The article is devoted to the formation and implementation of the digital agenda of the Eurasian Economic Union. It describes the nature of the digital agenda, its objectives and strategies. The effectiveness of the implementation of the digital agenda of the EAEU, predicted by the specialists of the World Bank and the Eurasian Economic Commission, is considered. The characteristics of the starting conditions for the economic development of the EAEU member states at the time of the formation of the digital agenda is given. The analysis of the relative weight of Internet users, the readiness index for the electronic government and its components, as well as the coefficients of variation of these indicators is carried out. Based on this analysis, the place of the Republicof Belarusin the regional processes of the digital transformation of the economy and the reduction of the digital divide between the EAEU countries in 2006-2016 were identified. The article discusses the formation of educational clusters and the development of e-Government, their contribution to the processes of formation of the postindustrial society and the knowledge economy. The tendencies of formation of the digital economy are analyzed and its requirements to the functions of electronic government are revealed. A close connection between the development of e-Government and economic development is proved. The article considers the issues of formation and maintenance of an integrated information management system in the education sector, as well as the development of e-education on the example of the Republic of Estonia β a regional and one of the world leaders in the field of digital transformation of education. The history and specificity of the information system in the Estonian education sector (EHIS) is analyzed in the context of the development of e-government technologies. The principles for the processes of collecting, processing and analyzing information in the education sector in Estoniaare presented, the expanded analytical capabilities of the information system containing personal data of various categories of participants in the educational process are described. The issues of ensuring confidentiality and integrity of information based on digital signature and blockchain technology are considered. The economic and social effect of the implementation of an integrated information system in the education sector has been revealed. The structure of e-learning services in Estoniaand their role in providing digital transformation of the education system are considered. DIRECTIONS AND MECHANISMS FOR THE IMPLEMENTATION OF THE DIGITAL AGENDA OF THE EAEU IN THE REPUBLIC OF BELARUS
The article is devoted to the formation and implementation of the digital agenda of the Eurasian Economic Union. It describes the nature of the digital agenda, its objectives and strategies. The effectiveness of the implementation of the digital agenda of the EAEU, predicted by the specialists of the World Bank and the Eurasian Economic Commission, is considered. The characteristics of the starting conditions for the economic development of the EAEU member states at the time of the formation of the digital agenda is given. The analysis of the relative weight of Internet users, the readiness index for the electronic government and its components, as well as the coefficients of variation of these indicators is carried out. Based on this analysis, the place of the Republicof Belarusin the regional processes of the digital transformation of the economy and the reduction of the digital divide between the EAEU countries in 2006-2016 were identified. The analysis also led to identification of problems in the field of digital transformation of the economy, facing the EAEU countries, and possible ways of their solution
Management of Educational Clusters in the Context of Realization of the Concept of E-Government
The article discusses the formation of educational clusters and the development of e-Government, their contribution to the processes of formation of the postindustrial society and the knowledge economy. The tendencies of formation of the digital economy are analyzed and its requirements to the functions of electronic government are revealed. A close connection between the development of e-Government and economic development is proved. Definitions of the notion Β«educational clusterΒ» discussed in the scientific literature are presented and a comprehensive analysis of the benefits of their development based on effective management decisions of e-Government is conducted
Formation of the Management Information System in the Education Sector and the Development of the Education System of the Republic of Belarus Based on the Experience of Estonia
The article considers the issues of formation and maintenance of an integrated information management system in the education sector, as well as the development of e-education on the example of the Republic of Estonia β a regional and one of the world leaders in the field of digital transformation of education. The history and specificity of the information system in the Estonian education sector (EHIS) is analyzed in the context of the development of e-government technologies. The principles for the processes of collecting, processing and analyzing information in the education sector in Estoniaare presented, the expanded analytical capabilities of the information system containing personal data of various categories of participants in the educational process are described. The issues of ensuring confidentiality and integrity of information based on digital signature and blockchain technology are considered. The economic and social effect of the implementation of an integrated information system in the education sector has been revealed. The structure of e-learning services in Estoniaand their role in providing digital transformation of the education system are considered. As a result of the analysis of the Estonian experience in the formation of an integrated information system in the education sector, as well as the development of e-education services, scientifically based recommendations for the modernization of the education system of the Republicof Belarushave been developed
