KINERJA PENGELOLA BARANG MILIK DAERAH PADA PEMERINTAH DAERAH KABUPATEN MINAHASA
This research aims to analyze and describe the performance of regional property managers in the Minahasa Regency local government. This research was conducted from October to December 2021. This research used descriptive qualitative methods to describe aspects related to the object of research in depth. The types of data used in this research are primary data and secondary data. The results of the research indicate that the quality of employees is still very lacking, especially in the field of Information and Technology with the constraints that occur are the sources of funding that are still lacking and have an impact on the limitations of existing equipment and resource capacity is still very lacking because they have not maximally understood the basic management of regional property and have not mastering Information and Technology. the quantity of work is good enough but not maximized because understanding of the duties and abilities of employees is still lacking so that in carrying out tasks there are still delays and still need direction from superiors. In Aspects of time use at work, employee attendance using a fingerprint system and monitored on time. Relations between fellow employees and superiors are well established and a conducive atmosphere is created. The initiative in carrying out the duties of employees is still waiting for orders/directions from superiors and still lacks initiative in doing things without prior instructions
Pengaruh Profesionalisme Aparat Kelurahan terhadap Kualitas Pelayanan Publik di Kelurahan Malalayang Satu Kecamatan Malalayang Kota Manado
Improving the quality of public services required of civil servants who are not only in termsof quantity, but also requires the ability professionalism and moral qualities are directly proportionalto the demands of society. Human resource development within the ranks of government (publicorganizations) need to be directed at upgrading professional skills and the development of professionalethics which is accompanied by a spirit of service to the public (community). For the purpose of thisstudy to analyze the influence of professionalism village government officials on the quality of publicservices in the Village Malalayang One Malalayang District of Manado City.This research method using diagnostic analytic design with descriptive-quantitative method andexplanatories survey. The use of quantitative methods and explanatory descriptive-survey possiblebecause this study raised the issue of considerable actual and aims to analyze social phenomena andexamine the relationship between the phenomenon or effect. The population in this study were allvillage officials and community service users in villages Malalayang One Malalayang District ofManado City. The purposive sampling conducted as many as 30 people, consisting of 15 peopleMalalayang The village government apparatus and the remaining 15 persons from the community ofusers of services.the results of this study shows there is a strong indication that when village officials increasedprofessionalism (high) will encourage the improvement of the quality of public services. These resultsare consistent with the results of a simple linear regression analysis to the equation Y = 2.062 + 1.040X,and product moment correlation coefficient r of 0.809
Pemberdayaan Aparat Kelurahan Dalam Meningkatkan Kualitas Pelayanan Publik (Suatu Studi Di Kecamatan Singkil Kota Manado)
In the public service, government officials are responsible for providing excellentservice to the community in order to create a welfare society. Society has the right to get the bestservice from the government because the public has provided funds in the form of payment of levies.Under these conditions, this study to determine the extent to which the relationship between theempowerment of village officials with the quality of public services in the city of Manado Singkildistricts.This study used a quantitative approach with a descriptive and explanatory methods. This ispossible because on one side of the problem carefully enough at the actual and on the other hand, thisstudy intends to analyze between the two variables. Source of data / research respondents as many as64 people taken from public officials and employees. To analyze the relationship between the twovariables used product moment correlation analysis.Once the analysis is calculated with SPSS version 20 for windows then obtained a coefficient of 0.959.So there is a positive relationship between empowerment of village officials with the quality of publicservices.Based on the results of the data analysis deduced that, after doing the research variablesidentifying the distribution of respondents' answers to the average of all the variables are in the highcategory. Thus, the proposed hypothesis has been tested empirically once enforceability justify theunderlying theories
Pengaruh Gaya Kepemimpinan terhadap Motivasi Kerja Pegawai Negeri Sipil di Dinas Energi Sumber Daya Mineral Sulawesi Utara

