Priestley spaces. Our result thus provides a non-commutative
version of classical Priestley duality for distributive lattices and
generalizes the recent development of Stone duality for skew Boolean algebras.
From the point of view of skew lattices, Leech showed early on that any
strongly distributive skew lattice can be embedded in the skew lattice of
partial functions on some set with the operations being given by restriction
and so-called override. Our duality shows that there is a canonical choice for
this embedding.
Conversely, from the point of view of sheaves over Boolean spaces, our
results show that skew lattices correspond to Priestley orders on these spaces
and that skew lattice structures are naturally appropriate in any setting
involving sheaves over Priestley spaces.Comment: 20 page
REPTATE rheology software: Toolkit for the analysis of theories and experiments
We present a new, free, and open source reptate (rheology of entangled polymers: toolkit for analysis of theory and experiment) software package for viewing, exchanging, and analyzing rheological and associated data. The main idea of reptate is to propose a powerful and user-friendly platform, which can be installed on the same computer as, e.g., the rheometer and which makes comparing experiments with classical, or latest, theories easy—without the need for a theoretician. The new reptate software offers full compatibility with different operating systems (Windows, Mac, and Linux). We demonstrate the use of reptate by reproducing predictions of recently published articles, from entangled, monodisperse, and polydisperse linear chains to branch-on-branch polymer systems in linear and nonlinear rheology regimes
Progenitors of Low Redshift Gamma-ray Bursts
Bimodal distribution of the observed duration of gamma-ray bursts (GRBs) has
led to two distinct progenitors; compact star mergers, either two neutron stars
(NSs) or a NS and a black hole (BH), for short GRBs (SGRBs), and so-called
collapsars for long GRBs (LGRBs). It is therefore expected that formation rate
(FR) of LGRBs should be similar to the cosmic star formation rate (SFR), while
that of SGRBs to be delayed relative to the SFR. The localization of some LGRBs
in and around the star forming regions of host galaxies and some SGRBs away
form such regions support this expectation. Another distinct feature of SGRBs
is their association with gravitational wave (GW) sources and kilonovae.
However, several independent investigations of the FRs of long and short
bursts, using the Efron-Petrosian non-parametric method have shown a LGRB FR
that is significantly larger than SFR at low redhift, and similar to the FR of
SGRBs. In addition, recent discovery of association of a low redshift long
GRB211211A with a kilonova raises doubt about its collapsar origin. In this
letter we review these results and show that low redshift LGRBs could also have
compact star mergers as progenitor increasing the expected rate of the GW
