    Originally issued in limited series as E/CN.11/L.85The Third Workshop on Problems of Budget Reclassification and Management in the ECAFE region met at the headquarters of the Economic Commission for Asia and the Far East in Bangkok from 17 to 26 August 1960 and in Manila from 28 August to 2 September 1960. Like the two previous meetings, the Workshop was held under the auspices of the United Nations Technical Assistance Programme It was sponsored jointly by the United Nations Economic Commission for Asia and the Far East, the Bureau of Technical Assistance Operations, the Division of Public Administration and the Fiscal and Financial Branch of the Department of Economic and Social Affairs of the United Nations. The Workshop was convened in accordance with the recommendations of the United Nations Economic Commission for Asia and the Far East at its fourteenth and fifteenth sessions. Thirty-nine experts nominated by eighteen governments attended the session, and two representatives from Ghana and one from Israel participated as observers. A representative of the International Monetary Fund also took part in the Workshop. The experts served in their individual capacities, and the opinions expressed by them did not necessarily represent the views of their Governments. The emphasis of the Third Workshop was on the techniques of programme and performance budgeting. A review was made of the progress made since the Second Workshop by the countries in the region in the field of economic and functional classification of government transaction for the consideration of a draft questionnaire prepared by the secretariat At the conclusion of the session, the participants visited Manila, the Philippines, in order to observe the operation of a budget system based on programme and performance techniques The agenda, with annotations, is appended to this report.</p

Importance is, therefore, attached to governmental and other large-scale statistical activities and not to those relating to specialized scientific work.     These Training Notes and Exercises are designed to serve as a supplement to the ECAFE Manual on Training of Statistical Personnel at the Primary and Intermediate Levels. Three of the important items of training material recommended in the Manual are lecture notes, discussion notes and a work book of practical exercises. The Manual itself contains the basic material for the preparation of lecture notes and also subject matter around which discussion can be organized. However, with a view to assisting the organizers of training, it was proposed to furnish as much supplementary training material as possible. Firstly, in view of the importance attached to discussion as one of the modes of training, a number of questions and problems which would help stimulate discussion, have been provided for each topic of training. Secondly, while necessary indications are given in the Manual regarding the kind of practical exercises to be set under each topic, it has been thought desirable to provide a complete set of exercises prepared on the lines suggested in the Manual. Accordingly, these Training Notes and Exercises devote two sections entitled &ldquo;Questions and Problems&rdquo; and &ldquo;Exercises&rdquo; on each of the 26 topics falling under the 9 different courses detailed in the Manual. Another section entitled &ldquo;Notes on Topic&rdquo; has been added under each of the first nine topics (1.1 to 1.9) which cover Course 1 of the Manual&mdash;the basic course on principles and methods. The classification of topics and exercises in these Training Notes and Exercises fully matches that followed in the Manual.</p

    A compendium of major international rivers in the ECAFE region

    Reports of major studies carried out by the Division of Water Resources Development of the United Nations Economic Commission for Asia and the Far East (ECAFE) are being published as Water Resources Series (formerly Flood Control Series). The present publication is the twenty-ninth in the series.The term “international rivers” is here used in a general sense to denote rivers crossing more than one country or forming the boundary between two or more countries, and is not used in any legal sense. There are about 100 international rivers (coun ting also tributaries) large and small, which lie within the geographical region of ECAFE. The potential and scope for the development of many of these rivers are very promising.In this paper, only the larger rivers are described. They are the Mekong, Red, Brahmaputra, Meghna, Ganges, Kosi, Gandak, Gogra, Sutlej, Indus, Kabul and Helmand. The report contains basic data and information regarding the physical features and hydro-meteorological characteristics of the rivers and their basins, as well as brief descriptions of projects completed, under construction and planned. Annex A summarizes the basic data pertaining to these rivers.</p