Issues questionable in this study is the extent to which the influence of leadership styles to themotivation of civil servants working in the service of Energy Mineral resources of North Sulawesi.The methods used in this research is quantitative methods. The subject of this research is the civilservant at the Department of Energy Mineral resources of North Sulawesi. Research samples taken asmany as 20 people. Data collection is carried out using a questionnaire. Data analysis technique used is alinear regression analysis and correlation of product moment.Results of the analysis of the data indicates that the regression coefficient of the variable (X) is theleadership style of work motivation of civil servants (Y) is real and positive correlation coefficients as wellas determination and is in the category are.Based on the results of the study it can be concluded that the leadership styles influence positivelythe work motivation of civil servants, meaning that leadership style is one of the factors that determine thework motivation of civil servants.Based on the conclusions of the suggested: (1) the need for the role of the leadership to creategood communication between employees and management; (2) leaders need to give more attention toemployees who have good working performance; (3) leaders need to apply participatory leadership style inorder to create a harmonious cooperation, fosters loyalty and participation of employees
Pengaruh Kepemimpinan Kepala Desa terhadap Peningkatan Kesadaran Masyarakat dalam Membayar Pajak Bumi dan Bangunan di Desa Kaayuran Bawah Kecamatan Langowan Selatan Kabupaten Minahasa
This study berwal of experiences to the principal that is, the extent to which the influence of theleadership of the head of the village to increase public awareness in paying taxes on land and buildings inthe village kaayuran south district under the District Langowan minahasa. Thus this study aims to analyzethe influence of the leadership of the head of the village to increase public awareness in paying taxes on landand buildings in the village kaayuran south district under the District Langowan minahasa. This study usesquantitative methods to approach the descriptive analysis of data and information collected throughquestionnaires distributed to the technique 53 respondents were equipped with observation technique byapplying the technique of frequency tables, analysis of product moment and simple linear regression. Basedon the results of the data analaisi known that the answer respoenden on leadership clod village is in a classinterval between 22-25 with a .frequency of 25 respondents, or 47.2% This indicates that the average scoreof variable Leadership Village Head (X) are in the category of "high" while in the pay of the UN Awareness(Y) beada the class interval between 22-25 with a frequency of 23 respondents, or 43.4% , It can beinterpreted that the average scores in the Public Awareness variable pay land and building tax (Y) in thevillage of Down District Langowan Kaayuran the South are in the category of "high" It can be concludedthat the Leadership Village Head Down Kaayuran Southern District Langowan very ignifikan positive effecton the level of public awareness in paying property tax The village head in implementing transformationalleadership style tends to rely more effective in raising public awareness and building earth to pay tax, inparticular in Kaayuran village Down South Minahasa District Langowan
Penerapan Prinsip - Prinsip Good Governance dalam Pembuatan E –KTP di Dinas Kependudukan dan Catatan Sipil Kabupaten Minahasa Utara
Governance is a form of good governance and solid state responsible, and transparent, responsive, accountable, efficient and effective. Office of Population and civil registry offices of North Minahasa Regency is directly related to the community, especially in the service of making Identity card Electronic. To create a good public service and thorough then there must be good cooperation of all elements of good leadership, employees and the community. good governance principles into concrete solutions to create a good public service.The purpose of this study was to clarify the application of good governance in the public service in particular the manufacture of Identity card ElectronicPopulation and civilian agencies of North Minahasa Regency. This research method is descriptive qualitative method. The primary data sourced from informants consisting of a first element of the leadership of the Department, employees of service providers and the elements of the last elements of the public service recipient. How data retrieval is done with interviews using interview guide later on though using data reduction, data presentation and conclusion and verification of data.The results showed that the application of the indicators of good governance: participation, rule of law, transparency, responsiveness, effectiveness and efficiency, and accountability in the Department of Population and Civil North Minahasa Regency, especially in service of making Identity card Electronichas not gone well. It is evident there are still many problems that arise, for example the department is still lacking in socializing the public about the importance of Identity card Electronicwhere there are 37 781 North Minahasa Regency community who do not have Identity card Electronic or are still about 23 percent. Socialization rules and standard operating procedures to the public is still very lacking, transparency and accountability of services to the community is also not a good society is still very difficult to access information from the department both in terms of administration, standard operating procedures, service flow, costs, turnaround time. Besides the professionalism and discipline of employees in providing services that impressed still not good so the practice of nepotism, extortion and grativikasi still very angry arise, this is certainly caused by the supervision of the leadership is still lacking, not to mention talk about the facilities and funding limited becomes a serious problem.Based on the results of research and discussion, it can be concluded that the application of the principle - the principle of good governance in the department of population and civil registration Minahasa regency north, especially in service of making E KTP has not gone well.
