Density functional theory of freezing for soft interactions in two dimensions
A density functional theory of two-dimensional freezing is presented for a
soft interaction potential that scales as inverse cube of particle distance.
This repulsive potential between parallel, induced dipoles is realized for
paramagnetic colloids on an interface, which are additionally exposed to an
external magnetic field. An extended modified weighted density approximation
which includes correct triplet correlations in the liquid state is used. The
theoretical prediction of the freezing transition is in good agreement with

Superparamagnetic colloids in viscous fluids
The influence of a magnetic field on the aggregation process of superparamagnetic colloids has been well known on short time for a few decades. However, the influence of important parameters, such as viscosity of the liquid, has received only little attention. Moreover, the equilibrium state reached after a long time is still challenging on some aspects. Indeed, recent experimental measurements show deviations from pure analytical models in extreme conditions. Furthermore, current simulations would require several years of computing time to reach equilibrium state under those conditions. In the present paper, we show how viscosity influences the characteristic time of the aggregation process, with experimental measurements in agreement with previous theories on transient behaviour. Afterwards, we performed numerical simulations on equivalent systems with lower viscosities. Below a critical value of viscosity, a transition to a new aggregation regime is observed and analysed. We noticed this result can be used to reduce the numerical simulation time from several orders of magnitude, without modifying the intrinsic physical behaviour of the particles. However, it also implies that, for high magnetic fields, granular gases could have a very different behaviour from colloidal liquids

The article considers the main resources and instruments for information coverage of the foreign policies of the Republic of Belarus, the Russian Federation and Ukraine. They are used in the second half of the 2010s to promote national interests in the context of the active development of information and communication technologies and their more increasing use for the implementation of foreign policy tasks. The relevant approaches to realization of the digital diplomacy are identified and characterized, including an expansion of presence in the leading social networks, key features of broadcasting organization of the international satellite TV channels and use of the anonymous political Telegram channels for working with foreign audiences.Рассмотрены новые ресурсы и инструменты информационного обеспечения внешней политики Республики Беларусь, Российской Федерации и Украины, которые стали применяться во второй половине 2010-х гг. для продвижения национальных интересов в условиях активного развития информационных и коммуникационных технологий и их все более масштабного использования для реализации внешнеполитических задач. Выявлены и охарактеризованы современные подходы к осуществлению цифровой дипломатии (включая расширение присутствия в ведущих социальных сетях), особенности организации вещания международных спутниковых телеканалов и применения анонимных политических Telegram-каналов для работы с зарубежной аудиторией

The main challenges and risks for the foreign policy strategy of Germany, based on the principle of multilateralism, are considered in the conditions of growing mutual distrust and intensification of contradictions in world politics and economics in the 2010s. The growth of Euroscepticism and the migration crisis in the EU, as well as the actions of the United States, Russia, Turkey, China, which, according to Germany, were one-sided and did not take into account the interests of other states, were identified among the most significant problems for the foreign policy of Germany. The measures taken by the government of Angela Merkel to improve the effectiveness of the activities of the German Foreign Ministry and the Federal Intelligence Service, as well as the modernization of the Bundeswehr are identified

The article traces the evolution of assessments of the role of Russia, Ukraine and Belarus as the most important partners of Germany in Eastern Europe in the system of the regional priorities of the German foreign policy basing on the content of the program documents of the three Angela Merkel’s governments: 2005, 2009 and 2013 Coalition Agreements and 2006 and 2016 “White Papers on German security policy and the future of the Bundeswehr”. As a result, the most significant changes in the vision of the German interests in Eastern Europe, which occurred during Angela Merkel’s chancellorship and can exert a decisive influence on the future German foreign policy, were revealed.Прослежена эволюция оценок роли России, Украины и Беларуси как важнейших партнеров Германии в Восточной Европе в системе региональных приоритетов внешней политики ФРГ исходя из содержания программных документов трех правительств А. Меркель: коалиционных соглашений (2005, 2009 и 2013 гг.), а также белых книг о политике безопасности и будущем бундесвера (2006 и 2016 гг.). В результате выявлены наиболее значимые изменения в видении германских интересов в Восточной Европе, которые произошли в период нахождения у власти канцлера А. Меркель и способны оказать определяющее влияние на дальнейшую внешнюю политику ФРГ
